โMr. Holmes sadly passed away on May 10, 2026, leaving behind a legacy of dedication, humility, hard work, and faithful service to the Commission and the people of Liberia. He was a committed civil servant, a father figure to many, and an inspiration whose impact will forever remain in our hearts.

โMr. Christian V. Holmes was recognized as ๐๐๐ฌ๐ญ ๐๐ญ๐๐๐ ๐จ๐ ๐ญ๐ก๐ ๐๐๐๐ซ in both 2021 and 2024, a reflection of his exceptional commitment, professionalism, and unwavering service to the institution.

The National WASH Commission (NWASHC) on Thursday, May 21, 2026, convened its 5th National Water, Sanitation and Hygiene (WASH) Sector Coordination Meeting at the Commissionโs Conference Room in Monrovia.
Speaking at the meeting, the Executive Director of the Commission, Hon. Morris G. Gono Jr., welcomed stakeholders, development partners, line ministries and agencies, members of the WASH Commission Board, NGOs, CSOs, and private sector actors to the important sector gathering.
In his remarks, the Executive Director highlighted several ongoing interventions and reforms within the sector, including efforts to establish a centralized WASH data management and visualization system aimed at improving access to reliable and real-time sector information. He noted that the initiative will help strengthen coordination, planning, and decision-making across the sector.
The Executive Director also updated stakeholders on the upcoming nationwide Joint Food Safety and Sanitary Inspection Exercise scheduled to commence on June 1, 2026, in collaboration with the Ministry of Health, Liberia Food Authority, and other government institutions.
Additionally, he informed the meeting about the recent review of the Commissionโs organogram in partnership with the Governance Commission, as well as ongoing work surrounding Liberiaโs updated Open Defecation Free (ODF) Roadmap with support from UNICEF and sector partners.
Meanwhile, the Mayor of Monrovia, Hon. John-Charuk S. Siafa, delivered a presentation on the Monrovia City Corporationโs Administrative Regulations and Partnership Framework for Sustainable Urban WASH Governance.
Mayor Siafa emphasized the need for stronger collaboration among government institutions, development partners, communities, and the private sector in addressing sanitation challenges, environmental pollution, illegal dumping, flooding, and open defecation within the city.
He also reaffirmed the Monrovia City Corporationโs commitment to strengthening sanitation governance, improving environmental health, and promoting sustainable urban WASH systems across Monrovia.
The meeting brought together key sector actors and partners committed to advancing water, sanitation, and hygiene services throughout Liberia.

โThe National WASH Commission, together with development partners, stakeholders, and government institutions, has successfully concluded a two-day Sector-Wide Light Sustainability Plan Working Session held from May 20โ21, 2026, at the Kofi Annan Conference Hall in Monrovia.

โThe working session brought together actors across Liberiaโs WASH sector to review sustainability indicators, strengthen coordination, improve data management systems, and develop response plans aimed at improving service delivery and sector-wide monitoring.
โ
โSpeaking at the closing ceremony on behalf of the Chief Executive Officer of the National WASH Commission, Hon. George W.K. Yarngo, Executive Director Hon. Morris G. Gono Jr. thanked IRC Netherlands, UNICEF, sector partners, stakeholders, and participating institutions for their support and commitment to strengthening the WASH sector in Liberia.

โHon. Gono emphasized that Liberiaโs WASH sector continues to face challenges with fragmented and uncoordinated data systems, noting that the workshop marks an important step toward establishing a centralized WASH data management system for the country.

โExecutive Director Gono disclosed that the National WASH Commission has officially embarked on the development of an Integrated Information Management System (MIS) that will support real-time WASH data collection, accessibility, and visualization across Liberia. He further revealed that the Commission recently signed an MOU with Catholic Relief Services (CRS) to begin the process, while discussions continue with the African Development Bank and the World Bank for additional support.

โAccording to him, institutions including LWSC, NPHIL, sector partners, and other government entities will work together to harmonize indicators and strengthen national reporting systems in line with international standards.
โ
โUNICEF WASH Specialist Dipti Rai described the workshop as important in helping the sector develop a long-term management response plan that will guide interventions in the years ahead.
โ
โAlso speaking during the closing session, Dr. Johnson T. Hinneh, Consultant for IRC and Lead Facilitator of the workshop, said participants reviewed data availability and quality reports, assessed 304 international WASH indicators, and identified key indicators for routine sector monitoring and sustainability tracking.

