THREE YEARS OF TRANSFORMING KADUNA STATE

Governor Uba Sani’s Record of Progress, Inclusion, and Impact

Leadership is best measured by the positive change it brings to people's lives. Three years into his administration, Governor Uba Sani has delivered far-reaching reforms that are improving security, expanding opportunities, strengthening institutions, and enhancing the quality of life across Kaduna State.

Security & Peacebuilding

- Introduced the Kaduna Peace Model, a people-centred approach that prioritises dialogue, reconciliation, and community engagement.
- Restored peace in previously troubled areas, including Birnin Gwari, Giwa, Igabi, and Southern Kaduna, enabling displaced residents and farmers to safely return home.
- Earned national recognition from the Office of the National Security Adviser (ONSA) as a model for conflict resolution.

Healthcare

- Upgraded all 255 Primary Healthcare Centres to Level II status, making Kaduna the first state in Nigeria to achieve this feat.
- Completed the long-abandoned 300-bed Specialist Hospital and commenced the rehabilitation of 20 General Hospitals.
- Consistently allocated at least 15% of the state budget to healthcare, meeting the Abuja Declaration target.
- Reopened 222 Primary Healthcare Centres previously closed due to insecurity.

Education

- Reduced the number of out-of-school children from about 550,000 to 187,320.
- Built and renovated over 600 classrooms, established 60 new secondary schools, and reopened 162 schools affected by insecurity.
- Reduced tuition fees by 50% in state-owned tertiary institutions and cleared ₦407 million in outstanding foreign tuition obligations.

Agriculture

- Increased agricultural funding from ₦1.48 billion in 2023 to over ₦100 billion in 2026, surpassing the 10% Malabo Declaration benchmark.
- Distributed 900 truckloads of free fertiliser to more than 240,000 smallholder farmers and subsidised inputs for commercial farmers.
- Launched the Special Agro-Industrial Processing Zone (SAPZ) to drive investment and agricultural value addition.

Infrastructure

- Completed and initiated over 150 road projects covering more than 1,400 kilometres across all 23 local government areas.
- Connected underserved communities through strategic road projects, including a landmark 35-kilometre road serving 76 farming communities in Igabi, Kajuru, and Chikun.

Water Resources

- Declared a State of Emergency in the water sector and restored access to clean water for over 1.5 million residents.
- Cleared salary arrears owed to KADSWAC staff and stabilised the workforce to support institutional recovery.
- Settled electricity debts, restored operations at water treatment facilities, and launched a long-term investment programme to expand water supply infrastructure.

Economy, Investment & Revenue

- Attracted more than $3.51 billion in domestic and foreign investments.
- Increased Internally Generated Revenue (IGR) from ₦62 billion to over ₦71 billion.
- Improved Kaduna State’s ranking from 8th to 2nd nationally in the Ease of Doing Business Index.

Social Welfare & Youth Empowerment

- Provided free CNG-powered transportation to over 1.4 million passengers, saving residents more than ₦1.39 billion in transport costs.
- Paid over ₦17.8 billion in pensions, gratuities, and death benefits.
- Established three Institutes of Vocational Training and Skills Development with the capacity to train 32,000 youths annually.

Building a Stronger Kaduna

Three years of purposeful leadership have delivered safer communities, better healthcare and education, improved infrastructure, stronger economic growth, and greater opportunities for citizens. Through inclusive governance and sustainable development, Governor Uba Sani is laying a solid foundation for a more prosperous Kaduna State.

Uba Sani Invests Over N1 Billion in Scholarships, Student Welfare in Three Years

The Kaduna State Government has disclosed that Governor Uba Sani’s administration has invested over N1 billion in scholarships, student loans and educational support programmes within the last three years, significantly expanding access to higher education and easing the financial burden on students across the state.

The Honourable Commissioner for Information and Culture, Malam Ahmed Maiyaki, made the disclosure while interacting with journalists in Kaduna, describing education as a key pillar of Governor Uba Sani’s human capital development agenda.

According to the Commissioner, one of the administration’s landmark interventions was the signing of an Executive Order reducing tuition fees by 50 per cent across all Kaduna State-owned tertiary institutions, a move aimed at making higher education more affordable and accessible to students from diverse socio-economic backgrounds.

Maiyaki revealed that the state government has spent N493.27 million on overseas scholarships for 42 students pursuing studies in critical fields such as medicine, computer science, cybersecurity, engineering and other strategic disciplines.

He further disclosed that N425.52 million has been disbursed in local scholarships to indigent students studying in tertiary institutions across the country. In addition, the administration has committed N105 million to its student loan scheme, while N27.25 million was released to support law graduates with registration fees for the Nigerian Law School.

The Commissioner said the combined impact of the tuition fee reduction, scholarship awards and student loan programmes reflects Governor Uba Sani’s commitment to removing financial barriers to education, strengthening human capital development and creating opportunities for the next generation of leaders and professionals in Kaduna State.

He added that the administration’s investments in education are aimed at building a skilled workforce capable of driving innovation, economic growth and sustainable development, while ensuring that no deserving student is denied access to higher education due to financial constraints.

Providing further details, the Executive Secretary of the Kaduna State Scholarship and Loans Board, Professor Yahaya Saleh Ibrahim, said the scholarship programme has benefited over 21,106 students studying in more than 40 higher institutions, including federal and state universities, polytechnics, monotechnics, colleges of education, colleges of health technology and nursing schools.

