In a related development, the Executive Chairman of the Fiscal Responsibility Commission (FRC), Victor Muruako, Esq., led a delegation of his staff to the 2025 International Anti-Corruption Day event organized by the Inter-Agency Task Team (IATT) comprising Nigeria’s Anti-Corruption Agencies.

The event, themed “Uniting with Youth Against Corruption: Shaping Tomorrow’s Integrity,” was held today at the Shehu Musa Yar’Adua Centre, Central Business District, Abuja.
It was graced by the Attorney General of the Federation and Minister of Justice, Lateef Fagbemi, SAN, alongside the heads of various Anti-Corruption Agencies and other stakeholders.

FRC, ICPC SEAL HISTORIC ANTI-CORRUPTION ALLIANCE ON INTERNATIONAL ANTI-CORRUPTION DAY

In a landmark move to deepen transparency and strengthen the fight against corruption in Nigeria, the Fiscal Responsibility Commission (FRC) and the Independent Corrupt Practices and Other Related Offences Commission (ICPC), on International Anti-Corruption Day, signed a far-reaching Memorandum of Understanding (MoU) aimed at boosting institutional synergy and accountability in public finance management.
The Executive Chairman of the FRC, Mr. Victor Muruako, and the Executive Chairman of the ICPC, Dr. Musa Adamu Aliyu, SAN, expressed profound satisfaction over the partnership, describing the signing as timely and symbolic, coming on a day dedicated globally to integrity, transparency, and the fight against corruption.
Speaking at the ceremony, both chairmen reaffirmed their agencies’ shared commitment to promoting prudent management of Nigeria’s resources, enforcing fiscal discipline, and confronting corruption and financial mismanagement through coordinated strategies.
Under the MoU, both agencies will collaborate extensively in capacity building, joint investigations, information sharing, asset recovery, and enforcement operations. The ICPC, through its Anti-Corruption Academy of Nigeria (ACAN), will provide specialized training to FRC staff in areas such as forensic investigations, financial crime detection, digital evidence recovery, and prosecution strategies. In turn, both agencies will exchange resource persons for workshops and public enlightenment programmes.
The agreement further empowers both institutions to conduct joint investigations and coordinated operations where violations cut across the mandates of both the Fiscal Responsibility Act, 2007 and the ICPC Act, 2000. It also establishes a framework for mutual assistance in tracing, freezing, confiscating, and recovering stolen public funds.
On information sharing, the MoU guarantees the confidential exchange of intelligence, financial records, and technical data, while upholding strict ethical standards and full compliance with all applicable laws.
According to the parties, the collaboration will significantly enhance Nigeria’s anti-corruption architecture by eliminating institutional silos and strengthening enforcement outcomes.
The Memorandum of Understanding, which can be terminated with a 30-day notice by either party, marks a renewed and expanded phase of cooperation between the two key integrity institutions.
The signing ceremony concluded with both chairmen reaffirming their resolve to work tirelessly to promote accountability, transparency, and sustainable national development in line with the Constitution of the Federal Republic of Nigeria and existing anti-corruption laws.

The recent participation of Victor Muruako, Esq., the Executive Chairman of the Fiscal Responsibility Commission (FRC), alongside the Chairmen, Senate Committee on Fincance, Senator Mohammed Sani Musa, CON, and Chairman, House Committee on Finace, Rt. Hon. James Faleke, in the National Assembly's Joint Committee on Finance hearing, underscores the critical role of the FRC in promoting fiscal responsibility and enhancing revenue generation.

Over the past two days, the discussions have focused on the revenue profiles of Federal Ministries, Departments, and Agencies (MDAs) as well as Government-Owned Enterprises (GOEs). The FRC's active involvement not only shed light on its mandate but also emphasized the necessity of compliance with fiscal laws. This collaboration highlights the Commission's commitment to accountability, efficient revenue collection, and transparent public finance management.

Such engagements are pivotal in ensuring that MDAs and GOEs align with the nation's fiscal objectives, thereby contributing to sustainable economic development.

FRC HOSTS DELEGATE FROM MINISTRY OF FINANCE AND ECONOMIC AFFAIRS, GAMBIA

The Fiscal Responsibility Commission recently hosted a delegation from the Ministry of Finance and Economic Affairs of the Republic of Gambia. This critical one-day study tour was facilitated by the Debt Management Office of Nigeria led by S. K. Abubakar, Head of the Organizational Research Department.

The visit aimed at fostering inter-regional cooperation and exchange focused on fiscal governance and how the Gambia can learn from the Nigerian experience.

Barrister Victor Muruako, the Executive Chairman of the Fiscal Responsibility Commission, was represented by Alhaji Muhammed A. Zailani, Director of Administration and Human Resources.

In his welcome address, Zailani highlighted the Commission's role in enforcing the Fiscal Responsibility Act of 2007, which regulates government spending and prohibits irresponsible borrowing across various tiers of government.

He also highlighted the Commission's significant achievements, including the reform of Nigeria's budgetary process through the introduction of the Medium-Term Expenditure Framework (MTEF).

The Director noted the importance of public participation in budget preparation and the transition to a rule-based fiscal regime that promotes transparency over discretionary spending.
According to him, it is noteworthy that as of June 2024, the Commission has facilitated over 1.4 trillion naira in independent revenue from government-owned enterprises (GOEs) into the Federal government's Consolidated Revenue Fund.

He emphasized the determination of the Commission to always ensure international best practices in the affairs of the government in line with the Renewed Hope Agenda.

"The decision to visit Nigeria is greatly appreciated, as it aligns with Africa's Self-Assessment for Good Governance and the African Peer Review Mechanism," Zailani stated, expressing gratitude to the Gambian government for the opportunity to share ideas and strengthen regional ties.

In his response, Ansumana Sannel, Deputy Permanent Secretary of the Gambian Ministry of Finance and Economic Affairs, thanked the FRC and the Debt Management Office for facilitating the learning experience.

He traced the shared history between Nigeria and the Gambia, emphasizing the delegation's significance in addressing contingent liability issues relating to government-owned enterprises, which pose risks to developing economies like the Gambia.

Sannel said, "We came to learn from your experience to avoid re-inventing the wheel".

The delegation received insights from Dr. Chris Uwadoka, Senior Special Assistant to the Chairman, who outlined the FRC’s mission and the importance of the Fiscal Responsibility Act in promoting fiscal accountability. On her part, Racheal Angbazo, Assistant Director of Monitoring and Evaluation, made a presentation on the regulatory frameworks governing contingent liability issues, underscoring the Commission's authority to investigate government enterprises’ and their financial activities.

In his response, Dr. Barth Ajah from the Debt Management Office expressed gratitude to the Management of the Fiscal Responsibility Commission for responding to the request for a peer review visit at short notice, stating that the delegation left better equipped to handle fiscal challenges.
