NEDC Hands Over Site for the Upgrade of YODMA Central Medical Store to Pharma-Grade


In a significant move to enhance health infrastructure and efficient service delivery, the North East Development Commission has officially handed over the site to Alphabet Networks Limited, (the company handling the project) for the upgrade of Yobe State Central Medical Store belonging to the Yobe State Drugs and Medical Consumables Management Agency in Damaturu to Pharma-Grade standard.

Speaking during the ceremony, NEDC’s Yobe State Coordinator, Prof. Ali Ibrahim Abbas, said that the health storage project is part of NEDC’s key post-insurgency recovery efforts being executed under the leadership of its Managing Director, Mohammed Goni Alkali, in complementing the efforts of Governor Mai Mala Buni’s administration in the health sector.

In his remarks, the Executive Secretary of Yobe State Drugs and Medical Consumables Management Agency (YODMA) Pharmacist Abdulaziz Garba Mohammed expressed gratitude to the NEDC for its developmental interventions. He noted that the upgrade of the Yobe Central Medical Store to pharma-grade standard will enhance the storage and distribution of quality medicines and vaccines, ensuring their efficacy and availability to the people of Yobe State.

Pharmacist Mohammed highlighted that the pharma-grade standard health facility when successfully completed will help reduce drugs pilferage and improve inventory management, ultimately contributing to better healthcare outcomes in Yobe State.

Responding, the Managing Director of Alphabet Network Limited, Engr. Aliyu Kida assured the NEDC that the company would complete the project before the six months deadline. “This project aims to upgrade the health facility to pharma-grade standards and is expected to be completed even before the six months deadline set by our clients".

The NEDC is committed to improving healthcare infrastructure in the region, aligning with its broader mandate in post conflict recovery thereby promoting development and stability in the North East. This project when delivered is expected to have a positive impact on the state's healthcare system, particularly in the management and distribution of essential medical supplies.

UPDATE ON YODMA ACTIVITIES:

YODMA MANAGEMENT, TB/LEPROSY
NATIONAL TEAM VISIT CMS TO INSPECT PHARMA GRADE WAREHOUSE


On 30th December, 2025, the management team of YODMA led by the Executive Secretary of the agency, Pharmacist Abdul-Aziz Garba Mohammed received a team from the National TB and Leprosy Control Programme (NTBLCP) on Inspection visit to the upgraded warehouse. The objective of the visit is for site seeing and Spot checks on whether or not the contractor has followed the agreed Bill of Quantity (BoQ) and to ascertain whether the project has met the desired contract specifications.

The NTBLCP is responsible for managing the grant that funded 85% of the upgrade while the government funds 15% counterparts funding.

The Inspectors were satisfied with the project and commended the Yobe State Government for playing its role in ensuring standards are met for establishing a Pharma-Grade warehouse that meets global standards.

Yobe Drugs Management Agency Validates Key Health Commodities Supply and Drug Revolving Fund Guidelines


As part of efforts to ensure the State DRF scheme continues to deliver reliable and sustainable access to quality medicines, reagents and medical consumables across health facilities in the tate, the Yobe State Drugs and Medical Consumables Management Agency (YODMA) with support from Lafiya-UK had engage critical stakeholders in Yobe State’s health sector and supply chain space from 17th -18th, Dec, 2025 to validate the state's operational guidelines aimed to strengthen availability, affordability and sustainability of essential medicines and medical consumables across the state. The activity took place at Dutse Royal Hotel in Dutse, the Jigawa state capital .

The workshop focused on the validation and adoption of four critical policy documents namely:
1. DRF Operational Guidelines for Primary Health Care Facilities;
2. DRF Operational Guidelines for Secondary and Tertiary Health Facilities;
3. State Sustainable Health Commodities Supply System (SHCSS) Committee Operational Guidelines; and
4. YODMA Operational Guidelines.

According to the organizers, the validation followed an extensive technical validation process designed to align the guidelines with ongoing health sector reforms, address implementation gaps, and strengthen governance, accountability, efficiency, and sustainability of the Drug Revolving Fund (DRF) scheme at all levels of healthcare delivery in Yobe State.

Participants at the workshop comprised representatives of the Yobe State Ministry of Health and its agencies and departments, including Alhaji Isa Bukar, the Permanent Secretary, Ministry of Health and Human Services; Dr. Abubakar Yerima, Executive Secretary, HMB; Abdullahi Ali Danchuwa, Executive Secretary, YEMABUS; and representatives of the Executive Secretaries of YSCHMA and the Yobe State Primary Healthcare Board, the Executive Director of YOSACA, Dr Adamu Damazai Jibril and the Chief Medical Director of Yobe State University Teaching Hospital (YSUTH), Professor Baba Waru Goni.

