The Executive Chairman of the Yobe State Hisbah Commission, Dr. Yahuza Hamza Abubakar, led a high-powered delegation on courtesy visits to the Emirs of Damaturu, Gujba, and Jajere as part of the Commission’s continuous engagement with traditional institutions across the state.
The visits focused on strengthening collaboration, seeking royal blessings, and enhancing community-based conflict resolution.
The engagement tour began at the Palace of the Emir of Damaturu, His Royal Highness Alhaji Dr. Shehu Hashimi II Ibn Umar El-Amin El-Kanemi.
Dr. Yahuza Hamza, commended the Emirate for its long-standing contributions to promoting Shari’a principles, Islamic values, and social stability in Yobe State. He also requested the integration of the Emirate’s Zauren Sulhu into Hisbah’s Directorate of Alternative Dispute Resolution (ADR), explaining that both systems share the same purpose of peacebuilding, justice, and mediation.
In his remarks, the Emir expressed appreciation for the visit and reflected on the introduction of Shari’a over two decades ago, noting that early misconceptions caused misunderstandings among the public. He clarified that Hisbah is not meant for indiscriminate arrests or raids, but for guiding and reforming individuals through moral education and positive transformation.
He assured full support for the integration of the Zauren Sulhu into the Hisbah ADR Directorate and urged the Commission to remain honest, diligent, fair, and just.
He also lamented the rise of social problems linked to parental neglect and called for stronger family responsibility.
The Emir commended Governor Mai Mala Buni, CON, for his visionary leadership, describing Hisbah’s establishment and support as a major step toward building a society free of social vices.
The delegation then visited the Emir of Gujba, His Royal Highness Alh. Dr. Mai Mukhtar Ibn Ali Gangaran.
The Hisbah Executive Chairman, reiterated the mission of seeking royal guidance and requested the integration of Gujba Emirate’s Zauren Sulhu into Hisbah’s ADR Directorate.
The Emir thanked the Hisbah leadership for the visit and praised their commitment to promoting moral discipline. He urged Hisbah officers to uphold honesty, fairness, and courage, stressing that no one should be above the law.
He expressed concern over the declining behaviour of youths and encouraged Hisbah to intensify their efforts in restoring societal values, assuring the Commission of his full support.
The final visit was to the Emir of Jajere, His Royal Highness Alh. Mai Hamza Buba Ibn Isah Mashio.
Dr. Yahuza Hamza, again sought royal collaboration and proposed the integration of the Jajere Emirate’s Zauren Sulhu into the Hisbah ADR system.
The Emir emphasized the critical role of youths as the backbone of any society and warned that communities that lose their young people to negative behaviours become weakened.
His Highness, noted that social vices are now more widespread than in past decades and called on both parents and community leaders to work together to safeguard the moral wellbeing of children.
He urged the Hisbah Commission to remain tireless and dedicated in fulfilling its mandate.
The Emirs of Damaturu, Gujba, and Jajere, together with the Hisbah Executive Chairman, expressed deep appreciation to His Excellency Governor Mai Mala Buni, CON, for establishing the Hisbah Commission and providing it with unwavering support.

The Yobe State Hisbah Commission reaffirms its commitment to peacebuilding, moral discipline, youth guidance, community harmony, and strengthening partnerships with traditional institutions.
