PRESS RELEASE

RMAFC INAUGURATES INTER-AGENCY COMMITTEE TO VERIFY COORDINATES OF DISPUTED NEWLY DRILLED OIL AND GAS WELLS

The Revenue Mobilisation Allocation and Fiscal Commission (RMAFC) has inaugurated a reconstituted Inter-Agency Technical Committee (IATC) to undertake the verification of disputed and newly drilled oil and gas wells from 2017 to date, as part of efforts to strengthen fiscal transparency, equitable revenue allocation and institutional integrity in Nigeria.

Speaking at the inauguration which took place at the new Boardroom of the Commission on Wednesday 16th September 2026, the Chairman of RMAFC, Dr. Mohammed Bello Shehu, OFR said the exercise was in line with the Commission’s constitutional mandate to monitor accruals to and disbursement of revenue from the Federation Account. He emphasised that the verification would contribute to ensuring the equitable distribution of the 13 per cent Derivation Fund among oil and gas-producing States.

The Chairman explained that the Commission discarded the previous draft report on the oil and gas wells verification exercise following several claims, counterclaims and complaints from various States. He noted that the concerns centred largely on the need to re-verify the coordinates of disputed and newly drilled wells and accurately plot the verified coordinates on approved maps.

According to him, the reconstituted IATC is expected to ensure that every verified coordinate, map utilised and boundary evaluated reflects the actual situation on ground. He directed the Committee to consider relevant court decisions, rely strictly on approved maps and undertake physical field verification of affected oil and gas wells where necessary.

To ensure efficiency and accountability, Dr. Shehu disclosed that a two-tier governance structure had been established for the exercise. The first tier, comprising technical officers and subject-matter experts from RMAFC, the Office of the Surveyor-General of the Federation (OSGoF), the National Boundary Commission (NBC) and the Nigerian Upstream Regulatory Commission (NUPRC), will undertake ground-level verification, field inspections, technical analysis and initial report drafting.

The second tier, he said, would be the Executive Committee, led by the leadership of the Commission, which would provide strategic direction, ensure inter-agency coordination and oversee final approvals before the findings are presented for formal ratification.

The Chairman further stated that the Commission would provide the Committee with the necessary institutional support, including engagement with relevant security authorities to facilitate administrative clearances, tactical assistance and security coverage during field operations in complex and coastal environments. He added that Surveyors-General from affected States and representatives of the Senate Committee on Petroleum Resources (Upstream) would participate as observers to promote transparency.

Dr. Shehu urged members of the Committee to approach the assignment with integrity, objectivity and patriotism, stressing that the exercise was aimed at achieving clarity, fairness, stability and lasting resolution of disputes over oil and gas wells among beneficiary States. He formally inaugurated the reconstituted IATC and expressed confidence that its work would strengthen the credibility of revenue monitoring and allocation in the country.

The Secretary of the Commission, Comrade Tosin Adeyanju, expressed appreciation to all invited members for their participation and urged them to put the interest of the nation first in the discharge of their responsibilities. He called for objectivity, fairness and diligence, noting that the Committee’s work would be subjected to greater scrutiny and attention in view of lessons from previous verification exercises. He expressed optimism that the Committee would deliver a credible outcome that would make the nation and the respective States proud, while serving as a lasting legacy of their commitment to national development. He thanked all members for making time to attend and prayed for the successful completion of the exercise, to the glory of God.

The inauguration was attended by the Chairman of the Crude Oil Monitoring Committee and Federal Commissioner representing Kano State, Hon. Adamu Abdu Fanda and Federal Commissioners of RMAFC representing Osun, Edo, Yobe, Taraba, Zamfara, Jigawa and Ogun States. Some of these Federal Commissioners belong to the crude oil monitoring committee while others are members of the gas monitoring committee. The occassion was also witnessed by representatives of relevant government agencies.

REVENUE MOBILISATION ALLOCATION AND FISCAL COMMISSION

*PRESS RELEASE*
14th September, 2026.

RMAFC REAFFIRMS COMMITMENT TO TRANSPARENCY AND ACCOUNTABILITY

The Revenue Mobilisation Allocation and Fiscal Commission (RMAFC) has reaffirmed its commitment to strengthening integrity, transparency, accountability and ethical conduct in the discharge of its constitutional responsibilities. The Chairman Dr. Muhammed Bello Shehu OFR stated this at the opening ceremony of a five-day sensitization and capacity-building workshop organized by the Anti-Corruption and Transparency Unit (ACTU) of the Commission for the newly recruited officers in the Commission’s headquarters and state offices in the North-West geopolitical zone of the country.

The workshop scheduled to hold from the 14th to 18th September 2026 at Bafra Hotel, Kaduna State, organised in collaboration with the Independent Corrupt Practices and Other Related Offences Commission (ICPC), forms part of RMAFC’s broader institutional efforts to promote a strong culture of integrity and compliance with the principles of legality, accountability, transparency and due process within the public service.

