TRANSMISSION OF EXECUTIVE SPONSORED BYE-LAWS
Over the last three years, the council leadership has understudied the system and identified bottlenecks that, with the appropriate legal framework in form of bye-laws, will be solved to increase efficiency in service delivery for our people.
It is in this thinking, therefore, that the local government has drafted and transmitted five (5) bye-laws for the incoming legislative council’s consideration as follows:
1. Bye-law for Blood testing for prospective couples
2. Bye-law for regulation of community schools in Kaduna North Local Government Area
3. Bye-law for the Establishment of Kaduna North Health Endowment Fund
4. Bye-law for the regulation of business activities of metal scrap dealers in Kaduna North Local Government Area
5. Bye-law for the Establishment of Kaduna North Local Government Chairman’s Cup football competition
It is our hope that, if passed, these executive sponsored bills will make the job of the incoming council leadership much more efficient; which will ultimately be to the benefit of the good people of Kaduna North Local Government Area.

COMMISSIONING OF ALH NUHU BAMALLI (MAGAJIN GARIN ZAZZAU) SECRETARIAT
The council, led by the Honorable Commissioner of Local Government and Chieftaincy Affairs Hon Sadiq Mamman Lagos played host to His Royal Highness, the 19th Emir of Zazzau, Ambassador Ahmed Nuhu Bamalli for the commissioning of its newly rehabilitated and renamed secretariat, ALH NUHU BAMALLI (MAGAJIN GARIN ZAZZAU) secretariat.
The rehabilitated secretariat, funded from the proceeds of sale of some non-essential local government assets, is part of the legacy projects completed just in time before the tenure of the council leadership elapses.

END OF COUNCIL’s TENURE PRESENTATION
It was a historic and momentous day for the council today, 14th October 2024, when the council chairman Honorable Muktar Baloni was able to make a presentation on behalf of the council’s leadership of all achievements recorded, challenges faced, and recommendations to solving the challenges faced during their time in council from November 2021 till October 2024.
Attendees included all members of the local government security committee, all members of the local government executive council, Kaduna State Government MDAs, members from the civil society space, as well as members of the press.
There were insightful and interesting takeaways for all the participants of this history making event indeed.

OCTOBER COUNCIL/F&GPC MEETING
The council held its monthly statutory Council/F&GPC meeting today, 8th October 2024.
Among highlights of the meeting was the adoption of transition and handover notes submitted by the various heads of units and departments in Kaduna North Local Government Council.

UNWINDING OF KADUNA NORTH HEALTHCARE ENDOWMENT FUND
The council had a ceremony to unwind the healthcare endowment fund program today, 7th October 2024, at the primary healthcare center in Ungwan Shanu.
Key highlights of the event included the presentation of the Director General of Kaduna Contributory Healthcare Management Authority (KADCHMA), the Executive Secretary of Kaduna State Primary Healthcare Board, the District Head of Kawo that was ably represented by the Village Head of Ungwan Kanawa, as well as the council vice chairman and council vice chairman.
It was highlighted that a total of 9,098 beneficiaries had been covered between the period of December 2021 and September 2024, while a total of N24,412,462 has been spent; representing an average spend of N2,683 naira per beneficiary.

The Council received an August visitor on the last day of September 2024!
Hon Mohammed Bello El-Rufai paid a visit to the council leadership at the secretariat on a social-working visit; where issues of mutual interests were discussed.
The council is ever grateful to have a partner in progress as we work together towards representing the people of Kaduna North Local Government Area in the most ideal way.

REHABILITATION OF CJTF OFFICE IN KABALA WARD
The council is pleased to announce that rehabilitation work has been completed on the security outpost of the Coalition Joint Taskforce (CJTF) in Kabala Ward.
Provision of solar security lights, rehabilitation of the existing borehole water system, replacement of worn out roofing sheets, general re-plastering and re-painting, as well as replacement of electrical fittings all formed part of the scope of work that was carried out.
A conducive security outpost that will lead to safer neighborhoods in Kaduna North Local Government Area remains a key priority for the council.

UPDATE ON EDUCATIONAL PROJECTS: REHABILITATION OF LGEA KIGO ROAD AND REHABILITATION OF TOILETS AT LGEA BADARAWA
The council is pleased to inform the public that work has been completed on the rehabilitation of LGEA Kigo Road and rehabilitation of the toilets at LGEA Badarawa.
These works are part of a wider scope of work that the council is embarking upon in making sure that the pupils in LGEAs of Kaduna North have a most conducive learning atmosphere.
Work is also about to commence in LGEA Malali and LGEA Katsina Road for the reconstruction of the failed part of fencing and rehabilitation of a structurally weak classroom block respectively.

