Hon. Joseph Boye Cooper concluded his final meeting with the various units he supervises at the LRRRC as Deputy Executive Director for Operations.
This meeting is part of the Operations Department regular bi-monthly meetings which aim to strengthen collaboration and enhance coordinations and effectiveness of the department.
Additionally, Hon. Cooper also used this medium to inform the staff of the various units about official departure this Thursday to the Bureau States Enterprise -BSE, where he will now be serving as the Deputy Executive Director General for Administration and Finance.
This moment was marked by tributes and warm regards to Hon.Cooper for his diligent and immaculate service at the LRRRC.

The Office of Hon. Joseph Boye Cooper welcomes and appreciates President Joseph Nyumah Boakai's decision to have him transferred with immediate effect from the Liberia Repatriation and Resettlement Commission -LRRRC, where he has honorably served as Acting Deputy Executive Director for Operations for one year TO the Bureau of States Enterprise -BSE to serve as Deputy Executive Director General for Administration and Finance.
This historic transfer comes as no surprise to the staff and associates of Hon. Cooper because his incredible sense of integrity and accountability undoubtedly attracts the president vision and commitment to run an effective and transparent government.
As we graciously gratify the President for such a prudent decision, we remain over confident that BSE is about to be progressively and genuinely transformed because the brilliance and exuberance of the new administrator can not be overemphasized.

The Deputy Executive Director for Operations, Hon. Joseph Boye Cooper, of the Liberia Repatriation and Resettlement Commission (LRRRC) joins African and European counterparts in Nigeria (from Nov 4 to 5) on a technical meeting focused on migrant smuggling and trafficking.
This high level technical meeting which brought together 200 participants from both Africa and Europe aims to enhance prevention, protection, and prosecution framework in combatting migrants smuggling and trafficking in human beings along the African and European routes.
These engagements are crucial in showcasing Liberia preparedness to uphold and embrace the dynamism in international human rights laws and conventions to which Liberia is signatory. while there, The Deputy Executive Director for Operations, Hon. Cooper is expected to have side engagements with African counterparts in fostering collaborations to ensure human rights issues are adequately addressed across Africa, which is one of the key focuses of the ARREST Agenda.

Joseph Boye Cooper, Deputy Executive Director for Operations at the Liberia Refugee Repatriation and Resettlement Commission (LRRRC), is currently representing the Republic of Liberia at the African Union Commissionโs High-Level Conference on Health, Humanitarian Affairs, and Social Development, being held from July 1โ4, 2025, in Accra, Ghana.
This four-day critical regional conference brings together policymakers, experts, and stakeholders from across the continent to advance discussions on the AU Protocol on the Free Movement of Persons in Africaโa foundational initiative aimed at enhancing regional integration, promoting economic cooperation, and upholding human rights across member states.
Hon. Cooperโs participation reflects Liberiaโs unwavering commitment to regional collaboration and to safeguarding the rights and dignity of refugees, asylum seekers, returnees, stateless persons, and other vulnerable populations. His presence also underscores the vital role that national institutions such as the LRRRC play in harmonizing national strategies with continental efforts to promote safe, orderly, and dignified human mobility.
The AU Free Movement Protocol, once fully operational, is expected to remove obstacles to migration across Africa, create safer pathways for displaced individuals, and support inclusive and sustainable development throughout the region.

Selecting a certified public discussant (CPD) and professional intellectual guru to represent Liberia through the LRRRC was the premiere decision that is igniting hope for Liberia in the humanitarian sector at this AU's humanitarian occasion.
In Maputo, Mozambique, The Deputy Executive Director for Operation, LRRRC, Hon. Joseph Boye Cooper is incredibly and distinctly making the case for Liberia at the aforementioned event.

The Deputy Executive Director for Operation at the Liberia Refugee Repatriation and Resettlement Commission, LRRRC represents Liberia at the Refugee Forum that is currently ongoing in Maputo, Mozambique.
This reaffirms Liberia's commitment to upholding the 1951 Refugee Convention, and its 1967 Protocols that are concentrated on the status of Refugees and the obligations of states thereof.
While in Maputo, the Deputy Executive Director will engage in some side dialogues with African counterparts to strengthen bilateral agreements in humanitarian work across Africa and the world over.