Delivering the opening remarks on behalf of the Chairman of the Commission, *Dr. Mohammed Bello Shehu*, OFR, the Federal Commissioner representing Kwara State and Provost of ACTU in the Commission, Hon. Ismail Muhammed Agaka, welcomed participants to the five-day programme and conveyed the Chairman’s appreciation to the ICPC for its continued partnership with the Commission in strengthening integrity, accountability and transparency in the public service.

He noted that the constitutional responsibilities entrusted to RMAFC place the Commission at the heart of Nigeria’s fiscal governance and therefore require not only competence and diligence, but also an uncompromising commitment to integrity. According to the Chairman, public trust is earned when public officers discharge their duties honestly, transparently and responsibly in the overall interest of the public.

Dr. Shehu emphasized that the fight against corruption is not the responsibility of ACTU or ICPC alone, but a personal and institutional responsibility shared by every public officer entrusted with public resources, official responsibilities and the affairs of government.

“Every decision we take, every public resource we handle and every official process we undertake must withstand the tests of legality, accountability, fairness and transparency.”

He posited that corruption does not begin only with the taking of bribes or diversion of public funds, but can also manifest through abuse of office, conflict of interest, favoritism, manipulation of official processes and deliberate disregard for established rules and procedures. Dr. Shehu therefore charged officers to develop a culture in which integrity is not merely preached but consistently demonstrated through their daily conduct, professional decisions and interactions with members of the public.

He urged participants to take full advantage of the five-day programme by deepening their knowledge, engaging actively with the resource persons and, most importantly, translating the lessons learnt into improved professional conduct and service delivery in their respective offices.

“As officers of the Commission, we must be above reproach. Let integrity guide our decisions, accountability define our actions, and service to the Nation remain our overriding commitment,” he said.

He further advised participants to regard the workshop as an important foundation for their professional careers and encouraged them to demonstrate humility, mutual respect and professionalism in their dealings with colleagues and members of the public.

In his welcome address, the Chairman of ACTU in the Commission, *Dr. Idris Musa emphasized the need for every public servant to recognize the fight against corruption as a collective responsibility.

Dr. Musa urged participants to ensure that their decisions and actions are consistently guided by integrity and accountability in the intrest of the nation. He cautioned officers against practices capable of undermining public confidence in government institutions, including abuse of office, conflict of interest, favoritism, manipulation of official processes and deliberate disregard for established rules and procedures.

The ACTU Chairman called on participants to uphold transparency and accountability in the handling of public resources and ex*****on of official responsibilities, stressing that the conduct of public officers must continually justify the confidence and trust reposed in them by Nigerians.

In her remark, the representative of the ICPC at the occasion, Dr. Anike Adeshina, Assistant Director, public education stated that the sensitisation workshop is part of the broader anti-corruption drive of the Federal Government designed, among other objectives, to induct new staff into a culture of ethical and responsible public service.

She added that the programme seeks to strengthen participants’ understanding of the importance of conducting government business in accordance with established laws, regulations, procedures and ethical standards.

Dr. Adeshina explained that participants are expected to develop a deeper appreciation of the need to promote and protect integrity within the workplace while actively rejecting practices that contradict the ethics of the public service. She therefore commended the Chairman of RMAFC for organizing the workshop.

A cross section of participants interviewed at the workshop expressed optimism that the five-day sensitisation and capacity-building programme would enhance their ethical conduct and improve the quality of service delivery within the Commission.

Speaking on his expectations, *Aminu Sani*, an Accountant at the RMAFC Zamfara State office, said the training would provide him with additional knowledge and experience to effectively handle his responsibilities.

Similarly, *Aminu Ibrahim Imam*, a Manager and a Chartered Accountant in the Audit Department identified accountability, transparency and integrity as key values expected of them at the end of the workshop. According to him, these principles are particularly important to the work of RMAFC, given the Commission’s critical role in the management of the nation’s revenue.

REVENUE MOBILIZATION ALLOCATION AND FISCAL COMMISSION

RMAFC Champions Strategic Push to Unlock Nigeria’s Oil and Gas Investment Potential

ABUJA, September 9, 2026.

The Revenue Mobilisation Allocation and Fiscal Commission (RMAFC) has intensified efforts to unlock Nigeria’s vast oil and gas investment potential through strategic stakeholder engagement ahead of the proposed Oil and Gas Investment Summit scheduled to hold in Beijing, China later in the year.

The Chairman of the Commission, Dr. Mohammed Bello Shehu, OFR, disclosed this at a breakfast meeting with key stakeholders in the oil and gas sector held on Wednesday, September 9, 2026, at the Transcorp Hilton Hotel, Abuja. He said the meeting was convened to exchange ideas, build consensus and chart a practical course towards attracting greater investment into Nigeria’s oil and gas industry.

Dr. Shehu stated that the proposed Summit would provide a strategic platform to showcase Nigeria’s investment opportunities across the upstream, midstream and downstream segments of the petroleum industry, while exposing prospective investors to ongoing reforms, technological innovations, financing options and policy initiatives aimed at improving the ease of doing business.

