RMAFC REAFFIRMS COMMITMENT TO RECOMMEND APPROPRIATE REMUNERATION FOR PUBLIC, POLITICAL AND JUDICIAL OFFICE HOLDERS

The Chairman of the Revenue Mobilisation, Allocation, and Fiscal Commission (RMAFC), Dr. Mohammed Bello Shehu, OFR, has reiterated the Commission’s commitment to upholding its constitutional mandate of reviewing and recommending the remuneration of political, public, and judicial office holders in accordance with the Act establishing the Commission.

Dr. M. B. Shehu stated this when he received a delegation from the Iinvestment and Security Tribunal (IST) led by the Chairman Hon. Amos Isaac Azi, who came on a courtesy visit.

Dr. Shehu assured the delegation that the Commission would conduct a thorough review of the IST’s salary structure to ensure alignment with constitutional provisions.

Commending the tribunal for its critical role in Nigeria’s capital market, Dr. M. B. Shehu, acknowledged its global recognition as one of the leading specialized tribunals, noting that similar models have been adopted internationally. He emphasized the tribunal’s significant contribution to investor confidence by efficiently resolving disputes among investors, companies, and individuals, thereby ensuring stability in the financial sector.

“We recognize the remarkable work being done by the IST, and its reputation as a model tribunal in capital market adjudication is well deserved. Your role in ensuring swift and fair dispute resolution is instrumental to investor confidence and market stability. Given the importance of your work, it is only right that we give due attention to your remuneration structure to ensure it reflects your responsibilities,” Dr. M. B. Shehu stated.

The Chairman emphasised that the Commission would revisit the matter with a renewed sense of urgency. “We understand that processes like these take time, as they require comprehensive review and input from various stakeholders. However, the Commission will ensure that this matter receives the attention it deserves. We have within the Commission highly experienced legal professionals, including a commissioner with extensive expertise, who will oversee the review. Once their findings are concluded, we will make a final recommendation.”

Earlier in his address, Hon. Amos Isaac Azi disclosed that the purpose of the visit was to seek the support of RMAFC in ensuring that the remuneration of the Chairman, members and Chief Registrar of his organisation should be equivalent to that of the Chief Judge, Judges and Chief Registrar of the Federal High Court respectively as enshrined in section 220 of the Investment and Security Act 2007.

He expressed gratitude to Dr. M.B Shehu for the promp attention given to them and praised the Commission for its steadfastness and commitment to the implementation of its mandate.

Speeking further, he said, "As the custodian of investment dispute resolution in Nigeria, the Investment and Securities Tribunal must remain a beacon of efficiency and investor confidence. Just as the law mandates parity in remuneration between the Tribunal and the Federal High Court, so must its implementation reflect this statutory provision without delay,”

Hon. Azi also highlighted the tribunal’s achievements, including the resolution of over ₦1.3 trillion worth of disputes in favor of investors and government agencies, and its pioneering role in introducing verbatim transcription and virtual hearings in Nigeria.

The IST Chairman presented the Nigerian Investment and Securities Tribunal Law Reports, a publication showcasing its commitment to legal excellence and transparency in capital market adjudication to the Chairman of RMAFC

In her vote of thanks, Hon. Rakiya Tanko Ayuba Haruna, mni, Federal Commissioner representing Kebbi State in RMAFC, expressed appreciation for the IST’s engagement with the Commission . She reaffirmed RMAFC’s dedication to ensuring that all public institutions receive fair and just remuneration, in line with constitutional provisions.

"RMAFC remains committed to reviewing and recommending appropriate remuneration structures, ensuring compliance with constitutional mandates while supporting institutions like the Investments and Securities Tribunal in their efforts to strengthen Nigeria’s financial sector," she said.

*RMAFC Charges Stakeholders on the Implementation of Recommended Remuneration Packages*

The Revenue Mobilization Allocation and Fiscal Commission (RMAFC) has reiterated the need to ensure adherence to constitutional provisions in implementing its recommended remuneration packages for political, public, and judicial office holders especially at the state and local government levels.