Also, in attendance at the meeting are Pharmacist Musa Muhammad Auta, Director of Pharmaceutical Services, Yobe State Ministry of Health and Human Services; Pharmacist Onyebuchi Onyenuche, Director of Pharmaceutical Services, Yobe State Hospitals Management Board (HMB); Hajiya Mairo Mohammed Abba, Director of Medical Laboratory Services, Ministry of Health and Human Services and Dr. Musa Sarki, the Director of Planning, Research and Statistics (DPRS), Ministry of Health and Human Services among others.

The Yobe State House of Assembly was also represented at the event by Hussaini Haruna Fara-Fara and Hon. Bunu Zanna Bularafa, representing the Chairman, House Committee on Health, and the Chairman, House Committee on YODMA, YSCHMA, and Primary Healthcare Board respectively.

Further participants included the Special Adviser to His Excellency on Health Matters, Hon. Musa Gamcho Tela; the Senior Liaison Officer to His Excellency on Health, Alhaji Dauda Ali Kime; representatives of the Bureau on Public Procurement (BPP); Civil Society Organizations; healthcare providers and facility managers; development partners, including CIPS and Field Technology; consultants and other key stakeholders in the health sector.

During the workshop, participants conducted detailed clause-by-clause reviews and engaged in plenary discussions with particular emphasis on procurement processes, inventory and stock management, financial controls, pricing mechanisms, quality assurance, and monitoring and evaluation systems.

At the end of the deliberations, stakeholders unanimously validated the reviewed guidelines, commending their clarity, comprehensiveness, and strong alignment with national health policies. They also acknowledged the guidelines’ reinforcement of YODMA’s statutory mandate to coordinate a resilient and efficient health commodities supply system in Yobe State.

Participants further reaffirmed their collective commitment to the timely implementation of the validated guidelines, noting that effective rollout would help reduce stock-outs, improve transparency and accountability, ensure the availability of quality and affordable medicines, and ultimately enhance health service delivery across all public health facilities in the state.

The workshop concluded with expressions of appreciation to the Yobe State Government, the leadership of the health sector, facilitators, and development partners for their continued support. Stakeholders called for the prompt approval, dissemination, capacity-building, and statewide implementation of the validated guidelines.

The meeting ended in an atmosphere of unity and collaboration, underscoring a shared resolve to advance *Universal Health Coverage (UHC) and strengthen the health system in Yobe State.

YODMA ES Defends 2026 Budget Proposal Before Yobe Assembly Standing Committee on Finance, Appropriation As Agency Proposes N951, 286, 136.00. For 2026 Fiscal Year

..Reveals Plans To Establish Drugs Manufacturing Unit, Pharmaceutical-Grade Warehouse in Gashua


The Executive Secretary of Yobe State Drugs and Medical Consumables Management Agency (YODMA), Pharmacist Abdul-Aziz Garba Mohammed, on Tuesday, November 2025 appeared before the Yobe State House of Assembly Joint Standing Committees on Finance and Appropriation, YODMA, YSCHMA and Primary Health Care to defend the agency's 2026 budget proposal. Pharmacist Abdul-Aziz Garba Mohammed disclosed to the house during the 2026 budget defence that the agency plans to establish a drugs manufacturing unit (DMU) and a pharmaceutical-grade warehouse in Gashua.

The Executive Secretary of the agency presented the agency's 2025 budget performance before the House Standing Committees on Finance and Appropriation, YODMA, YSCHMA and Primary Health Care. Pharmacist Abdul-Aziz Garba Mohammed highlighted the achievements recorded by the agency in the year 2025.

The ES stated that the agency under the year 2025 constructed a pharmaceutical-grade warehouse at the Central Medical Store in Damaturu in order to complement the existing facility and the decentralisation of operations to three zonal warehouses in Gashua, Nguru and Potiskum. "This strategic expansion has brought medicines and health commodities closer to health facilities in the state, significantly reducing transit time and enabling health workers to spend more productive time attending to patients at the health facility", the ES explained.

The YODMA Boss informed the house standing committees that although, the agency is not a revenue-generating entity, the establishing law provides a legal framework that can transform YODMA into a financially sustainable institution. "This aligns with the federal government's renewed push for drugs management agencies in the country to meet the national standards in warehousing, operations and quality assurance", the ES stated. He further stated that the national standards include the establishment of quality assurance laboratories, pharmaceutical-grade warehouses across all levels and drugs manufacturing units to strengthen revenue and sustainability.

