الخارجية // ترحب بتصويت البرلمان الأوروبي على تقرير إبراء الذمة لعام 2024 وإسقاط الصياغات المتشددة ضد التمويل الفلسطيني

ترحب وزارة الخارجية والمغتربين بتصويت البرلمان الأوروبي في جلسته العامة المنعقدة في ستراسبورغ على تقرير إبراء الذمة للاتحاد الأوروبي لعام 2024، والذي أسفر عن إسقاط الصياغات المتشددة التي دفعت بها بعض كتل اليمين في البرلمان الأوروبي، والإبقاء على النص الأصلي، بما يعكس اعترافاً أوروبياً بالتقدم المحرز في مسار الإصلاح الفلسطيني، ورفضاً لمحاولات تسييس ملف المناهج الفلسطينية.

وتؤكد الوزارة أن هذا التصويت يمثل انتصاراً مهماً للدبلوماسية الفلسطينية، وقد جاء هذا التصويت بناء على جهد دبلوماسي مكثف قادته سفارة دولة فلسطين لدى الاتحاد الاوروبي على مدى شهرين متتاليين من خلال الاجتماعات التي تم عقدها مع مقرري التقرير من كافة الكتل البرلمانيه الاوروبية والاعضاء الفاعلين في البرلمان الاوروبي، بما يعكس ثقة مؤسسات الاتحاد الأوروبي بالإصلاحات التي تنفذها الحكومة الفلسطينية، ويكرّس التزام الاتحاد بمواصلة دعمه للشعب الفلسطيني ومؤسساته الوطنية دون إخضاعه لشروط سياسية منحازة أو غير مبررة.

وتشدد الوزارة على أهمية ما ورد في التقرير من تأكيد على أن تمويل الاتحاد الأوروبي عبر آلية PEGASE يقتصر على بنود واضحة وقابلة للتتبع، بما يشمل رواتب الموظفين والمخصصات الاجتماعية والمستحقات الصحية، ضمن حزمة الدعم الطارئ لعام 2024 والبرنامج متعدد السنوات للتعافي والصمود الفلسطيني (2025-2027)، بما يعزز الشفافية والمساءلة.

كما ترحب الوزارة بإشادة التقرير بالتقدم المحرز في مسار الإصلاح التعليمي، وإصدار مواد تعليمية جديدة، والتعاون المستمر مع المفوضية الأوروبية، بما يعكس التزاماً فلسطينياً جاداً بتطوير النظام التعليمي بما يتماشى مع المعايير الدولية ذات الصلة.

وفيما يتعلق بملف الأونروا، تؤكد الوزارة أهمية ما أورده التقرير من تثمين لاستجابة الأمم المتحدة والإجراءات المتخذة، وتشدد على الدور الحيوي الذي تضطلع به الوكالة في تقديم الخدمات الأساسية لملايين اللاجئين الفلسطينيين، وضرورة استمرار دعمها وضمان تمويلها بشكل مستدام، بعيداً عن أية محاولات للتسييس أو الاستهداف.

وتدعو وزارة الخارجية والمغتربين الدول الأعضاء في الاتحاد الأوروبي ومؤسساته المختلفة إلى البناء على هذا الموقف المتوازن، وتعزيز الشراكة مع دولة فلسطين، ودعم جهودها في مواجهة الحصار الإسرائيلي وقرصنة الأموال الفلسطينية ومسار التنمية، بما يسهم في تحقيق الاستقرار ويخدم فرص السلام العادل والشامل وفقاً لقرارات الشرعية الدولية.

📖✏📚 H.E. Hanania met our staff and volunteers, and was given an overview of BDE's history, activities and service users by Board Member Justine Lubnow. Following a meaningful discussion surrounding volunteering, traumatised learners and engaging new arrivals in learning opportunities, H.E. Hanania joined some classes to speak with students and teachers.

UNESCO Executive Board Adopts Resolution in Favor of the State of Palestine

The Executive Board of UNESCO adopted, during its 224th session, a resolution in favor of the State of Palestine concerning the follow-up on the implementation of the organization’s decisions related to the situation in the Gaza Strip.
The resolution highlights the extensive damage inflicted on hundreds of schools, universities, and cultural heritage sites in Gaza as a result of Israeli attacks. It also draws attention to the serious risks faced by journalists and media professionals, describing these as clear violations of international humanitarian law and UNESCO’s principles.