Speaking at a one-day workshop held at the Commission’s Headquarters today, Thursday, 27th February 2025, in Abuja, RMAFC Chairman, Dr. Mohammed Bello Shehu, OFR, emphasized that proper implementation of remuneration packages is crucial for ensuring good governance and reducing the cost of governance in Nigeria.

“The Commission had observed lapses in the implementation of its remuneration reports at the state and local government levels, as revealed in our 2019 pilot monitoring exercise. Many states have adopted the Commission’s recommendations without the required legislative action, thereby contravening constitutional provisions,” Dr. Shehu stated.

He further highlighted that the disregard for the prescribed remuneration package for elected councilors at the local government level remains a key concern. “Respect for the remuneration package at all levels of government will go a long way in promoting transparency and fiscal discipline in governance,” he added.

Earlier in his welcome address, the Federal Commissioner representing Gombe state in the Commission Hon. Mohammed Kabeer Usman, who is the Chairman of the Remuneration and Monetization Committee, underscored the importance of the workshop in addressing challenges in the implementation process.

“The determination of remuneration packages for political, public, and judicial office holders is one of the core functions of the Commission, as provided under the 1999 Constitution. This workshop serves as a platform to educate stakeholders and ensure compliance with constitutional requirements,” Hon. Usman stated.

He urged participants to actively engage in deliberations, emphasizing that the knowledge gained from the workshop should be applied to facilitate the proper ex*****on of remuneration packages at the state and local government levels.

Also speaking, the representative of the Chairman of the Association of Local Governments in Nigeria (ALGON), Dr. Aminu Hassan, in his goodwill message, expressed optimism that the workshop would foster collaboration between state executives and legislatures. “ALGON hopes that this workshop will go a long way in cementing a symbiotic relationship by the executives of their respective states and the legislatures, ensuring that we implement a single remuneration for executive political office holders,” he stated.

In her goodwill message, the Chairman of the Forum of Clerks of the Nigerian Legislature (FOCON), Barr. Rukayyatu Adamu Jalo expressed appreciation to the RMAFC Chairman for including FOCON in the workshop. She disclosed that it was the first time the forum was being recognized. Barr. Jalo acknowledged the value the workshop would add to its members.

Delivering the vote of thanks at the end of the opening ceremony, the Secretary to the Commission, Engr. Joseph Okechukwu Nwaze expressed gratitude to the Chairman for organising the workshop and commended the commissioners for their participation. He assured everyone that the workshop would provide valuable insights and practical takeaways to aid the effective implementation of remuneration packages.

The workshop brought together key stakeholders, including state executive representatives, state legislators, and local government officials, to address critical issues in the implementation of RMAFC’s remuneration recommendations.

*RMAFC Chairman Advocates Innovative Revenue Strategies for Fiscal Sustainability*

The Chairman of the Revenue Mobilization Allocation and Fiscal Commission (RMAFC), Dr. Mohammed Bello Shehu, OFR, has emphasized the urgent need for innovative and sustainable revenue generation strategies to address increasing public service demands at all levels of government.

Speaking this morning at the opening ceremony of a two-day training programme titled “_Optimizing Revenue Generation, Budgeting Process, and Good Governance_”, Dr. Shehu reiterated the Commission’s constitutional mandate to advise the three tiers of government on fiscal efficiency and revenue enhancement. He emphasised that strengthening revenue generation was no longer an option but a necessity for economic stability and sustainable development.”

The training programme, which is scheduled to hold from Wednesday, February 26th, to Thursday, February 27th, 2025, at the Dame Pauline Tallen Banquet Hall, National Centre for Women Development, Abuja, is designed to equip government officials and stakeholders with the necessary knowledge and skills to improve revenue mobilization, budgeting, and fiscal management.

The Chairman underscored the importance of strategic partnerships, optimal pricing strategies, and efficient fiscal management in enhancing revenue generation. He noted that the programme would provide a platform for participants to engage with experts and explore best practices in revenue optimization. “We must move beyond traditional revenue sources and explore new frontiers to boost fiscal sustainability,” he added.