Pharmacist Mohammed also said that the national drugs distribution guidelines further require all states in the federation to establish mega distribution centres serving both public and private health sectors.

"To advance these goals, YODMA has proposed key projects in the 2026 budget. These include the establishment of a drugs manufacturing unit (DMU) in Damaturu, construction of a new pharmaceutical-grade warehouse in Gashua and the procurement of equipment needed for the drugs manufacturing unit amongst others".

"These investments will build on the transformational agenda of His Excellency, Governor Mai Mala Buni while elevating the state's profile, especially as many of these indicators are tracked by the Nigerian Governor's Forum", Pharm. Abdul-Aziz added.

Earlier speaking, the Chairman House Committee on YODMA, YSCHMA and Primary Health Care, Hon. Sanda Kara Bade said that healthcare deals with one of the fundamentals of the present legislature. "This budget proposal is specific and unique amongst its kinds because it reflects the wishes and aspirations of our various constituencies in the state and this is why we remain very resolute in ensuring that we prioritise, appropriate and approve the budget proposal for the interest of our state", the Committee Chairman stated.

Hon. Sanda Kara Bade also commended the Executive Secretary of the agency, Pharmacist Abdul-Aziz Garba Mohammed and members of the agency's management team and staff for the unwavering commitments that they have demonstrated over the years in the course of running the affairs of the agency. "We are very proud of you and your team for your collective efforts, commitments, passion and dedication in ensuring that His Excellency, Governor Mai Mala Buni accomplished his mission for the Yobe health sector", the Committee Chairman added.

On his part, the Member representing Machina Constituency who also doubles as the Chairman House Standing Committee on Health, Hon. Ajiya Kachalla Maina, appealed to his colleagues in the Yobe State House of Assembly to sustain the 15% budget allocation to the Yobe health sector as presented by His Excellency. He also used the opportunity to apologise to the members of the Yobe State House of Assembly for some of the mistakes and shortcomings committed by the state ministry of health and its agencies in the course of carrying out their statutory responsibilities during the 2025 fiscal year.

YODMA Concludes Three-Day Workshop To Review Operational Guidelines in Kano


The Yobe State Drugs and Medical Consumables Management Agency (YODMA), with support from Lafiya UK Programme, has successfully concluded a three-day workshop held from 6th to 8th November 2025 at Bizarre Apartments, Kano, aimed at reviewing and updating key operational documents guiding the state’s health commodities supply system.

The workshop brought together key stakeholders from the Yobe State Ministry of Health and Human Services, Yobe State Hospitals Management Board (HMB), Yobe State Primary Health Care Board (YSPHCB), Special Adviser to the Governor on Health Matters as well as representatives of development partners such as ARC_ESM and CIPS amongst others.

The participants worked collaboratively to review and harmonize the YODMA Operational Guideline, Sustainable Health Commodities Supply System Committee (SHCSSC) Guidelines, and Drug Revolving Fund (DRF) Operational Guidelines for primary, secondary, and tertiary health facilities.

In his opening remarks, the Executive Secretary of YODMA, Pharmacist Abdul-Aziz Garba Mohammed underscored the importance of updating these documents to improve coordination, strengthen accountability, and ensure the sustainability of the state’s drug supply system.

Delivering remarks on behalf of the Honourable Commissioner for Health, the Director of Pharmaceutical Services, reaffirmed the Yobe state government’s commitment to institutionalizing efficient and transparent drug management systems across all levels of healthcare delivery in the state.

Over the course of the workshop, participants engaged in group sessions, technical presentations, and plenary discussions that culminated in the harmonization of key operational procedures aligned with the National Drugs Revolving Fund (DRF) model.

The workshop ended with a shared commitment from all stakeholders to finalize and harmonize all the inputs.

YODMA Strengthens Institutional Capacity Through Validation Workshop in Kano


The Yobe State Drugs and Medical Consumables Management Agency (YODMA), in collaboration with the Presidential Initiative for Unlocking the Healthcare Value Chain (PVAC) and partners, has successfully concluded a two-day validation workshop held from 4th to 5th November 2025 at Bizarre Luxury Apartment, Kano.

The two-day workshop brought together key stakeholders from the Yobe State Ministry of Health and Human Services, Yobe State Hospitals Management Board (HMB), Yobe State Primary Health Care Board (YSPHCB), FCDO-Lafiya, and other development partners to review and validate YODMA’s Assessment Report and Capacity Building Plan.

