IKPEAZU IS BUILDING TO LAST

Indeed, a leader should be futuristic, and this characteristic is profoundly found in Governor Ikpeazu. It will be recalled that Governor Ikpeazu pioneered reinforce concrete technology in this part of the country. Though the technology is capital intensive, Governor Ikpeazu’s motive behind the adoption of the technology is that the roads will outlast his administration. Because according to him, it will be counter-productive if the administration, within one to two years, solicits or borrows a loan to rehabilitate the roads after they must have collapsed.

The governor Ikpeazu led administration is delivering dividends to the people of Abia through his caterpillar revolution approach. In a bid to build sustainable roads, the government introduced reinforced concrete technology. Reinforced concrete technology is a method in road construction whereby reinforced concrete is used as a base course on roads before the application of asphalt. Unlike the normal earth or stone or cement technology base course, the use of reinforced concrete base course provides several advantages to the road which include the provision of extraordinary strength, rigidity, some level of flexibility, and almost impermeable surface that water cannot undermine, and easy bonding between the concrete surface and the overlaid asphalt. This method has Governor Ikpeazu used on several roads in Abia State.

While the reinforced concrete provides the road with the required compressive strength, the reinforcements or steel rods provide the road with the ability to resist bending, especially when water goes underneath the concrete. The use of reinforced concrete also protects the asphalt binder course from the incursion of soil moisture, as the concrete surface provides an almost waterproof layer due to the excellent bonding between the concrete surface and the asphalt. The concrete surface easily receives a bitumen prime coat before asphalt is applied. Another good advantage is that the concrete surface allows for asphalt to be laid even during unpredictable weather conditions. The concrete covers up the capillary movement of moisture from the earth to the asphalt and does not allow water to undermine the asphalt.

However, the cost of this technology is higher than those of the conventional methods. Governor Ikpeazu chooses this technology as a means of strengthening the load-bearing capacity of roads in Abia and boosting the strength and quality of the finished work. It is important to note that this technology has a sustainability guarantee of ten (10) to twenty (20) years. It is pertinent to state that reinforced concrete technology is one of the technologies used in the construction of airport runways, tarmac, and places with heavy loads like machines and equipment.

Imperatively, reinforced concrete technology has been proven to last longer than most other base courses used in road construction because it can withstand heavy loads as well reduce wear and tear for a very long time. It is good in both bending and compression. Due to the cost of stones, sand, cement, and steel bars used in the production of reinforced concrete, it is clear that the technology will be much more expensive than the normal cement technology, stone base, or lateritic base course.

However, its low cost of maintenance throughout its lifecycle provides a comparative advantage over the other materials used as base courses. The strength provided by reinforced concrete makes the roads ideal for heavy-duty traffic, as the reinforcements will provide bending strength to resist the tensile loads from heavy-duty vehicles. The technology is indeed a better solution for accomplishing sustainable roads in Abia State.

EXCERPTS FROM ABIA STATE COMMISSIONER FOR INFORMATION

"Finally, the world bank approved the N27.4b “Aba Emergency Flood Mitigation Works for Uratta and Umuagbai Flood Plains” which is to date their biggest singular intervention in Nigeria with the following scope of work:

a. Constructing an underground tunnel along Uratta and Obohia roads to move storm water from Uratta and Umuagbai ponds to Aba River. The Uratta tunnel will traverse Port Harcourt Road and meet the Obohia tunnel at Obohia by Ngwa Road and become one single tunnel along Ngwa Road into Aba River.

b. Full reconstruction of Obohia and Ngwa Roads

c. Reconstruction of parts of Uratta and Port Harcourt Roads within the project area.

8. Surprisingly, the approval got Abia opposition politicians very angry and apparently jittery that if the project was implemented it would be near impossible for them to defeat Governor Okezie Ikpeazu at the 2019 polls. The defeated All Provressive Grand Alliance (APGA) candidate in the 2015 election, Dr Alex Chioma Otti, led the charge to cancel the approval and project by petitioning and visiting the Federal Ministry of Finace and even members of the National Assembly. He pressed for cancellation of the project without consideration for the negative implications for the people of the state and Aba South residents such cancellation would bring.

