Eid-el-Fitr: Yobe Hisbah Boss Calls for Discipline and Moral Integrity

The Executive Chairman of the Yobe State Hisbah Commission, Dr. Yahuza Hamza Abubakar, has called on Muslims to uphold discipline and moral integrity as they celebrate Eid-el-Fitr.

In his Sallah message to the Muslim Ummah, the Chairman urged the faithful to sustain the virtues of piety, modesty, and respect for moral values imbibed during the holy month of Ramadan.

He emphasized the need for continued promotion of righteousness, discouragement of wrongdoing, and the strengthening of peace and harmony within communities.

Dr. Yahuza Hamza, further prayed that Allah accepts the ibadaat of the faithful, forgives their shortcomings, and guides all on the straight path.

YOBE STATE HISBAH COMMISSION PUBLIC NOTICE ON SALLAH CELEBRATION ACTIVITIES

1st Shawwal 1447 Hijra

The Yobe State Hisbah Commission wishes to draw the attention of the general public to the recent directive issued by the Yobe State Government, through the Office of the Special Adviser on Security Affairs, on the temporary suspension of operations of recreational centres across the state due to the current security situation.

Hence, the Yobe State Hisbah Commission also is hereby suspending all Sallah-related events and gatherings. In addition, all public gathering that contradict the moral teachings of Islam and the laws guiding Yobe State and Hisbah Commission are hereby strictly prohibited. Owners and operators of event centres are hereby strongly urged to adhere strictly to this directive in order to avoid sanctions.

Furthermore, the Hisbah Commission reiterates the existing Hisbah regulations, including prohibitions on reckless driving during celebrations, inappropriate mixing between men and women (especially among youths), and night gatherings deemed inconsistent with Islamic moral teachings.

The Executive Chairman, Dr. Yahuza Hamza, called on community leaders, parents, youth groups, and other stakeholders to support the directive and ensure compliance. The Commission also appreciated the cooperation of residents and encouraged continued commitment to peace, morality, and lawful conduct.

YOBE HISBAH EXECUTIVE CHAIRMAN EXTENDS RAMADAN GREETINGS TO THE MUSLIM UMMAH

The Chairman of the Yobe State Hisbah Commission, Dr. Yahuza Hamza Abubakar felicitates with the entire Muslim Ummah on the commencement of the blessed month of Ramadan.

Ramadan is a sacred period of fasting, reflection, self-discipline, and increased devotion to Allah (SWT). It is a time to strengthen faith, promote peace, uphold moral values, and extend kindness, compassion, and support to one another - especially the less privileged.

As we observe this holy month, the Yobe Hisbah Executive Chairman calls on individuals and communities to adhere to the teachings of Islam, maintain good conduct, promote unity, and respect the sanctity of Ramadan in all aspects of life.

1. Reckless driving and over speeding with vehicles and tricycles during Sallah and wedding celebrations.
2. Intermingling of males and females in public transportation and gatherings
3. Isolated discussions between male and female conducted in a manner that contradicts the teachings of Islam.

All residents and visitors are urged to observe these directives strictly in order to maintain peace, safety, and uphold the Islamic values of our society.

IMPORTANT NOTICE FROM THE YOBE STATE HISBAH COMMISSION

The Yobe State Hisbah Commission wishes to inform the public and issue a warning regarding activities that contradict the teachings of Sharia. Among the matters the Commission is cautioning against are:

1. Reckless driving or moving in vehicles, especially in public during weddings or Sallah celebrations.

2. Physical interaction between men and women on vehicles, particularly on Keke Napep, motorcycles, or at public gatherings.

3. Private conversations under the pretext of chatting between men and women, especially in ways that Sharia does not approve.

This directive comes from the office of the State Commander of the Hisbah Commission, Dr. Muhammad Yawudi Kale, with the approval of the Chairman of the Yobe State Hisbah Commission, Dr. Yahuza Hamza Abubakar.

The Hisbah Commission calls on parents and the wider community to support the enforcement of these rules in order to preserve the moral upbringing of our children.

Hukumar Hisbah ta Jihar Yobe, tana sanar da al'umma tare da gargadi kan abubuwa da s**a saba wa koyarwar Shari'a. Daga cikin abubuwan da Hukumar take gargadi sun hada da:

1. Guje-guje a ababen hawa, musamman a cikin jama’a a lokutan bukukuwa na aure ko sallah.

2. Cakuduwa tsakanin Maza da Mata a kan abin hawa, musamman Keke Napep, Babur ko a wuraren taro.

3. Kebancewa da sunan hira tsakanin Maza da Mata. Musamman a tsarin da Shari'a bata amince ba.

YOBE STATE HISBAH COMMISSION HOLDS MEETING WITH HEADQUARTER VOLUNTEERS

The Yobe State Hisbah Commission today convened a meeting with its State Headquarter Volunteers, aimed at enlightening them on the objectives, vision, and operational goals of the Commission, as well as preparing them for forthcoming assignments and responsibilities.