At the end of the training, participants are expected to have a deeper understanding of revenue generation challenges and opportunities, acquire practical skills in revenue mobilization and management, develop strategic partnerships to enhance revenue generation and identify innovative solutions to address revenue shortfalls by leveraging areas of comparative advantage.

Dr.M.B. Shehu, who urged all stakeholders to take full advantage of the training, emphasised that achieving fiscal sustainability requires proactive measures, collaboration, and a commitment to good governance.

The Chairman of the Revenue Mobilization Allocation and Fiscal Commission (RMAFC), Dr. Mohammed Bello Shehu, OFR, has emphasised that the RMAFC plays a pivotal role in Nigeria’s economic governance. The Chairman stated this during the visit of the Secretary to the Government of the Federation (SGF), Sen. George Akume, CON, to the Commission Headquarters in Abuja Today, 25th February 2025.

During the occassion, which also served as the inaugural plenary meeting of the recently sworn-in Federal Commissioners, Dr. Shehu observed that the visit underscores the importance of RMAFC’s mandate in fostering fiscal efficiency and equitable revenue distribution.

“This occasion provides a unique opportunity for direct engagement between the Commission and the highest coordinating office of the Federal Government. As a constitutional body, RMAFC plays a pivotal role in Nigeria’s economic governance by ensuring fair and transparent revenue allocation among the three tiers of government,” he stated.

He reaffirmed the Commission’s commitment to supporting the Renewed Hope Agenda of President Bola Ahmed Tinubu, emphasizing the need for strategic frameworks to enhance revenue generation and fiscal sustainability.

In his address, the SGF eulogised Dr. Shehu for the transformative steps he had taken since he assumed the position of the Chairman of the Commission while congratulating the newly inaugurated Commissioners on their appointments. He added that their selection was based on integrity, competence and proven track records in the service to the nation. Senator Akume urged them to work assiduously to meet the yearnings of Nigerians.

The SGF acknowledged the significant role that the Commisdion plays in the country's fiscal and economic governance. He noted that the duties of RMAFC impacts directly on the financial stability of the federal, state and local governments.

Senator Akume gave the assurance that the Tinubu administration was committed to transformative fiscal reforms to foster development and therefore stressed the need to expand revenue sources, curb leakages and ensure that every naira due to the Federation Account is accounted for.

He said, "The Tinubu administration is committed to implementing bold fiscal reforms, diversifying revenue sources, and enhancing economic policies to reposition Nigeria for sustainable growth. The removal of fuel subsidies, exchange rate unification, and ongoing tax reforms are critical steps toward fiscal stability. However, these policies will only succeed if institutions like RMAFC execute their mandates effectively."

He further charged the Commission to strengthen revenue monitoring, ensure compliance by revenue-generating agencies, prioritize non-oil revenue mobilization, fast-track the review of the revenue allocation formula, align its strategies with the administration’s economic transformation agenda, and collaborate with key stakeholders, including the National Assembly, Ministry of Finance, and other relevant agencies.

“The nation expects results, and I am confident that this team will fulfill its responsibilities with diligence and excellence. Your work will shape the financial future of Nigeria, and together, we will build a stronger and more self-sufficient economy,” the SGF added.

Hon. Ismail Mohammed Agaka, Federal Commissioner representing Kwara State, who gave the vote of thanks, commended the SGF for the visit while giving the assurance that the Commission remained committed to delivering on its mandate.

“This visit has reinforced the synergy between RMAFC and the Presidency. We assure you of our unwavering commitment to national development and alignment with the administration’s policy direction,” he stated.

He further said, "This event marked a significant step in the Commission’s engagement with the presidency, reinforcing the administration’s focus on fiscal accountability, revenue growth, and national economic transformation."

IBB University Students Visit RMAFC Headquarters

The Revenue Mobilization Allocation and Fiscal Commission (RMAFC) played host to students from the Faculty of Management and Social Sciences, Ibrahim Badamasi Babangida University, Lapai, Niger State, during an educational visit to the Commission’s headquarters in Abuja.

