EBONYI STATE HOUSE OF ASSEMBLY PRESS RELEASE
EBHA PASSES A BILL TO:
- PROVIDE PUBLIC PRIVATE PARTNERSHIP
- ESTABLISH INVESTMENT AND PROMOTION AGENCY
- APPROVES PROPOSAL FOR REVIEW, RECONCILIATION AND RECOVERY OF NLNG DIVIDENDS AND UNMERITED OIL REVENUE FOR EBONYI STATE: AN AMENDMENT
Ebonyi State House of Assembly has passed two executive bills, forwarded to the House by the State Governor, Chief Francis Ogbonna Nwifuru. The bills include:
- A bill for a law to provide for public private partnerships, establish the office of public private partnerships, enhance infrastructure and science development in Ebonyi State and other matters connected thereto. And
- A bill for a law to establish the Ebonyi State investment promotion agency and to provide a regulatory framework and conducive environment for investment development promotion and facilitation in the state, and other matters connected thereto.
The event, which took place at the legislative complex, Nkaliki road Abakaliki, during an emergency plenary of Monday, was presided by the Speaker, Chief Moses Ije Odunwa.
Emphasizing the importance of the bill, the Chief Whip of the House, Chief Nkemka Okoro Onuma, extolled the State Governor, Chief Francis Nwifuru, adding that the bills intended to establish a physical structures that will be dedicated just to private partnership agencies, and maintained that it will provide employment opportunities to the people of the State.
"It is not a new concept. It is just solidifying the concept to be an agency in the state. So I urge you to contribute effectively and let's move this to the next stage.
"It will create jobs. It will create other amenities. It will give the agency the the teeth to package these PPA contracts and the state will be more attractive to businesses."
The Member representing Afikpo East Constituency, Hon. Oluchukwu Ukie Ezeali, maintained that the bill will enhance private investors both national and international to come down to Ebonyi state, and implored his colleagues to give the bill an express passage.
" There is a guarantee that them coming to partner to do anything in Ebonyi state, that there is a law under this bill that is protecting them. On this note, I join my colleagues to say that we should give this bill a speedy approval."
The Member representing Ebonyi North West State Constituency, Barr Aloysius Nwodo, described passage of the bill as an encouragement to investors, adding that it will attract investors to the State.
"As the two bills are twin in nature, they are geared towards creation of jobs, assurance to investors and enhancing infrastructural development in Ebonyi so that Ebonyi will have the level to compete with international standards of investment or infrastructural development as Ebonyi is still developing."
Meanwhile, the Plenary was dissolved to committee of a whole, and thereafter, reconvened to plenary for the Speaker to report progress.
Reporting progress, the Speaker, Chief Moses Odunwa, emphasized that the bills will be cited as HAB No 12 of 2025 and HAB No 13 of 2025 for A bill for a law to provide for public private partnerships, establish the office of public private partnerships, enhance infrastructure and science development in Ebonyi State and other matters connected thereto. And A bill for a law to establish the Ebonyi State investment promotion agency and to provide a regulatory framework and conducive environment for investment development promotion and facilitation in the state, and other matters connected thereto, respectively. Chief Odunwa, directed the Clerk of the House, Mrs Edene Uche Blessing, to draw up a memo, informing the State Governor, Chief Francis Ogbonna Nwifuru, the passage of the bill.
The State House of Assembly also approved proposal for review, reconciliation and recovery of NLNG dividends and unmerited oil revenue for Ebonyi State: An amendment.
The plenary was adjourned to another legislative day, through a motion that was moved by the Chief Whip of the House, Chief Nkemka Okoro Onuma, and seconded by the Member representing Ezza South Constituency, Hon. Friday Ogbuewu.

EBHA PASSES A BILL FOR A LAW TO:
▪️AMEND SECTION 30 AS WELL AS SECTION 25 OF THE SECOND SCHEDULE OF THE EBONYI STATE ELECTORAL AND RELATED MATTERS (AMENDMENT) LAW NO 001 OF 2020.