9. It took all the leadership dexterity of Governor Ikpeazu to overcome all the b***y traps placed on the path of the project by Otti and other Abia opposition politicians as well as some envious opposition controlled states leading to many months of project implementation time being lost. Indeed, time was of the essence because World Bank funding of NEWMAP projects had a time line after which they would end all related interventions in Nigeria"

ABIA STREET POTHOLE FIXERS: GOVERNOR IKPEAZU'S LATEST MASTERSTROKE TO GUARANTEE LONGEVITY OF ABIA ROADS

The Governor of Abia State, Dr. Okezie Victor Ikpeazu has come up with yet another innovative scheme to achieve the multiple objectives of fixing potholes on Abia roads, provide employment for Abia Youths, generate a home-grown pool of skilled workers in road engineering as well as guarantee the longevity of roads in Abia State.

Governor Ikpeazu unveiled this new approach while explaining the workings of the soon-to-be-inaugurated Abia Street Pothole Fixing Team.

The scheme, according to the Governor, will be decentralised to Local Government Area and Street level and will be concentrated, in the pilot phase, on the Urban LGAs of Umuahia North, Umuahia South, Ohafia, Aba North, Aba South, Obingwa, Ugwunagbo and Osisioma Local Government Areas of Abia State.

Engineers resident on streets within the aforementioned LGAs have been trained in partnership with Construction Companies in Abia State and have been deployed to streets to form a monitoring team and look out for potholes on their streets for immediate fixing.

Already, trucks have been procured with fixed generators and floodlights mounted on them to be deployed to the pilot streets to ensure that the identified potholes are filled up at night in order not to cause traffic build-up in the day time. Drums of bitumen, asphalt cutters and other road maintenance tools have also been procured and distributed to the teams to ensure that they possess the necessary tools to cut up a pothole and fill it up as soon as one develops on a road.

In addition, the laws setting up the Abia Road Maintenance Agency (ABROMA) have been tweaked to accommodate the new innovation so that the bureaucratic processes required to move in and fix a pothole on a Street are eliminated.

It is an accepted truism that most completely failed roads started from a small pothole on the road which after months and years of neglect, metamorphosed into gashes and huge craters on the roads. There is no gainsaying the fact that if potholes are fixed on Abia Roads as soon as they develop, we will not have the number of failed roads we have in Abia State today costing billions of State resources to fix.

Another novel component of this scheme is the fact that it places responsibility on residents of the streets to ensure that their streets do not fail. Engineers were selected from - or where none exists, posted to - most streets in the urban LGAs of Abia State to take personal responsibility, alongside their team, for the health and longevity of the roads around their neighbourhood. It is a democratisation and decentralisation of responsibility for care of our roads.

Residents no longer have to wait for officials of the Ministry of Works to pass through their neighbourhood, identify a pothole and commence the process of getting it filled. A team is stationed in every street to fix potholes on that street as soon as they develop.

It is akin to the ole ala inspectors we had in times past to ensure proper sanitary conditions in our environments. These ones may be called ole uzo to ensure that roads and streets are always in top condition.

It is also an avenue to tap from the zeal and enthusiasm of Abia Youths to participate in Governance and assume collective responsibility. Most of the Engineers trained for the scheme are young engineers who expressed desire to advance a career in road works.

This is another masterstroke in Governor Okezie Victor Ikpeazu's Trans-generational outlook to governance. He is taking steps to save future administrations money that they will devote to road rehabilitation by taking pro-active steps to preserve those roads and guarantee their longevity. Recall that already, most of the roads constructed by Governor Ikpeazu come with double-side drainages and are built using the rigid pavement technology.

Governor Okezie Ikpeazu is not just building roads. He is building roads to last and taking it a step further, he is taking steps to ensure that existing roads do not fail in order not to constitute a burden on future administrations.