โHe noted that recommendations and action points from the workshop will be compiled into an advisory note and response plan to guide implementation across the sector.

โThe two-day working session ended with renewed commitment from government institutions, partners, and stakeholders to strengthen collaboration, accountability, and data-driven decision-making within Liberiaโs WASH sector for the benefit of all Liberians.

National WASH Commission of Liberia and Catholic Relief Services Sign MoU to Strengthen Liberiaโs WASH Data Systems
The National Water, Sanitation and Hygiene Commission (NWASHC) and Catholic Relief Services (CRS) have today signed a landmark Memorandum of Understanding (MoU) to jointly develop and implement a national WASH Integrated Management Information System (WASHMIS).
This strategic partnership underscores the shared commitment of NWASHC and CRS to strengthen Liberiaโs WASH sector through improved data management, transparency, and accountability. The WASHMIS will serve as a centralized platform to collect, harmonize, and analyze water, sanitation, and hygiene data nationwide, enabling evidencebased decisionmaking and better service delivery for communities.
Speaking at the signing ceremony, Hon. Morris G. Gono Jr, Acting CEO of NWASHC, emphasized that the MoU represents a major step forward in our mission to ensure that every Liberian has access to safe water and sanitation. Reliable data is the backbone of effective planning and service delivery, and with CRS as a partner, we are confident that Liberia will finally have a functional and sustainable WASHMIS.โ
The collaboration will focus on:
Design and deployment of a userfriendly, scalable, and interoperable WASHMIS.
Capacity strengthening of NWASHC, and line Ministries, Agencies and Commissions staff along community water management structures. Joint monitoring and supervision of water supply systems to ensure compliance with national standards.
Promotion of transparency and accountability through participatory governance models such as the Water Board framework.
For her part, CRS Country Representative Madam Glynnis Cummings John, thanked the leadership of the WASH Commission for the warm reception and appreciated the working relationship between the two Institutions with the level of collaboration. She reaffirmed CRSโs commitment to supporting Liberiaโs WASH sector, noting that the partnership aligns with CRSโs mission to promote human dignity and sustainable development.
The WASHMIS initiative is expected to improve coordination among stakeholders, reduce duplication of efforts, and enhance Liberiaโs ability to meet national and international reporting obligations. Ultimately, it will contribute to increased and equitable access to safe water, sanitation, and hygiene services across the country.