▪️AMEND THE MAGISTRATE COURT LAW OF EBONYI STATE TO INCREASE THE MONETARY JURISDICTION OF MAGISTRATE'S COURTS IN CIVIL CAUSES OR MATTERS AND FOR RELATED MATTERS (AMENDMENT) LAW.
▪️PROVIDE FOR THE EASE OF DOING BUSINESS, ENSURE TRANSPARENCY, EFFICIENCY AND PRODUCTIVITY IN EBONYI STATE AND FOR RELATED MATTERS
Ebonyi State House of Assembly has passed three executive bills forwarded to the House by the State Governor, Chief Francis Ogbonna Nwifuru. The event, which took place at the legislative complex, Nkaliki Road Abakaliki, during an emergency plenary of Friday, was presided by the Speaker, Chief Moses Ije Odunwa.
First was a bill for a law to amend section 30 as well as section 25 of the second schedule of the Ebonyi State electoral and related matters (amendment) law No. 001of 2020.
Reading the letter of the State Governor, Chief Francis Ogbonna Nwifuru, the Speaker of the House, Rt. Hon. Moses Ije Odunwa said that the bill when passed, will ensure transparency, efficiency, and productivity in the State.
The Chief Whip of the House, Chief Nkemka Okoro Onuma, Said that the State Governor, Chief Francis Nwifuru has done well by coming up with the bill, adding that it can withstand legal fight, and urged his colleagues to support the passage.
Contributing, the Member representing Izzi West State Constituency, Chief Godwin Abiri, and the Member representing Ikwo North Constituency, Hon. Ifeanyi Nwakpu, maintained that the bill, when passed will enable the electoral body, to carry out timely sensitization and awareness, and as well, clampdown litigation that may arise after the election.
The Members representing Ezza South Constituency, Hon. Friday Ogbuewu Said,
"This bill is apt and timely because if it is successfully amended, it will give a legitimate backing to the activities of our state independent electoral body to avoid them embarking on efforts in futility during the next elections. So, I think it is appropriate for the government to progress positively to avoid making progress in error. And it is the right thing for government not to embark on the journey that will reverse the direction of the government. So, I think for that reason alone, it is appropriate that all of us should lend our voices strongly to ensure that what the state government is planning in giving our state a very credible election is a success. So, that is why it is appropriate to air on the side of caution. So, on that note, I stand firmly to support other voices of reason that this bill be allowed to successfully pass."
The Speaker of the House, Chief Moses Ije Odunwa, reemphasized the importance of the bill, adding that it will determine the success of the State electoral body, and however, put a motion on voice votes, to enable the bill, passed through second reading, and it was unanimously accepted.
The Plenary was dissolved to committee of a whole, to enable the House Members, dot their i's and cross their t's, through a motion, that was moved by the Chief Whip of the House, Chief Nkemka Okoro Onuma, and seconded by the member representing Ebonyi North West State Constituency, Hon. Aloysius Nwodo. Thereafter, the plenary was reconvened, to enable the Chairman, assume his seat as the Speaker and report progress.
Reporting progress, the Speaker of the House, Chief Moses Ije Odunwa, emphasized the contents of the proposed bill, and directed the Clerk of the the House, to draw up memo, notifying the State Governor, Chief Francis Nwifuru, the passage of the bill.
Meanwhile, the State House of Assembly also passed a bill for a law to amend the Magistrate Court Law of Ebonyi State to increase the monetary jurisdiction of Magistrate's courts in civil causes or matters and for related matters (amendment) Law, and also, A bill for a law to provide for the ease of doing business, ensure transparency, efficiency and productivity in Ebonyi State and for related matters.
On his submission, the Member representing Ebonyi North West State Constituency, Hon. Aloysius Nwodo said;
"I rise to support the amendment to increase the pecuniary jurisdiction of magistrate courts in Ebonyi State. Magistrate courts in Ebonyi State have the jurisdiction limited to less than 300,000 naira for magistrate grade court one, magistrate grade court two for 200,000 Naira and grade three for 100,000 Naira.