The delegation was received on behalf of the Secretary to the Commission, Engr. Joseph Okechukwu Nwaeze, by the Director, Inland Revenue Department, Mrs. Udodirim Okwongu.

The visit provided the students with valuable insights into the Commission’s mandate, functions, and its role in Nigeria’s revenue mobilization and fiscal management through presentations delivered by various departments in the Commission.

The Chairman, Revenue Mobilization Allocation and Fiscal Commission (RMAFC), Dr. Mohammed Bello Shehu OFR has held an interactive session with Commissioners, Management, and Staff of the Commission to foster collaboration and enhance operational efficiency.

Speaking at the gathering held on Wednesday, 12th February 2025, at the Commission’s Headquarters in Abuja, the Chairman said,
"The purpose of this gathering is to ensure that you meet with the new commissioners and I want each and every staff member to cooperate with the commissioners—both returning and newly appointed ones—so that the work of the Commission can continue seamlessly. You have been cooperating with previous commissioners, I expect that this same level of collaboration and understanding will be extended to the new ones.”

Dr. Shehu expressed his appreciation for the dedication and resilience of the staff over the years, acknowledging their contributions to the Commission’s success. He emphasized the importance of dedication to duty and teamwork as the newly inaugurated commissioners settle down to work.

“All your prayers, messages of goodwill, and the way you have been carrying on over the years despite the challenges have kept the Commission going. We are grateful, and we pray that you continue to be dedicated to your duties so as to achieve our mandate and contribute meaningfully to the actualization of the renewed hope agenda of President Bola Ahmed Tinubu,” he stated.

The Chairman called for the continued support of the management and staff and urged them to extend the same level of cooperation and support to the new Commissioners, stressing that their roles are essential to the smooth running of the Commission.

“The purpose of this gathering is to ensure that you meet with the new Commissioners,I want each and every staff member to cooperate with them, both returning and newly appointed ones—so that the work of the Commission can continue seamlessly."

Dr. Shehu further encouraged staff to work diligently as it will impact positively in their future.

“Any member of staff has a chance and an opportunity to someday become a Commissioner, a Secretary, or even the Chairman of this Commission. Believe me, it’s possible. That is why we are here—to build a future where hard work is recognized and rewarded,” he stated.

The Secretary to the Commission, Engr. Joseph Okechukwu Nwaeze,who was represented by the Director, Inland Revenue Department, Mrs Udodirim Okwongu, commended the Chairman and Commissioners for their leadership qualities which has provided the encouragement for the staff of the Commission to continue to put in their best in the service of the nation.

Some Federal Commissioners who spoke at the event emphasized the need for cooperation, team spirit, and a strong sense of collaboration among staff, noting that collective effort is essential for the Commission to fulfill its mandate.

Similarly, Directors of various departments reiterated their commitment to supporting the Chairman and the Federal Commissioners while pledging their continued dedication to the Commission’s goals.

Dr. Tanimu Adamu Aliyu bags an award of recognition

The Director, Fiscal Efficiency Department, Revenue Mobilisation. Allocation and Fiscal Commission, RMAFC. Dr. Tanimu Adamu Aliyu, FNIM, CCFI, has been conferred with an award of recognition by the Wudil Commercial Old Boys Association (WUCOBA).

The award was bestowed on him in Kano on Saturday, 1st of February, 2025, in recognition of his outstanding leadership, dedicated service and significant contributions to national development and fiscal management.

Dr. Tanimu presented this award to the Chairman of the Commission Dr. Muhammed Bello Shehu OFR, in his office today, Wednesday, 5th February, 2025.

*RMAFC Chairman, Champions New Revenue Optimization Initiative in Collaboration with NASDRA*

The Chairman, Revenue Mobilization Allocation and Fiscal Commission (RMAFC), Dr. Muhammed Bello Shehu, OFR, has reaffirmed the Commission’s commitment to modernizing Nigeria’s revenue generation in collaboration with the National Space Research and Development Agency (NASDRA) and other key stakeholders.

The Chairman made this reaffirmation today
Thursday, 30th January, 2025 at the Commission’s Headquarter in Abuja, during the launching of the implementation of the Presidential initiative on revenue optimisation and digitalisation via space technology.

