COMPREHENSIVE SCORECARD REPORT ON PRIMARY HEALTH CARE UNDER THE ADMINISTRATION OF HIS EXCELLENCY, MALAM DIKKO UMAR RADDA, PhD

INTRODUCTION

Since assuming office in May 2023, the administration of His Excellency, Malam Dikko Umar Radda, PhD, has demonstrated remarkable political will and strategic commitment towards revitalizing the Primary Health Care (PHC) system in Katsina State.

Recognizing healthcare as a critical pillar for human capital development, economic productivity, and social wellbeing, the administration prioritized large-scale investments in healthcare infrastructure, human resources for health, maternal and child healthcare, nutrition interventions, disease outbreak preparedness, healthcare logistics, emergency response systems, and institutional health systems strengthening.

Through the Katsina State Primary Health Care Agency (SPHCA), and in collaboration with development partners including UNICEF, WHO, GAVI, CHAI, CDC, AFENET, NPHCDA, and other stakeholders, the administration implemented transformative interventions across the 34 Local Government Areas of the State.

The achievements recorded between May 2023 and May 2026 represent one of the most ambitious and comprehensive PHC transformation agendas in the history of Katsina State.

MAJOR ACHIEVEMENTS

1. Massive Recruitment and Engagement of Frontline Health Workers

One of the landmark achievements of the administration was the strategic recruitment and engagement of frontline healthcare workers aimed at addressing critical human resource gaps within PHC facilities across the State.

The administration supported:

- Recruitment of 1,020 frontline healthcare workers into permanent employment
- Engagement of 34 locum medical doctors
- Engagement of over 300 midwives under the Basic Health Care Provision Fund (BHCPF)
- Engagement of over 300 female Community Health Extension Workers (CHEWs) under the MSS/SURE Programme
- Engagement of 438 frontline healthcare workers under the GAVI PHC Health Systems Strengthening Programme

These strategic recruitments significantly improved:

- Availability of skilled birth attendants
- Maternal and child healthcare services
- Routine immunization coverage
- Emergency response capacity
- Community-based healthcare delivery
- Staffing of rural and hard-to-reach PHC facilities
- Equitable workforce distribution across the State

The administration also ensured regular payment of salaries and stipends for healthcare workers engaged under various government and partner-supported programmes.

2. Upgrade and Revitalization of Over 260 Primary Health Care Facilities

The administration embarked on the largest PHC revitalization programme in the history of Katsina State through the renovation, upgrade, and revitalization of over 260 PHC facilities across the State.

a. Infrastructural Upgrade and Rehabilitation

The revitalization programme covered:

- Construction and renovation of consultation rooms
- Rehabilitation of maternity units
- Expansion of outpatient departments
- Construction of waiting areas
- Rehabilitation of roofing systems
- Electrical and plumbing works
- Floor and wall tiling
- Painting and beautification
- Construction of perimeter fencing and gates

These interventions significantly improved the functionality, aesthetics, and service readiness of PHC facilities across Katsina State.

b. Provision of Modern Medical Equipment

The revitalized PHCs were equipped with modern medical equipment including:

- Hospital beds and mattresses
- Delivery beds
- Diagnostic equipment
- Examination couches
- Cold chain equipment
- Sterilization equipment
- Essential medical consumables
- Solar-powered equipment

This intervention substantially improved the quality of healthcare services and strengthened public confidence in government healthcare facilities.

c. Construction and Renovation of Staff Quarters

To improve staff retention and availability in rural communities, the administration constructed and renovated staff quarters in several PHC facilities.

This intervention resulted in:

- Improved healthcare worker retention
- Better emergency response during night hours
- Reduced absenteeism
- Improved continuity of healthcare services

d. Deployment of Tricycle Ambulances

The administration procured and deployed customized tricycle ambulances to improve emergency referral services, particularly in hard-to-reach communities.

The ambulances support:

- Emergency transportation of pregnant women
- Referral of critically ill patients
- Access to healthcare in difficult terrains
- Emergency maternal and child healthcare response

This initiative significantly reduced delays in accessing emergency healthcare services.

e. Provision of Water Supply and WASH Facilities

Recognizing the importance of Water, Sanitation and Hygiene (WASH) in healthcare delivery, the administration supported PHC facilities with:

- Solar-powered boreholes
- Overhead water tanks
- Water reticulation systems
- Improved sanitation facilities

These interventions strengthened infection prevention and control practices within healthcare facilities.

3. Strengthening Maternal, Newborn and Child Health Services

The administration significantly expanded maternal, newborn, and child healthcare services through:

- Engagement of ad hoc midwives
- Free Medicare initiatives
- Drug Revolving Fund support
- Improved antenatal care services
- Expanded immunization coverage
- Strengthening referral systems

These interventions contributed substantially to improved maternal and child health outcomes across Katsina State.