The meeting was presided over by the Hisbah State Commandant, Dr. Muhammad Yauwdi Kale, alongside the Director of Operations, Dr. Suleiman Kawuwa, and the Director of Finance and Supply, Alhaji Mohammed Gaji.

In his opening address, the State Commandant delivered an extensive and insightful explanation on the concept, mandate, and philosophy of Hisbah. He emphasized that Hisbah is fundamentally anchored on moral guidance, social reform, and community service, stressing that all volunteers must embody good character, discipline, and moral uprightness at all times, as they represent the image and values of the Commission.

Dr. Suleiman Kawuwa, the Director of Operations, further enlightened the volunteers on the nature of Hisbah activities, reiterating that the service is purely voluntary and driven by sincerity, sacrifice, and the desire to serve humanity for the sake of Almighty Allah alone. He noted that no material reward can adequately compensate the sacrifices made by Hisbah volunteers, except divine reward.

He also highlighted the numerous achievements recorded by the Yobe State Hisbah Commission since its establishment, revealing that over a thousand cases have been successfully resolved through guidance, mediation, and lawful interventions.

On operational strategy, he explained that Hisbah operations are always timely, calculated, and intelligence-driven, with the primary aim of curbing social vices and preventing criminal activities rather than conducting indiscriminate raids or arrests without meaningful outcomes.

Contributing, the Director of Finance and Supply, Alhaji Mohammed Gaji, urged volunteers to remain God-fearing, committed, and steadfast in the discharge of their duties. He emphasized that societal change begins with individual reform, noting that a morally upright volunteer is the strongest tool in cleansing the community of social vices.

The interactive session concluded the meeting, allowing volunteers to ask questions, seek clarifications, and make valuable contributions toward strengthening the Commission’s operations and impact.

Although unavoidably absent due to another official engagement, the Executive Chairman of the Yobe State Hisbah Commission, Dr. Yahuza Hamza Abubakar, conveyed his profound appreciation to the volunteers for their readiness, dedication, and selfless service, despite the voluntary nature of their work. He assured them that the Commission, under his leadership, fully recognizes and values their remarkable contributions and is taking concrete steps toward improving their welfare and ensuring the provision of necessary operational tools and support.

The meeting reaffirmed the Commission’s commitment to moral reorientation, community safety, and effective collaboration with its volunteers in building a disciplined and morally upright society in Yobe State.

Hukumar Hisbah ta Jihar Yobe ƙarƙashin jagorancin Shugabanta, Dr. Yahuza Hamza Abubakar, ta samu nasarar haɗa Kyari Brah, yaro ɗan shekara 12, da iyayensa Ya-Melem da Malam Brah, bayan fiye da shekara guda yana nesa da gida.

Kyari, wanda asalinsa daga ƙauyen Mandamari a Degaltura/Ngamzai Ward na Ƙaramar Hukumar Yunusari, an tura shi Maiduguri a Jihar Borno domin yin karatun Tsangaya. Daga baya ya gudu ya taho Damaturu a ƙafa, inda wata baiwar Allah mai suna Malama Hauwa, wadda take a Waziri Ibrahim, ta karɓe shi tsawon kusan shekara guda saboda ba a iya gano iyalansa ba.

Bayan samun rahoton lamarin, Shugaban Hukumar Hisbah ta Jihar Yobe, Dr. Yahuza Hamza Abubakar, ya bayar da umarnin cewa dole ne a nemo iyalin yaron. Duk da cewa Kyari da farko ya ce daga Geidam LGA yake, Daraktan Ayyukan (Operations) na Hukumar Hisbah, Dr. Suleiman Kawuwa, ya jagoranci tawaga zuwa Geidam domin aiwatar da umarnin Shugaban Hukumar. YOBE STATE HISBAH COMMISSION REUNITES MISSING 12-YEAR-OLD WITH HIS FAMILY...

The Yobe State Hisbah Commission under the able leadership of its Executive Chairman Dr. Yahuza Hamza Abubakar has successfully reunited 12-year-old Kyari Brah with his parents, Ya Melem and Malam Brah, after almost a year away from home.

Kyari, who hails from Mandamari village in Degaltura / Ngamzai Ward of Yunusari LGA, was originally sent to Maiduguri, Borno State, for Tsangaya studies. He later fled and trek to Damaturu, where he was taken in by a kind-hearted woman, Malama Hauwa, at Waziri Ibrahim for almost a year as efforts to trace his family were unsuccessful.