The unanimous adoption of the resolution reflects the international community’s recognition of the scale of the humanitarian, cultural, and educational catastrophe affecting the Palestinian people, particularly in the Gaza Strip, amid widespread destruction targeting sectors under UNESCO’s mandate.

In his address before the Executive Board, Ambassador Adel Attiya, Permanent Delegate of the State of Palestine to UNESCO, welcomed the unanimous adoption of the resolution by member states. He stressed the magnitude of the suffering endured by Palestinians in Gaza due to the ongoing war, which has led to the near-total destruction of daily life, the collapse of the education sector, significant damage to key heritage sites, and the killing of 264 journalists. He also emphasized the importance of intensified international efforts to alleviate the suffering of the Palestinian people in Gaza. Attiya expressed his appreciation to the countries that have contributed to the Gaza support fund, as well as to UNESCO’s Secretariat, led by Dr. Khaled El-Enany, for their ongoing efforts to ensure the continuity of educational, cultural, and media activities through emergency response programs in the Gaza Strip.

Visit to Father Mintoff, director of the Peace Lab which gives shelter and hospitality to immigrants and asylum seekers providing them with information and education and responds to their needs.
The friendship and trust make a difference to these people as Peace Lab offers them a helping hand regardless of their race or religion.
Throughout the years Father Mintoff has been a noble supporter of humanity and justice, hosting many refugees some of who are Palestinian until they can return to their homeland, and keeps advocating to end the occupation and allowing Palestinians to return to live in their homeland in freedom and independence.
The Peace Lab was visited by many dignitaries including Pope Francis and the Late Chairman Yasser Arafat who presented his Kofia to Father Mintoff which is kept in the church as a symbol of the Palestinians rights and justice.

Malta joins international calls in expressing deep concern at the adoption of the Death Penalty Bill by the
Israeli Parliament.
We remain strongly opposed to the use of the death penalty in all circumstances. Accountability and justice for all crimes, including heinous acts of terror, should be sought in full respect of human dignity and rights.

The Palestinian Cabinet on Tuesday directed all relevant institutions, particularly the Ministry of Foreign Affairs, to undertake the broadest and most urgent international action to exert pressure toward overturning the Israeli Knesset’s decision to execute Palestinian prisoners, given that it effectively provides legislative cover for killing and entrenches the policy of summary ex*****on.

During its weekly session held in Ramallah, the Cabinet stressed that this law reflects systematic policies rooted in genocide, discrimination, and impunity against the Palestinian people across the occupied Territory. It affirmed that such a step will neither bring security nor peace, but rather exposes the dominance of the far-right over Israeli decision-making and legislation, in blatant disregard for international humanitarian law and the Geneva Conventions.

The Cabinet called for urgent Arab, Islamic, and international action to hold those responsible accountable, impose deterrent sanctions, and ensure protection for Palestinian prisoners, reaffirming that such measures will not undermine the steadfastness of the Palestinian people or their struggle for freedom and independence.

On the occasion of Land Day, the Cabinet reaffirmed its commitment to upholding legitimate national rights, foremost among them the right to freedom, self-determination, and return, and to upholding the principles of justice in confronting settlement expansion and land appropriation schemes.

In the same context, and upon directives from President Mahmoud Abbas, the Cabinet instructed the intensification of international diplomatic engagement in response to escalating violations by the Israeli occupation in the Gaza Strip, and the West Bank, and Jerusalem. These include the continued closure of Al-Aqsa Mosque and restrictions on worshippers, the extension of military aggression in Jenin and Tulkarm refugee camps, the imposition of military checkpoints, as well as large-scale incursions. In this regard, the Cabinet noted that the Ministry of Foreign Affairs continues to hold briefings with representatives of states, international organizations, and foreign media outlets.

The Cabinet also warned of the implications of the decision to return settlers to Jenin Governorate and the escalation of attacks in the Jordan Valley and other areas and villages. It further condemned the field ex*****on of two Palestinian young men in Tulkarm and Hebron, warning of the gravity of such criminal violations.