“The Kaduna State Scholarship Scheme under Governor Uba Sani has witnessed unprecedented growth and transformation over the last three years. Kaduna became the first state in Nigeria to provide not only scholarships but also student loans, expanding access to higher education for thousands of young people,” Prof. Ibrahim said.

He noted that Kaduna State has emerged as a national model in educational support by becoming the first state in Nigeria to operate both scholarship and student loan schemes on a broad scale.

“What makes the initiative even more remarkable is its flexible repayment structure, which allows beneficiaries to choose repayment plans that suit their circumstances, ensuring they can pursue their education without the fear of overwhelming financial burdens,” he stated.

The impact of the programme is already being felt by beneficiaries across the state. A student of the Department of Geography at Kaduna State University (KASU), Al’Ameen Abdul Waheed, expressed gratitude to the state government for the support, describing the scholarship scheme as a lifeline for many students and their families.

“My parents and I no longer have to worry about paying my tuition fees because I know the Kaduna State Scholarship Scheme will support my education. This has lifted a huge burden from my family, and I am truly grateful for the opportunity,” he said.

Uba Sani Signs 3 Landmark Laws to Transform Energy, Agriculture, and Climate Governance in Kaduna

The Kaduna State Government has described the signing of three strategic laws by Governor Senator Uba Sani, CON, as a major milestone in the State’s drive to accelerate economic growth, strengthen institutions, and promote sustainable development.

In a statement issued by the Honourable Commissioner for Information and Culture, Malam Ahmed Maiyaki, the Government said the newly enacted Kaduna State Electricity Law, 2026, Kaduna State Agricultural Development Fund (KADFund) Law, 2025, and Kaduna State Climate Change Advisory Board Law, 2026 provide a comprehensive framework for transforming the State’s energy, agriculture, and environmental sectors.

Speaking on the development, Deputy Chief of Staff, Legal and Legislative Matters to the Governor, Dr. Mustapha Musa, described the three laws as one of Kaduna State’s most transformative governance reform packages, aimed at expanding energy access, accelerating agricultural growth, strengthening climate resilience, and driving sustainable economic development through strong institutions.

The Kaduna State Electricity Law, 2026 establishes the Kaduna State Electricity Regulatory Commission to oversee electricity generation, transmission, distribution, and supply within the State, while creating opportunities for private-sector investment, renewable energy development, and improved access to electricity.

The KADFund Law, 2025 creates a dedicated financing mechanism to support farmers, cooperatives, agribusinesses, and agricultural value-chain actors through grants, soft loans, technical assistance, and investments in critical infrastructure aimed at boosting food security and agricultural productivity.

Similarly, the Kaduna State Climate Change Advisory Board Law, 2026 establishes a state-level framework for climate action, environmental sustainability, climate finance mobilization, and the integration of climate considerations into development planning, reinforcing Kaduna’s commitment to sustainable development.

Maiyaki said the three laws collectively underscore the administration’s vision of building resilient institutions capable of driving inclusive growth, attracting investment, expanding opportunities, and delivering lasting benefits to citizens.

He noted that the landmark legislations reflect Governor Uba Sani’s commitment to laying the foundations for a prosperous, sustainable, and competitive Kaduna State through electricity sector reform, agricultural transformation, and climate-responsive governance.

According to him, the reforms establish the institutional framework needed to strengthen food security, improve living standards, and position Kaduna as a model for innovation, sustainable development, and effective subnational governance.

Kaduna Showcases Skills Development Reforms at Regional Apprenticeship Conference

Kaduna State has reaffirmed its commitment to building a skilled, competitive, and future-ready workforce at the 3rd Annual Regional Conference of the Sub-Saharan Africa Skills and Apprenticeship Stakeholders Network (SASASNET) held in Abuja.

Representing Governor Uba Sani, the Deputy Governor, Hadiza Sabuwa Balarabe, highlighted the state's bold investments in skills development, workforce readiness, and talent cultivation.

Key highlights include:

- Kaduna conducted one of the most comprehensive Skills Gap Assessments by any sub-national government in Nigeria, identifying critical gaps between industry needs and available technical skills.

- The findings have shaped an ambitious skills development agenda aimed at creating one of Nigeria’s strongest talent pipelines.

- A Skills Development Council, chaired by Governor Uba Sani, has been established to provide strategic leadership for workforce development.

- The state has established an industry-focused vocational institute with campuses across Kaduna State’s three senatorial zones, with the capacity to train approximately 32,000 skilled workers annually.

- Kaduna is also developing a comprehensive Skills and Talent Development Policy to provide a sustainable framework for skills acquisition and workforce growth.

Dr. Balarabe described the conference theme, “Scaling Apprenticeship for Decent Work in Quest for Quality Skills Development in the Informal Economy,” as timely, noting that the informal sector remains a major source of employment and livelihoods across Africa.

She emphasized the need to support artisans and skilled workers with certification, training opportunities, and pathways to finance and formal employment.

The conference also featured remarks from Nigeria’s Minister of Education, Morufu Olatunji Alausa, who described skills development as a critical driver of economic growth, social inclusion, and national prosperity.