He explained that RMAFC’s participation in the initiative is firmly rooted in its constitutional mandate under Paragraph 32(a) and (c) of Part I of the Third Schedule to the 1999 Constitution, as amended, particularly its responsibilities to monitor accruals to and disbursement of revenue from the Federation Account and advise governments on fiscal efficiency and ways of increasing revenue.

The Chairman emphasised that RMAFC would operate strictly within its constitutional mandate and would not interfere with the statutory responsibilities of other government agencies, adding that, the Commission would collaborate with relevant institutions, regulators, industry operators and other stakeholders to ensure that the proposed Summit achieves its objectives.

He noted that Nigeria is blessed with abundant hydrocarbon resources, a strategic geographical location and a vibrant population capable of driving innovation and economic growth, stressing that unlocking the full potential of the energy sector requires deliberate collaboration among government institutions, investors, industry operators, financial institutions, host communities and development partners.

Dr. Shehu revealed that, in preparation for the proposed Summit, the Commission had undertaken several engagements in China, including meetings with the Nigerian Ambassador and other diplomatic officials in Beijing, Chinese planners and event consultants, the Nigerian Trade Commissioner and other key stakeholders.

According to him, the engagements were aimed at ensuring effective planning, strengthening partnerships and creating the necessary framework for a successful Summit. Dr. Shehu also expressed encouragement over the reforms of the present administration under the Renewed Hope Agenda, noting that efforts to strengthen investor confidence, promote transparency and create a more predictable regulatory environment would help position Nigeria as a competitive destination for responsible and sustainable investments.

Dr. Shehu further stated that the proposed Summit would facilitate business-to-business engagements, policy dialogues, investment matchmaking sessions, technical exhibitions and networking opportunities, which he said would foster long-term partnerships capable of driving economic growth, increasing local content participation and creating employment opportunities. He described the breakfast meeting as an important consultative platform for obtaining the views, recommendations and constructive feedback of stakeholders, noting that their contributions would be critical to shaping a world-class investment summit capable of addressing investor concerns and showcasing the opportunities available across Nigeria’s oil and gas value chain.

The Commissioner for Energy and Minerals, Enugu State, Hon. Franklin Enyinnaya Ogbonna, commended RMAFC for convening the stakeholder engagement, noting that Nigeria’s oil and gas sector presents significant investment opportunities. He said the Federal Government’s reforms, particularly the Petroleum Industry Act (PIA), regular licensing bid rounds and other presidential interventions, had opened the sector to increased investments across exploration, production, infrastructure and crude oil and gas evacuation. He urged international investors to take advantage of the opportunities available across the entire oil and gas value chain. Also speaking, the Enugu State representative, Mr. Enyinnaya, expressed the state government’s appreciation for the opportunity to showcase its natural gas assets and investment potential, assuring that the state was committed to supporting gas development as a catalyst for industrialisation in Enugu and the Southeast. He added that the state had strengthened its security and infrastructure and created a conducive environment for investors. He gave the assurabce that Enugu State was ready to collaborate with RMAFC in presenting its investment opportunities at the forthcoming Summit .

Representing the Chief of Naval Staff, the Chief of Operations, Rear Admiral Patrick Effel, stressed that security remains fundamental to attracting investment and generating revenue from Nigeria’s oil and gas sector. He assured international investors that the Nigerian Navy remained committed to securing the nation’s maritime domain through sustained surveillance and presence at sea. He gave the assurance that Nigeria’s waters are safe for legitimate business activities. The Naval Chief thanked the RMAFC Chairman for convening the engagement and expressed confidence that the initiative would contribute to attracting increased investment into the country.

The Chief Operating Officer of Subaz Nigeria Limited and National Publicity Relations Officer of the Independent Petroleum Marketers Association, Chief Ukadike Chinedu, eulogised RMAFC for the initiative, describing the engagement as an important step towards unlocking investment opportunities in the oil and gas sector. He identified the rehabilitation and development of petroleum product pipelines as a critical area requiring urgent investment, noting that the collapse of the pipeline network had increased transportation costs, weakened distribution efficiency and undermined energy security. He urged stakeholders to make pipeline infrastructure a key focus of the forthcoming Beijing investment engagement.

He expressed the optimism that modern technology and strategic investment could restore efficient product distribution, reduce costs and strengthen Nigeria’s petroleum supply chain.

The Chairman of the Commission’s Investment Monitoring Committee, Hon. Dr. Ekene Enefe, thanked the stakeholders for honouring the Commission’s invitation and participating actively in the engagement. Hon. Enefe assured the participants that the Commission would carefully consider their inputs and work with relevant stakeholders to ensure that the proposed Beijing Summit delivers on its objectives. He pledged the committee’s continued commitment to supporting initiatives aimed at attracting investment, strengthening Nigeria’s oil and gas sector and enhancing revenue generation for the benefit of the country.

The engagement was attended by the Secretary to the Commission, Comrade Tosin Adeyanju; Federal Commissioners of RMAFC; Special Advisers to the Honourable Chairman; members of the Investment Monitoring Committee; representatives of government agencies, regulators, industry operators and other key stakeholders in Nigeria’s oil and gas sector.