The onus is now on the selected and trained pilot engineers to be diligent in the discharge of their duties and justify the investment made in training them and entrusting them with expensive equipment.

From the dual carriage way to the inner streets, it is a story of near total neglect and great abandonment as the level of decay was unprecedented and in the full glare of and and sundry.

All sizes of potholes and eroding portions painted part of the ugly story then that residents as well as visitors were left with just one question on their lips, as to when the frustration felt by citizens over the poor network of roads in this all important cosmopolitan city, will likely end.

State-owned roads were just as horrible as the stretches of roads controlled by the federal government. It was a tale of promises delayed or unfulfilled and sometimes, forgotten outrightly.

Everyday, Aba residents groan under those bad roads. Anybody who is just coming to the city for the first time would think that it just came out from a civil war. But this is not the case.

For many, it is simply a case of bad governance or poor leadership or both. It does not matter how big and expensive your car or vehicle is, it can’t stand the daily challenge on these deplorable roads that bedeck the entire city.

Aba Residents spent more on the repairs of their vehicles due to the effect of the bad roads. And because of the state of roads in the city, people now preferred driving Sports Utility Vehicles (SUVs), which are not even exempted from constant break down.

Some times, petrol tankers and container trucks have fallen at bad portions of the roads with it's resultant gridlock, thereby causing hard times to people and a couple of residents who spoke to Newsmen then, had lamented that many roads had worsened in the city despite the high internal revenue generated by the government

Important roads in this unmotorable state included Immaculate Avenue, Brass, Ngwa Road, Umuola in Ogbor Hill, Aharandu, Chima Nwafor, faulks, Kamalu in Umungasi, MCC, Ovom, Ehere, Omuma, Ohanku, Obiohia, Ariaria, St. Michael, udeagbala, Georges street, Park Roads.

Added to the bad roads is the embarrassing flood seen on a daily basis each time it rains, making movement difficult for motorists. This is usually due to the blockage of channels that make easy flow of water possible.

Above all this, businesses in the city was seriously hit below the belt by the poor condition of roads even as some business owners who couldn't take it again left Aba.

From time to time, people have questioned the whereabouts of the state government. The last time Aba Residents could remember that they enjoyed a semblance of good roads was when the late Sam Mbakwe was in charge of the old Imo state.

Then, many years after. The new administration of Governor Okezie Ikpeazu came on board, which many had thought will be like other past administrations, was now a ray of hope. Though many criticised him too early with "Thought they said Nwaba ga Aru Aba".

The good news is that today, the story has changed many residents of Aba have continued to express delight with the zeal and efforts of the Ikpeazu's led government to have made the major roads of Aba metropolis to wear a new look.

His first 100 days in Office, while some state governors was being distracted by courtesy visits and attending events, Governor Ikpeazu had one or two projects to showcase. He focused on how to tackle the multifaceted challenges confronting Aba and other parts of the state.

His administration has constructed 160 roads across the state since inauguration in 2015. Over 50 out of the 160 roads constructed are located in Aba including the road mentioned above, while about 105 construction sites are currently active in the state.

His government has maintained the services of reputable road construction companies to ensure quality and high standard of the roads, as the roads constructed by his administration will have at least, 30 years span.

The state in general under Ikpeazu's leadership has witnessed greater development in all sectors and all Ndi Abia need now is to be patient with the governor to deliver his remaining mandate.

I am very confident that the governor will not fail Abians. He has been doing well. Don’t forget that he met the problems facing Abians on ground when he took the mantle of leadership. I am very sure that he will tackle them.

Ikpeazu Used Paris Club Refunds Judiciously - Oriaku

All Progressives Congress (APC) Chieftain and former Commissioner for Finance in Abia State, Mr. Obinna Oriaku, has revealed that the Paris Club Refunds given to the state were Judiciously used by the Governor Okezie Ikpeazu led administration.

Oriaku stated this while responding to a question on a radio program monitored in Umuahia.

