The National Policy on Decentralization and Local Governance launched in January 2012 envisages the devolution of functions and resources to local governments over a ten-year period with the first three years (2012-2015) dedicated to deconcentration of functions/services of service providing ministries, agencies, and commissions to sub-national jurisdictions.