"The implication of this Mr. Speaker is that any matter that involves more than these amounts mentioned, the magistrates of Ebonyi State cannot entertain them. And Ebonyi State being a state wherein, citizens operate and litigations cannot end, 300,000 Naira for magistrate grade one is so small that if a magistrate grade one cannot handle above 400,000 Naira, 500,000 Naira cases, it means the summary jurisdiction and summary imports of magistrate courts is in a way irrelevant. And for that reason Mr. Speaker, there is an earnest need for increment of pecuniary power of magistrate courts in Ebonyi State.
" And I so support and submit in the first limb of this bill. In the second limb Mr. Speaker, it is talking about giving an ease to doing business and ensuring transparency, efficiency, productivity in Ebonyi State for and for other matters related thereto. Mr. Speaker, Ebonyi State is a growing state and it needs the business. Business is a hub of development. And people coming to do business in Ebonyi State should be given an ease or aids to assist them do business and assist the citizens of Ebonyi. And if this is done Mr. Speaker, I tell you that investors will have all their ways clear in Ebonyi to do business."
The Chief Whip of the House, Chief Nkemka Okoro Onuma, and the Member representing Ivo Constituency, Chief Onyebuchi Ogbadu described the bills as apt, and explained the needs to give it an express passage.
The Speaker of the House, Chief Moses Odunwa, emphasized the importance of the bill, adding that Ebonyi as a growing state, needed a conducive environment for businesses to thrive, and however, put the motion on voice votes, to enable the bill, pass through the second reading, and was generally accepted.
The Plenary was dissolved to committee of a whole, to enable further legislative deliberation through a motion that was moved by the Chief Whip of the House, Chief Nkemka Okoro Onuma, and seconded by the Member representing Ebonyi North East Constituency, Mrs Chinyere Nwogbaga. Thereafter, the plenary was reconvened, to enable the Chairman, assume his seat as the Speaker and report progress.
Reporting progress, the Speaker of the House, Chief Moses Ije Odunwa, re-emphasized the contents of the bill, and directed the Clerk of the the House, to write a memo, notifying the State Governor, Chief Francis Nwifuru, the passage of the bill.
Meanwhile, the State House of Assembly, also adopted and passed a report of the House Committee on Power and Energy, submitted by the Committee Chairman, Hon. Chikezie Igu.
The plenary was adjourned to another legislative day, through a motion a motion that was moved by the Chief Whip of the House, Chief Nkemka Okoro Onuma, and seconded by the Member representing Ezza North East Constituency, Hon. Kelvin Kenechukwu Okeh.

EBONYI 7TH ASSEMBLY
The 7th session of Ebonyi State House of Assembly encompasses men and women of integrity, sincerity, magnanimity, and honesty, who are strategic thinkers, passionate and inspiring, collaborative and inclusive, and exceptionally stay humble and open to feedback, lead by example, and foster a positive and legislative culture.
The Speaker of the House, Rt. Hon. Moses Ije Odunwa, the Deputy Speaker, Rt. Hon. Chinedu Onah, the Leader of the House, Rt. Hon. Kingsley Ikoro, the Chief Whip, Rt. Hon. Nkemka Okoro Onuma, and other Honourable Members of the House, have collaborative mindset, tailored in effective lawmaking, geared towards the actualization of the People's Charter of Needs mantra of His Excellency, Governor Francis Ogbonna Nwifuru.
Speaker Odunwa and other members of the House are completely knowledgeable, and absolutely informed in the activities of lawmaking. They are strategic thinkers, and always ready at all times in providing legislative solutions to the needs of the people. They could be better described as visionary thinkers, who can genuinely balance a short-term needs and long-term goals at ease.