The Chairman recalled that during his inaugural speech, His Excellency, President Bola Ahmed Tinubu, GCFR, emphasized the importance of economic recovery through enhanced revenue generation, which can primarily be achieved through the discovery of new revenue streams.

He emphasized that the Renewed Hope Agenda of this Administration can only be realized through the implementation of efficient revenue generation methods, with the creation of new revenue streams through the use of modern technology.

Dr. M.B. Shehu, OFR said, “We stand at the threshold of a new era, where innovation, creativity and collaboration drive economic growth and progress. It is indeed not an overstatement to say that the traditional sources and methods of revenue generation, apart from the fact that they are no more in vogue, are, most importantly, not sufficient to meet the evolving needs of our great Nation. Therefore, as key stakeholders, we must think innovatively and collaboratively to unlock new opportunities for economic growth and development in the interest of our beloved country.”

Dr. Shehu, therefore, emphasized the need for a strategic, technology-driven approach to revenue mobilization, pointing out that effective collection, accountability, and proper utilization of revenues are essential for national development. He posited that optimizing revenue sources is not just a necessity but a responsibility that must be shared by all stakeholders. “We are at the verge of writing a new chapter in Nigeria’s leadership. The collective determination of stakeholders here today is key to optimizing revenue collection and utilization. This is a task that must be achieved for our dear country.” He said.

The Director General of NASDRA, Dr. Matthew Olumide Adepoju, highlighted the potentials of space technology in revenue mobilization, noting that with AI, robotics, and space innovation, Nigeria can generate up to $50 billion annually while also strengthening national security.

Earlier in his Welcome Address, the federal commissioner representing Bauchi State in the Commission and Ag. Chairman of the Mobilization and Diversification Committee, Engr. Muhammed Sani Baba acknowledged the importance of the initiative and called for the support of all stakeholders to ensure its successful implementation.

He disclosed that the occasion was organised as a step towards the implementation of the directive of Mr President that the generation, collection and subsequent utilization of revenue should be modernized for the growth of the country and its exciting future.

A technical session featured a NASDRA-led presentation on leveraging space science and technology to block revenue leakages and create new revenue streams.

Igbinedion University Okada Confers Honorary Ambassador Award On RMAFC Chairman

Chairman Revenue Mobilization Allocation And Fiscal Commission (RMAFC) Dr. Mohammed Bello Shehu OFR has been conferred with the award of Honorary Ambassador of Igbinedion University Okada (IUO) by the management of the Premier Private University.

The Vice Chancellor of IUO, Prof. Lawrence Ikechukwu Ezemonye, disclosed this when he led a delegation from the university to present the award to the Chairman, Dr. M.B Shehu OFR, in his office in Abuja on Tuesday 21st January, 2025.

In his speech, Professor Ezenmonye told the Chairman that in line with its development trajectory, the university deemed it fit to establish the position of Honorary Ambassador of IUO to recognize personalities who have demonstrated commitment to educational excellence and distinguished themselves in service to the nation.

The Vice Chancellor said, "The Premier Private University, in its due delligence search, has considered you as most worthy of this honour of being its Honorary Ambassador. This is predicated on your profile as a consummate technocrat and more importantly, as a distinguished alumnus of our great university."

"As Honorary Ambassador of IUO, you will be expected, amongst other things, to promote and project the image and standing of the University while advancing its interest," he further said.

In his reaction, Dr. M. B Shehu extolled the ideals of the University's founding fathers and expressed his appreciation to the management and staff of the institution for finding him worthy of the recognition accorded him in advancing the course of the university.

He said, "The most important thing that we can do for the society is to impact knowledge. If we had sustained what our forefathers started many years ago, probably all the issues that are being discussed in Nigeria today wouldn't have come up.

"We have great minds, great talents and great institutions, but somehow, along the line, we allowed the university system to derail."

He expressed gratitude to God that some higher institutions like the IUO were able to maintain a high standard of education despite the challenges confronting higher institutions of learning in the country.