The workshop focused on validating the PVAC-led assessment findings, aligning them with the state priorities, and identifying key areas for institutional and operational improvement. It also featured technical breakout sessions where participants refined and formally adopted the YODMA Capacity Building Plan, addressing thematic areas such as governance, regulatory compliance, human resource development, supply chain management, and financial sustainability.

The two-day workshop concluded with all partners reaffirming their commitments to supporting the implementation of the capacity-building roadmap towards a more efficient, resilient, and sustainable drugs management system in Yobe State.

National Products Supply Chain Programme Officials Visit Yobe For Advocacy, Health Supply Chain System Maturity Assessment

..Seeks For Continuous Collaboration With YODMA


The National Products Supply Chain Management Programme (NPSCMP) from the Federal Ministry of Health and Social Welfare were in Yobe state to conduct a five days advocacy and reassessment of the maturity level of the Yobe State Health Supply Chain System exercise. The exercise which is an annual event came to an end after a debriefing and exit meeting following the completion of the five days exercise.

During the debriefing session key findings, highlights and progress made from the last assessment in 2023 and actionable recommendations towards strengthening the State’s health supply chain system were presented by the visiting officials from the National Products Supply Chain Management Programme

Key stakeholders present at the meeting include representatives of the Ministry of Health line departments and agencies, public programme officers and YODMA staff amongst others. The meeting was chaired by the Executive Secretary of the agency, Pharmacist Abdul-Aziz Garba Mohammed.

YODMA Celebrates NYSC Corp Member For Serving Yobe Passionately


In an effort to appreciate the promotion of unity of purpose, the Yobe State Drugs and Medical Consumables Management Agency (YODMA) led by the Executive Secretary, Pharmacist Abdul-Aziz Garba Mohammed has on Friday, the 1st of July, 2025 held a send forth for an NYSC corp member who served the agency diligently and passionately under the finance and supply department during his mandatory one year national youth service in the state.

The event which was organised in a low key at the office of the Executive Secretary at the headquarters of the agency in Damaturu was attended by Directors and Deputy Directors of the agency as well as unit heads and other senior staff of the agency.

In his brief remark, the Executive Secretary of the agency, Pharmacist Abdul-Aziz Garba Mohammed thanked the corp member for serving YODMA and the state at large and expressed appreciation and gratitude to him for serving the agency passionately

He commended him for his focus, passion, enthusiasm for work, hard work and dedication to assigned duties during the one year service.

"I salute your courage, sacrifice and dedication to work. Despite all the challenges you are bound to face especially in the change of geographic location and cultural barriers, you decided to come here to do your mandatory national service without minding the challenges before you", Pharmacist Abdul-Aziz Garba Mohammed stated.

He further said that the agency will forever remain grateful for the services Mr James rendered to YODMA in the last one year.

He also affirmed that Mr James has made an impact on the finance and supply department where he worked as an accountant during his mandatory one year stay in the agency as part of fulfillment of his national service.

The ES stated that Mr James is the second set of NYSC corp members posted to the agency who served and worked as accountants based on their field of study.

Some of the Directors of the agency who spoke commended the efforts of the NYSC corp member for serving the agency with passion and wished him well in his future endeavours.

On his part, the Director of finance and supply of the agency, Babagana Musa Muhammad (Madakin Ngelzarma), who supervised the corp member and provided him with practical knowledge on finance and supply operations, saluted him for his punctuality to work as well as his excellent performance when assigned to carry out a task. He described Mr James as a disciplined and focused personality who has much enthusiasm for the work he does.

Responding, the corp member, Mr James thanked the management team and the entire staff of YODMA for their kindness and hospitality especially the department where he was posted internally to work officially.

He thanked the ES of the agency for his support and fatherly care to him during his one year national service and also appreciated the good efforts of the Director of finance and supply of the agency for his guidance and counselling. He described the ES and the Director of Finance and Accounts as fathers who have much care and love for their son.

"When I was planning to come to Yobe for the first time for my one year mandatory national service, a lot of people close to me tried to discourage me from coming to the state sighting the negative reports about insecurity in the north east but I decided to come and serve here, and when I came, I realized that it was all fake news and negative reports", Mr James the corp member stated. I really enjoyed my one year stay in the state.

Highlights of the event was the presentation of gifts and souvenirs as well as a letter of commendation to the NYSC corp member by the agency.