Since the proclamation of the 7th session of Ebonyi State House of Assembly, on the 13th Day of June, 2023 by the Executive Governor of Ebonyi State, His Excellency, Rt. Hon. Bldr Francis Ogbonna Nwifuru, in line with the constitutional responsibility bestowed on him as the State Chief Executive in section 192(1&2) of the 1999 Constitution of the Federal Republic of Nigeria. Rt. Hon. Moses Ije Odunwa was elected as the Speaker, and he has has been leading the Honourable House, to diligently transform visions into realities.
So far, Ebonyi 7th Assembly has passed an impactful bills, that will sustain business operation in Ebonyi State, drastically reduce poverty and unemployment, enhance economic productivity, reduce crime, and increase rates of job satisfaction in Ebonyi State. The bills include:
- A bill for the establishment of Ebonyi State Small and Medium Enterprises Development Agency, and other related matters.
- A bill, for the Establishment of Boundary and Allied Matters Commission.
- A Bill for the Establishment of Ebonyi State Rural Access Road Authority (EBRARA), And For Other Matters Connected Thereto 2023.
- A Bill for The Establishment Of Ebonyi State Road Fund (EBSRF) And Ebonyi State Road Fund Board And Administration (EBSRFBA).
- A bill, for the Establishment of Ebonyi State Drugs And Medical Commodities Management Agency, And Other Related Matters 2023.

- A Bill for a Law to Amend Ebonyi State Fiscal Responsibility Commission and other Related Matters Law 2020.
- A Bill for a Law to Establish and Regulate the Ebonyi State Correctional Service, to Ensure Human and Effective Management of Offenders, Promote Reformation, Reintegration, and Public Safety, and to Make Provisions for the Administration of Custodial and Non-custodial Services in the State and for Related Matters.
- A bill for a law to appropriate a total sum of Three hundred and ninety six billion, five hundred and eighty nine million, nine thousand, six hundred and twenty naira ( #396,589,009,620) only, for the services of Ebonyi State government of Nigeria for the year ending 31st December, 2025 and other purposes connected thereto.
- A bill for a Law, to Establish Ebonyi State International Airport Law and Other Matters Connected Thereto (Official Gazette Publication).
- A bill for a law to establish Ebonyi State Water Users Association Law and Provide for other Matters Connected therewith
- A bill for a law to Preserve the Sacredness of Izhi Ancestral Home Land of Anmegu and Ebiya-Unuphu and to Prohibit Sale of Lands therein and for other related matters.
- A bill for a law to establish Ebonyi State Senior Secondary Education Board Law 2024.
- A bill for a law to Establish the Ebonyi State Electricity Law 2024 and for other matters connected thereto.
- A bill for a law to establish the Ebonyi State fertilizer and chemical company limited Board law 2024.
- A bill for establishment of Ebonyi State Disability Rights Commission Law.
- A bill for a law to repeal Ebonyi State roads Maintenance Agency and related matters law 2025
- A bill for a law to repeal Ebonyi State University of aerospace engineering law No. 19 of 2021, and re-enact Ebonyi State University of aeronautics and aerospace engineering Ezza, Ebonyi State law 2025.
- Passage of a bill for a law to legalize and make binding the peace accord between the people of Effiium and Ezza-Effium; Creation of Effiium and Ezza-Effium autonomous communities, and demarcation of Effiium and Ezza-Effium land in Ohaukwu Local Government Area of Ebonyi State, and other related matters law 2025.
They have also passed the following motions and resolutions:
- Adoption of a proposal for the payment of the Town Union Executives by the Local Government Council Chairmen. This is to encourage the Town Union Executives in villages and communities in various Local Government Areas of the state, who always play an invaluable roles in assisting the government to maintain peace and order in their various areas of coverage.
- Adoption of a motion for the passage of a vote of confidence on the State Governor, Chief Francis Ogbonna Nwifuru.
- Resolution for the adoption of the Medium Term Expenditure Framework for the duration of the 2024-2026 financial year by the State Government.
- Approval of the engagement of the professional services of the Integrated Consultancy, Management and Accountancy (ICMA) in the State to qualify to access Seven Billion Naira Fiscal Support Fund.