The National Water, Sanitation and Hygiene Commission (NWASHC) has successfully concluded its two-day 2026 Annual Performance Review meeting, held from Thursday, April 30 to Friday, May 1, 2026, in Ganta, Nimba County. The high-level review brought together commission staff and key government stakeholders to assess institutional performance and strengthen strategies for improved water, sanitation, and hygiene (WASH) service delivery across Liberia.
Delivering the opening remarks, Acting Chief Executive Officer and Executive Director of NWASHC, Hon. Morris Gono, Jr., underscored the importance of the review process in advancing the Commissionโs mandate. He acknowledged the presence and contributions of representatives from the Governance Commission (GC) and the Civil Service Agency (CSA), noting that their engagement reflects a broader government commitment to strengthening institutional performance and public service delivery.
The Annual Performance Review (APR) focused primarily on evaluating the Commissionโs 2025 performance, with particular attention to implementation outcomes, coordination mechanisms, and service delivery effectiveness nationwide. Heads of departments and units delivered detailed presentations highlighting key achievements, ongoing activities, operational challenges, and strategic priorities for the coming year.
Hon. Gono emphasized that the exercise is critical for enhancing institutional coordination, strengthening accountability systems, and improving overall service delivery. He noted that the review provides a platform for evidence-based reflection and decision-making, enabling the Commission to refine its approach to addressing sector challenges.
He further stressed that the Commission operates within a complex, multi-stakeholder environment where coordination, efficiency, and clarity of roles are essential. As such, he encouraged departments and units to move beyond reporting outputs to demonstrating measurable outcomes and real impact on communities. According to him, strengthening internal coordination and aligning institutional efforts with national development priorities remain central to achieving sustainable WASH outcomes.
A central feature of the APR is its structured evaluation framework, which combines self-assessment, goal tracking, and forward planning. Through this process, departments critically examined their performance against planned targets, identified gaps in implementation, and proposed corrective measures. The review also facilitated a comprehensive analysis of institutional strengths, weaknesses, opportunities, and threats, ensuring that future interventions are both strategic and responsive to emerging needs.
Key objectives of the review included evaluating the quality and impact of completed 2025 activities, assessing coordination effectiveness among WASH sector institutions and partners, and establishing clear priorities for the 2026 operational year. Given the multi-stakeholder nature of the WASH sector, particular emphasis was placed on improving coordination to minimize duplication of efforts and enhance efficiency.
On the second day of the meeting, discussions shifted toward institutional reform, with a focused session on restructuring the Commissionโs organogram. Participants examined how the proposed structure could better support departmental functions, reduce administrative delays, and decentralize decision-making processes. The goal is to align the organizational framework more closely with the Commissionโs mandate, enabling faster project implementation and more responsive service delivery.
The review concluded with several key expected outcomes. These include the development of a comprehensive and actionable annual plan to guide 2026 activities, a thorough evaluation of 2025 performance to inform future planning, and a clearer understanding of the Commissionโs achievements and operational challenges. Additionally, the process is expected to strengthen inter-departmental coordination, improve communication channels, and ensure that all decisions and action points are well-documented for accountability and follow-up.
Importantly, the Commission also aims to enhance its Performance Monitoring and Evaluation (M&E) framework as a result of the review, ensuring more robust tracking of progress and outcomes in the years ahead.
The successful conclusion of the 2026 Annual Performance Review marks a significant step in NWASHCโs ongoing efforts to improve governance, efficiency, and impact within Liberiaโs WASH sector. By aligning strategy with performance insights, the Commission is positioning itself to deliver more effective and sustainable services to communities nationwide.

The National WASH Commission (NWASHC) on April 20, 2026, participated in the 2026 Presidential Performance Contract Signing and Recognition Ceremony held at the Ellen Johnson Sirleaf Ministerial Complex, reaffirming its commitment to strengthening institutional performance, accountability, and service delivery.
The NWASHC delegation was led by Acting Chief Executive Officer and Executive Director, Morris G. Gono, Jr., alongside senior management and technical staff of the Commission.
The ceremony forms part of the Government of Liberiaโs Performance Management and Compliance System (PMCS), a flagship public sector reform initiative designed to enhance transparency, efficiency, and citizen-centered governance across Ministries, Agencies, and Commissions. The PMCS establishes a results-based management framework that requires institutions to define clear annual targets, align priorities with national development goals, and systematically track and report on performance outcomes.
The system also promotes stronger institutional coordination, improved resource utilization, and responsiveness to citizen needs by integrating feedback mechanisms into planning and service delivery processes. Through periodic assessments, the PMCS measures institutional effectiveness and recognizes performance across multiple tiers, thereby fostering a culture of continuous improvement and healthy competition within the public sector.
In the 2026 performance assessment, the National WASH Commission was classified within the second performance tier, earning a โVery Goodโ rating among 27 institutions. Although the National WASH Commission was not ranked among the top 31 best-performing entities this year as it was in June 2025, the rating reflects sustained progress and consistency in delivering on its mandate amid evolving performance benchmarks.
The Commission noted that the outcome provides both recognition of progress made and a clear basis for strengthening internal systems, refining strategic priorities, and enhancing implementation efficiency in the coming year.
Speaking following the ceremony, Hon. Gono emphasized the importance of institutional learning and adaptation in achieving higher performance outcomes. โThe PMCS provides a valuable platform for reflection, accountability, and improvement. We remain committed to strengthening our systems, deepening coordination with partners, and delivering measurable results that directly impact the lives of Liberians,โ he stated.
Established to provide leadership and coordination for the water, sanitation, and hygiene (WASH) sector, the National WASH Commission plays a central role in advancing national policies, strengthening sector governance, and promoting equitable access to safe and sustainable WASH services. The Commission works closely with government institutions, development partners, and communities to address service gaps, improve infrastructure, and support behavior change initiatives critical to public health.
The Commission reaffirmed that improving access to safe water, sanitation, and hygiene remains a national priority, particularly in the context of disease prevention, environmental protection, and socio-economic development.