DISCLAIMER: COUNCIL NOT PLANNING ON SELLING ANY LGEA SCHOOL IN KADUNA NORTH LOCAL GOVERNMENT
The council has observed,with utter disappointment, how false news have been going around about its purported intention to sell some LGEA schools within the Doka District of Kaduna North Local Government Area.
To set the records straight, the council has been implementing the merger of schools into “Basic 9” schools as contained in the School Disarticulation Policy that was directed by the Human Capital Development Council of the Kaduna State Government in the year 2020; directing that all primary schools located within the same premises be merged, alongside establishing a new junior secondary school (Basic 7 to 9) or merging them with an existing junior secondary school nearby.
Interestingly, the policy directive as stated above was mainly driven by the Kaduna State Ministry of Education, that galvanized other educational stakeholders like the Local Government Education Authorities to key into it at the time.
For the avoidance of any doubt, the merger of schools was implemented by merging the then LEA Kigo Road and LEA Constitution Road; which are located within the same premises and already being encroached by various roadside businesses, into LEA ABS1 and LEA Doka Girls, which are also located in the same premises, and re-named as LEA Kigo Road after a comprehensive rehabilitation of the newly merged school that will run a Basic 9 program as directed.
The council had resolved to convert the old premises of the former LEA Kigo Road and LEA Constitution Road into a “Kigo Road Neighborhood Center” that will have a CJTF Security Outpost, a Healthcare Clinic to serve residents of Kigo New Extension and Kabala Costain area, a Skill Acquisition Center, as well as regularizing the continued stay of these roadside businesses that had encroached the premises of the former schools by making them pay a token annual lease sum for a period of five (5) years; a plan that is currently being implemented.
The renaming and establishment of LEA Doka was as a result of the merging of LEA Gwari Road, LEA Muri Road, and LEA Lagos Street; that were all located in the same premises. The relocation was done by moving the pupils of the three previous schools into the block that housed the previous LEA Lagos Street, leaving the buildings housing LEA Gwari Road and LEA Muri Road vacant; with the council hoping that the Kaduna State Government will convert it into a more suitable educational facility like a girls’ section of the current Basic Education School, Doka (Doka Boys), in order to turn it into a co-ed (unisex) primary and secondary school.
It is therefore disheartening to observe the circulation of a purported letter allegedly authored by the Honorable Commissioner of Education, Kaduna State, directing the council for a reversal of the merger, as if the ministry is not aware of such a policy directive.
At this point, the general public should note that, according to the constitution of the federal republic of Nigeria (1999), the Kaduna State Education Law (2005), and the Kaduna State Local Government Law (2021): the Kaduna North Local Government Council does not answer to the Kaduna State Ministry for Education, nor does it take directives from the ministry. There are proper laid down channels of communication as laid down in the constitution and the above quoted laws of getting in touch with the local government council, which were flagrantly disregarded by the ministry in order to achieve an alleged political goal of defaming the council leadership’s character.
It will be a sad development indeed, if true, that the Kaduna State Ministry of Education being one of the main pillars of education administration in Kaduna State has been reduced to a political tool by some unseen political actors and, in the process, is becoming a saboteur to its own self in the educational reforms and entrenchment of qualitative education in Kaduna State as championed by the amiable and tireless Kaduna State Governor, His Excellency, Senator Mal Uba Sani.
The council remains resolute in its pursuit of ensuring that it remains a key stakeholder in reforming the basic education system for the betterment of all in Kaduna North Local Government Area in particular, and Kaduna State in general; and will not allow itself to loose focus by being distracted by mischievous political elements.

REHABILITATION OF BOREHOLES AT UNGWAN YERO, BADARAWA/MALALI WARD
The council is pleased to publicize the complete rehabilitation of some select community boreholes located in Ungwan Yero, Badarawa/Malali Ward.
Some of the locations of the boreholes rehabilitated include the borehole in late Mai-Angwa Jakuwa area, the borehole in Mai Angwa Ishaya area, the borehole in Kofar Gidan Dakaci, and the borehole located on
Layin Cocin area.
This is in response to requests by residents of Ungwan Yero community for the council to intervene and rehabilitate the boreholes so as to improve their access to clean, potable water.

EDUCATIONAL PROGRAMS & PROJECTS AT THE COUNCIL
Earlier today, the Kaduna North Local Government Education Committee, ably led by Imam Nuruddeen Muh’d Mujaheed took delivery and distributed learning aids and instructional materials to the various LEA schools in Kaduna North Local Government. This is part of preparations made by the council to ensure that our primary schools are well equipped to a deliver a high quality teaching experience to our young pupils.
Also today, the council’s Special Adviser on Youth Matters, Shamsu Mejama'a and the Special Assistant on Special Duties, Mal Ashiru Mai Kilishi, were on hand to register the successful youths that applied for the skill acquisition program at Federal Ministry of Labor and Productivity Center.