- Implementation of the Resolution of the thirteen (13) Local Government Executive Chairmen in Ebonyi State: Contribution for joint Projects (Provision of Befitting Palaces for Ebonyi State Traditional Rulers).
- Adoption of a motion for conversion of ten State Junior Model Secondary Schools across the three senatorial zones established in 2018 to full fledge Model Secondary Schools to guarantee continuous existence of the Schools and allow students sit for their West African Examination Council (WAEC).
- Approved an engagement for Advisory, reconciliation and recovery support under project Gazelle.
- Adoption of a report of joint committee on public account, Local Government, Chieftaincy Matters, and finance/appropriation on audited statement of accounts of the thirteen (13) local Government Areas of Ebonyi State for the year ended 31st December, 2023.
- Approval of the engagement of EMEKEL PROJECTS LTD as consultant to recover funds expanded on David Umahi Federal University of Health Science.
- Adoption of a motion to mandate Enugu Electricity Distribution Company (EEDC) to reduce their outrageous bills, to enable consumers enjoy their services.

- 7. Model Junior Secondary School Echara, Ezza South Local Government Area.
- 8. Model Junior Secondary School Amaizu/Amangbala, Afikpo North Local Government Area.
- 9. Model Junior Secondary School Onunwafor, Ezzama, Ezza South Local Government Area.
- 10. Model Junior Secondary School Isiuzo Okposi, Ohaozara Local Government Area, and
- 11. Model Junior Secondary School, Isu Achara.
- Adoption of a motion to ban masquerading at public places in Ohaukwu Local Government Area. Such places are; Okwo Ngbo Market, Eke Market in Ezzamgbo, Idodo new market, and other markets around the Local Government Area, specifically, to end barbarism in okwo market.
- Approval of Request for the purchase of Aircraft by Ebonyi State government.
- Request for approval of Christmas palliatives for Ebonyians
- Approval of proposal to maximize the revenue recovery from utility infrastructure (Telecom Tax) within Ebonyi State.
- Approval of Engagement of Boards Limited as a consultant to Ebonyi on NG Care Programme.
- Approval of request to Create additional six (6) autonomous communities and four (4) autonomous communities from Agbaja and Igbeagu autonomous communities respectively.
- Approval of Medium Expenditure framework of 2025 - 2027 fiscal year.
- Approval of request to remove illegal structures at Aguogboriga layout.
- Approval of request to Engage five (5) revenue financial consultants to Ebonyi State.
- Approval of Request to Sell the Ebonyi Rice City Hotel
- Approval of Supplementary Budget for Ebonyi State government for 2024 fiscal year.
- A motion to ban crusade of spiritual cleansing/fishing out witches and wizards through prophecy by so called men of God in Ebonyi State.
- Approval of some revenue/financial consultants in Ebonyi State.
- Adoption of a motion, to compel the thirteen Local Government Area Chairmen, Development Centre Coordinators, Traditional Rulers, Ward Councillors, and Town Union Presidents in Ebonyi State to reside in their various Council areas, Communities, and village
- Adoption of the Creation of 12 More Local Government Areas in Ebonyi State.
- Condemned the Gruesome Attack on the People of Amagu - Nkalaha in Ishielu Local Government.
Ebonyi 7th Assembly has also screened and successfully confirmed the nominees of the State Governor, Chief Francis Ogbonna Nwifuru, for various political positions in the State. They include:
- Screened and Confirmed the total of 36 commissioner nominees in the State.
- Screened and confirmed the appointments of the Chairman and Members of the Universal Basic Education Board (UBEB).
- Screened and confirmed Governor's nominees for Ebonyi State Judicial Service Commission.
- Confirmation of 64 Development Center Coordinators in the State.
- Screened and Confirmed Management Committee Members Across the 64 Development Centers of the State.
Others are:
- Chairman and Members of Ebonyi State House of Assembly Service Commission.

- Chairman and members of the State Revenue Appeal Commission.