Upon receiving the report, the Executive Chairman of the Yobe State Hisbah Commission, Dr. Yahuza Hamza Abubakar, directed that the boy’s family must be located. Although Kyari initially said he was from Geidam LGA, the Hisbah Director of Operations, Dr. Suleiman Kawuwa, led a dedicated team to Geidam to carry out the Chairman’s mandate. With the support of the Hisbah Geidam Command, the team worked tirelessly until Kyari’s true home and family were finally found.

Today, Kyari has been joyfully reunited with his parents, who had almost lost hope of ever seeing him again.

This achievement highlights that the Yobe State Hisbah Commission goes far beyond combating social vices. In a society affected by conflict and displacement, our mission also includes locating, protecting, and reuniting unaccompanied children with their families.

The Executive Chairman of the Commission said, "Reuniting someone with their loved ones is a noble duty, and this success stands as one of our proudest achievements."

An gudanar da wannan samame ne kwana daya kafin kasuwar mako-mako na garin.
Sannan an k**a mata uku da namiji ɗaya da ake zargi su ne masu kayan da aka ƙwace.

Hakazalika, a wani samame daban da aka gudanar a cikin garin Damaturu, jami’an Hisbah sun kuma k**a katon biyu wanda yake kunshe da kwaya 2,400 na Super Bien Diamond Rubber Solution, wanda aka fi sani da Sholisho, wani sinadari da ake yawan amfani da shi ta hanyar da ba ta dace ba.

A lokacin samamen, wanda ake zargi da mallakar kayan ya yi ƙoƙarin gudu tare da nuna ƙarfi da wuƙa, amma jami’an Hisbah sun nuna ƙwarewa s**a kuma tabbatar da kwace kayan da aka haramta.

The Executive Chairman of the Yobe State Hisbah Commission, Dr. Yahuza Hamza Abubakar, led a high-powered delegation on courtesy visits to the Emirs of Damaturu, Gujba, and Jajere as part of the Commission’s continuous engagement with traditional institutions across the state.

The visits focused on strengthening collaboration, seeking royal blessings, and enhancing community-based conflict resolution.

The engagement tour began at the Palace of the Emir of Damaturu, His Royal Highness Alhaji Dr. Shehu Hashimi II Ibn Umar El-Amin El-Kanemi.

Dr. Yahuza Hamza, commended the Emirate for its long-standing contributions to promoting Shari’a principles, Islamic values, and social stability in Yobe State. He also requested the integration of the Emirate’s Zauren Sulhu into Hisbah’s Directorate of Alternative Dispute Resolution (ADR), explaining that both systems share the same purpose of peacebuilding, justice, and mediation.

In his remarks, the Emir expressed appreciation for the visit and reflected on the introduction of Shari’a over two decades ago, noting that early misconceptions caused misunderstandings among the public. He clarified that Hisbah is not meant for indiscriminate arrests or raids, but for guiding and reforming individuals through moral education and positive transformation.
He assured full support for the integration of the Zauren Sulhu into the Hisbah ADR Directorate and urged the Commission to remain honest, diligent, fair, and just.

He also lamented the rise of social problems linked to parental neglect and called for stronger family responsibility.
The Emir commended Governor Mai Mala Buni, CON, for his visionary leadership, describing Hisbah’s establishment and support as a major step toward building a society free of social vices.

The delegation then visited the Emir of Gujba, His Royal Highness Alh. Dr. Mai Mukhtar Ibn Ali Gangaran.

The Hisbah Executive Chairman, reiterated the mission of seeking royal guidance and requested the integration of Gujba Emirate’s Zauren Sulhu into Hisbah’s ADR Directorate.

The Emir thanked the Hisbah leadership for the visit and praised their commitment to promoting moral discipline. He urged Hisbah officers to uphold honesty, fairness, and courage, stressing that no one should be above the law.

He expressed concern over the declining behaviour of youths and encouraged Hisbah to intensify their efforts in restoring societal values, assuring the Commission of his full support.

The final visit was to the Emir of Jajere, His Royal Highness Alh. Mai Hamza Buba Ibn Isah Mashio.

Dr. Yahuza Hamza, again sought royal collaboration and proposed the integration of the Jajere Emirate’s Zauren Sulhu into the Hisbah ADR system.

The Emir emphasized the critical role of youths as the backbone of any society and warned that communities that lose their young people to negative behaviours become weakened.

His Highness, noted that social vices are now more widespread than in past decades and called on both parents and community leaders to work together to safeguard the moral wellbeing of children.
He urged the Hisbah Commission to remain tireless and dedicated in fulfilling its mandate.

The Emirs of Damaturu, Gujba, and Jajere, together with the Hisbah Executive Chairman, expressed deep appreciation to His Excellency Governor Mai Mala Buni, CON, for establishing the Hisbah Commission and providing it with unwavering support.
