With a distinguished background in economics, finance, and science & technology, Dr. Hoai plays a pivotal role in advancing Vietnam’s innovation ecosystem. As Deputy Director of NIC—a unit under the Ministry of Finance founded to foster science and technology-driven growth—he is dedicated to supporting transformative initiatives that power economic development and strengthen the region’s competitiveness.

Dr. Hoai’s experience spans both public and private sectors, with a focus on the semiconductor industry, technology policy, and human resource development. His international credentials include a doctorate in economics, a Master’s in Finance from Paris 1 Pantheon-Sorbonne, and a Master’s in Science and Technology from ENS Paris-Saclay.