The Chairman praised the foresight of the founding fathers of the university. " It is really remarkable to have started this institution 25 years ago and considering the positive transformation that has been recorded so far, I think the management of the university should be commended ." He said.

Dr. Bello then pledged his readiness to advance the course of the institution. "I assure you that I would do whatever I can to assist in whatever capacity, to market, to propagate, to help and to project the image of the University wherever I am." He promised.

The Registrar/ Secretary of Council of the University, Professor Friday Benji Bakari and other members of the delegation as well as officials of RMAFC in their address described the Chairman as a humble, amiable and detribalised person.

The high point of the occasion was the presentation of the letter of appointment as the Honorary Ambassador of the university to the recipient, Dr. Muhammed Bello Shehu OFR.

Other members of the delegation from the university were Prof. Deborah Omotsefe Odejimi, Dean School of Post Graduate Studies and Prof. Femi Olufunmilade.

*RMAFC NOT OPPOSED TO PRESIDENT TINUBU’S TAX REFORM*

The Revenue Mobilisation Allocation and Fiscal Commission (RMAFC) has refuted recent media reports alleging its opposition to President Bola Ahmed Tinubu’s proposed tax reform bills. Speaking during a press briefing in Abuja, today, Tuesday 10th December, 2024, the Chairman of the Commission, Dr. Mohammed Bello Shehu, OFR, described the reports as “grossly misleading, false, and malicious.”

Dr. Shehu clarified that the RMAFC has been fully engaged in the reform process and is aligned with President Tinubu’s vision for an equitable and sustainable fiscal framework. He also highlighted the importance of the proposed tax reform bills in addressing Nigeria’s fiscal challenges.

“We applaud President Tinubu’s strong commitment to repositioning Nigeria’s revenue base through bold initiatives. The proposed tax reform bills are a significant step towards integrating untapped revenue sources, enhancing Nigeria’s revenue-to-GDP ratio, and positioning the country favorably among nations with high fiscal performance,” Dr. Shehu stated.

While acknowledging that the issue of Value Added Tax (VAT) allocation and derivation has sparked intense debate, Dr. Shehu reassured Nigerians of the Commission’s proactive involvement in ensuring that global best practices guide the reform process.

“As a responsible and patriotic institution, we have submitted a comprehensive memorandum that emphasizes adherence to global best practices. This position aligns seamlessly with Mr. President’s vision,” he added.

Dr. Shehu condemned the spread of misinformation, emphasizing that the RMAFC has never opposed the bills but has instead provided professional advice to support their refinement. He called on Nigerians to disregard baseless reports and urged the media to uphold ethical standards in their reportage.

“It is disheartening to note that, despite our explicit support for the proposed legislation, some individuals have chosen to peddle falsehoods for reasons best known to them,” he said. “These inaccurate statements can undermine the ongoing efforts of patriotic Nigerians tirelessly working to support the President’s vision for the country.”

The Chairman further explained that the proposed tax reform bills are currently undergoing consultations, with inputs being sought from expert bodies. He cautioned against misinterpretation or misrepresentation of professional advice during this process.

“The Commission is a critical stakeholder in Nigeria’s fiscal framework, and we take our responsibility to provide expert advice seriously. We have been working closely with the National Assembly to ensure the proposed legislation is robust, effective, and aligned with global best practices,” Dr. Shehu emphasized.

He noted that the proposed bills aim to promote fiscal equity, reduce tax evasion, and increase revenue generation—objectives that align with the RMAFC’s mandate.

However, he acknowledged concerns about potential impacts on businesses and individuals, assuring stakeholders that the Commission remains committed to addressing these through constructive engagement.

Dr. Shehu stressed the importance of relying on factual information to avoid unnecessary controversies and called on all Nigerians to support the President’s bold fiscal reforms.

“At this critical juncture, the President needs the support of all Nigerians. Let us work together to support his vision for a more prosperous Nigeria,” he concluded.

The RMAFC urged the media to avoid the spread of fake news and focus on promoting factual and constructive dialogue for the collective good of the nation.