According to Oriaku, “those funds were Judiciously used. Remember when these funds came, we were about the only state that decided to use huge sum of that money for salaries. Most states were using it for other things; contractor payment, overhead payments etc. The second tranche of N5.7 billion that came, even one naira was not taken out, and I remember the Governor using it to talk to the NUT people, he said how else do we demonstrate our commitment towards your welfare If we can commit an entire 5.7 billion naira for your welfare and really which was true. No other state did that”.

The former finance Commissioner however, admitted that the Ikpeazu administration inherited some backlog of wages from previous administrations in the state.

SOUTH EAST LEADERS

.. REAFFIRM BAN ON OPEN GRAZING

The leaders of the South East geopolitical zone have reaffirmed their commitment to the sustenance of a united Nigeria where there is justice, equity and equality of all Nigerians.

The leaders stated this today after their meeting with representatives of the Federal Government held at the Government House, Enugu.

Speaking through the Chairman of the South East Governors'Forum, Governor Dave Umahi of Ebonyi State, the South East leaders stated clearly that the people of the South East are not disposed to secession from Nigeria because no other tribe has demonstrated belief and commitment to the unity of the country more than our people.
The leaders made it clear that what the people of the South East are demanding is a country where there is equal treatment of all citizens and that those calling for the secession of the South East do not speak for our people.

They also restated their position on the total ban on open grazing of cattle as a panacea to the menace of herdsmen in the region, saying that all the states of the South East have laws banning open grazing and that these laws must be respected.

The leaders also condemned the unjustified attacks on security formations in the region and assured that another meeting of the leaders will hold later this month after which the leadership of Ndigbo will meet with the President.

Speaking earlier, the leader of the Federal Government delegation and Minister of Defence, General Bashir Magashi (Rtd) assured the people of the South East that the federal government will painstakingly look into their concerns, especially in the area of marginalization and come up with action plans to deal with it.
General Magashi said that the federal government is in agreement with the ban on open grazing of cattle and assured that a follow up meeting between the President and the leaders of the South East will take place soon to iron out all the issues.

All the Governors of the South East were present, except for Anambra State which was represented by the Deputy Governor.

GOV IKPEAZU'S DETERMINATION IS THE KEY

It's on record that Gov Ikpeazu inherited the worse road network Infrastructure in the south east if not in Nigeria as a whole. It was so massive. The challenges were very enormous. Even the distractions were unprecedented. The Economy was nothing to write home about.
Amidst all these, Gov Ikpeazu remained focused and very determined to make Abia a better State.
Not too long ago, Abia was adjudge the most peaceful state in Nigeria. Education has been drastically improved. Trade and Commerce have recorded very notable improvement. Health and Agriculture are not left out.
The greatest improvement is seen in Abia's road Infrastructural stock. Gov Ikpeazu has done more roads than his predecessors put together and he still doing more. The latest among is the ABA-IKOT EKPENE ROAD. Though a federal road, the Gov took it upon himself to reconstruct this road considering it's economic importance to our people.
The pictures below shows the pleasant Transformation that is being witness in the state on road Infrastructure.
Admittedly, all has not been done, but surely much have been done and many more are still being done, much more will still be done.

With sheer determination Gov Ikpeazu said the following...

“I want to be remembered as someone who came and tackled intractable issues; I want to be remembered as the Governor who tackled unworkable roads like Faulks, Ama Ikonne, and the governor who added to the road infrastructural stock of the state.

Most of the roads we constructed are still standing and would stand the test of time. We have affected positively all facet of state infrastructure: education, health care, road, agriculture, SME, etc. Our aim is to leave the state better than we met it,”

“Governor Okezie Ikpeazu has directed the leadership of Ngwa Road Market Traders Association (NGWAMATA) and the Traditional Ruler of the area to ensure that the attacks and harassment of the contractors cease forthwith or risk sanctions including closure of the market till the work is completed and suspension of any traditional ruler found complicit in the attacks.

“We urge the contractor to fully deploy to the site in order to ensure that the timeline agreed with the government is met before the full onset of rains as steps have been taken to ensure their safety
