The National Road Fund (NRF) of Liberia continues to take pride in the remarkable progress and achievements of young professionals emerging through its Internship Program, particularly the inspiring journey of Mr. Ernest E. Cooper.
Recruited through the First Cohort of the NRF Internship Program and subsequently assigned to the NRF, Mr. Cooper demonstrated exceptional commitment, discipline, and professional promise as a young engineer.
Building upon this foundation, he later advanced his academic and professional career by traveling to India to pursue a Master’s Degree in Hydrology (Watershed Management) at the prestigious Indian Institute of Technology (IIT), Roorkee.
In a significant academic milestone, Mr. Cooper successfully defended his thesis titled: “Assessment of the Impact of Land/Land Cover Change on Hydrological Parameters of River Basin: A Case Study on the St. Paul River Basin, Liberia, West Africa.”

National Road Fund of Liberia Announces 2nd Edition of its Masterclass on Energy Market and Professional Capacity Building in Leadership Management
Monrovia, Liberia – The National Road Fund (NRF) of Liberia is pleased to announce the 2nd Edition of its Professional Capacity Building Training focused on strengthening leadership, management, and strategic coordination within petroleum-linked institutions.
The petroleum value chain remains a critical pillar of Liberia’s economic transformation agenda due to its direct contribution to national revenue generation. Through mechanisms such as fuel levies, petroleum products significantly contribute to the National Road Fund, which supports road construction, rehabilitation, and maintenance across Liberia.
The training is intended to enhance institutional capacity, improve petroleum revenue governance, strengthen infrastructure financing, and promote collaboration between industry, government, and academia. The training will bring together professionals from government institutions, infrastructure agencies, petroleum-related sectors, and academic institutions to participate in specialized programs in soft and technical skills.
The training will be facilitated by renowned professors and sector experts, Dr. Carol Dahl and Dr. Sheron Lawson of the Colorado School of Mines. The Training is being provided as a pro bono professional development contribution through the efforts of Mrs. Joseta Neufville-Wento, an alumnus of the Colorado School of Mines, in support of Liberia’s national development agenda.
The training seminar is scheduled for May 19–21, 2026, at the Learning Center in Paynesville.
The National Road Fund encourages interested individuals and professionals from petroleum-linked institutions and related sectors to visit the NRF for additional information and participation arrangements.
