Today, we proudly witnessed the graduation of Liberia National Police Class 47 and Liberia Drug Enforcement Agency Class 3 at the Liberia National Police Academy Training School.

This milestone marks another important step in strengthening the professionalism, discipline, and operational readiness of our nation's security institutions. We congratulate all graduates on their successful completion of training and commend the instructors and leadership whose dedication made this achievement possible.

As these officers begin the next chapter of service, we encourage them to uphold the values of integrity, accountability, and the commitment to protecting and serving the people of Liberia.

Today, we joined officers, partners, and distinguished guests at the graduation ceremony of the EAPCCO Plus Joint SWAT Training Exercise and the Advanced Police Special Forces Course held at the Rwanda National Police Counter Terrorism Training Centre in Mayange, Republic of Rwanda.

I extend heartfelt congratulations to our twenty (20) Liberia National Police officers on this remarkable milestone achievement and commend their commitment to professional excellence, discipline, and dedicated service to the nation.

Today in Kigali, Republic of Rwanda, I had the honor of joining activities commemorating the 25th Anniversary of the Rwanda National Police and witnessing another proud milestone for the Liberia National Police as twenty (20) of our officers prepare to graduate from Advanced Police Special Forces training tomorrow.

I was also honored to hold a bilateral engagement with His Excellency President Paul Kagame, during which I conveyed warm greetings from His Excellency President Joseph Nyuma Boakai and the people of Liberia.

This visit reflects the growing partnership between Liberia and Rwanda and our shared commitment to professional excellence, regional security cooperation, discipline, and modern policing in service to our people.

Today, the Liberia National Police and the General Directorate of National Security of the Kingdom of Morocco signed a landmark Memorandum of Understanding on security and police cooperation.

This partnership will strengthen cooperation in areas including intelligence sharing, counterterrorism, cybersecurity, specialized training, forensic science, and border security as we continue advancing international law enforcement collaboration.

We extend sincere appreciation to His Excellency President Joseph Nyuma Boakai, Sr., the Government of Liberia, and our partners for supporting this important step toward institutional modernization and enhanced public safety in Liberia.

I am honored and humbled to announce that I have been appointed Co-Chair of the International Affairs Committee of the National Organization of Black Law Enforcement Executives (NOBLE).

This appointment, to be formally conferred at NOBLE’s 50th Anniversary Conference in Dallas, Texas in July 2026, is a profound recognition that reaffirms our collective commitment to the rule of law, and international security cooperation.

I accept this responsibility not just on behalf of the Liberia National Police, but on behalf of the Republic of Liberia as we continue to strengthen bilateral partnerships, advance professional policing standards, and collaborate in addressing the transnational threats facing our global community.

To my colleagues, officers, and the Liberian people, this is your recognition as much as it is mine. We are building something meaningful together, and the world is taking notice.