4. Nutrition and Malnutrition Response Interventions

Recognizing the burden of malnutrition and its impact on child survival, the administration implemented aggressive nutrition-specific and nutrition-sensitive interventions across the State.

a. Establishment of 60 Outpatient Therapeutic Programme (OTP) Sites

The administration established 60 additional Outpatient Therapeutic Programme (OTP) sites across vulnerable LGAs to improve treatment access for children with Severe Acute Malnutrition (SAM).

The OTP sites enhanced:

- Early detection of malnutrition
- Community-based treatment services
- Access to Ready-to-Use Therapeutic Food (RUTF)
- Referral services for complicated cases

b. Revitalization of 9 Stabilization Centres

The administration revitalized 9 Stabilization Centres to strengthen inpatient management of severe complicated malnutrition.

The upgraded centres now provide:

- Emergency nutrition care
- Clinical stabilization services
- Improved monitoring and recovery support

c. One Billion Naira Child Nutrition Matching Fund

The administration committed over ₦1 billion under the Child Nutrition Matching Fund initiative to scale up life-saving nutrition interventions for vulnerable children and pregnant women.

The investment supported:

- Procurement of nutrition commodities
- Expansion of nutrition treatment services
- Capacity building for frontline workers
- Strengthening community nutrition services

d. Distribution of Food Support to Vulnerable Households

The administration distributed over 90,000 bags of assorted grains (100kg each) to poor and vulnerable households across the State to address food insecurity and prevent worsening malnutrition.

e. Investment of Over ₦3 Billion in Nutrition and Malnutrition Response

The administration invested over ₦3 billion in nutrition interventions including:

- CMAM programme support
- Procurement of nutrition commodities
- Strengthening OTP and Stabilization Centres
- Community nutrition outreach
- Emergency nutrition response activities

These efforts positioned Katsina State among the leading states implementing large-scale nutrition interventions in Nigeria.

5. Expansion of Health Insurance Coverage for Vulnerable Populations

Under the GAVI PHC Memorandum of Understanding, the administration supported the enrollment of over 28,813 vulnerable persons into health insurance schemes across zero-dose LGAs.

This intervention improved access to affordable healthcare services for vulnerable and underserved populations.

6. Strengthening Routine Immunization and Outreach Services

The administration strengthened routine immunization and outreach services through:

- Procurement and distribution of 360 motorcycles to LGA and ward focal persons
- Solarization of cold chain infrastructure
- Strengthening outreach services in hard-to-reach communities
- Improved vaccine transportation logistics

These interventions significantly improved immunization coverage and reduced the number of zero-dose children across the State.

7. Disease Outbreak Preparedness and Emergency Response

The administration demonstrated strong commitment to disease outbreak preparedness and emergency response through:

- Cholera outbreak response interventions
- Measles outbreak response interventions
- Diphtheria outbreak response interventions
- Cerebrospinal Meningitis (CSM) outbreak response interventions
- Lassa fever response activities
- Strengthening disease surveillance systems
- Rapid response coordination mechanisms
- Provision of emergency medical supplies
- Infection prevention and control support activities

These interventions improved the State’s emergency preparedness and response capacity.

8. Strengthening Healthcare Governance and Coordination

The administration strengthened healthcare governance and coordination through:

- Construction and equipping of the PHC Coordination Centre
- Procurement and installation of a modern medical waste incinerator
- Engagement of independent PHC monitors
- Improved supervision and accountability systems
- Installation of biometric data capturing machines
- Enhanced programme monitoring mechanisms

These reforms improved healthcare governance, service delivery efficiency, and accountability across the PHC system.

9. Real-Time Monitoring of Healthcare Workers Attendance

The Government piloted a biometric attendance system that enables healthcare workers at Comprehensive Health Care Centres to electronically clock-in and clock-out during opening and closing hours.

This innovation significantly reduced absenteeism, improved accountability, and enhanced service delivery.

The system now serves as a scalable model for expansion to additional PHCs and other sectors within the State.

10. Strengthening Basic Health Care Provision Fund (BHCPF) Accountability

The State Government further strengthened the Terms of Reference for the State Oversight Committee and Local Government Oversight Committees.

Key reforms included:

- Inclusion of Civil Society Organizations (CSOs)
- Citizen feedback mechanisms through the Citizens’ Voice Strategy
- Timely information sharing with Local Government Chairmen following DFF disbursement
- Monthly payment of ₦19,810,000 to 283 BHCPF midwives
- Quarterly payment of ₦227,600,000 to 350 BHCPF PHCs under the BHCPF 2.0 Guidelines
- Upward review of facility allocations from ₦300,750 to:
- ₦800,000 for Tier I facilities
- ₦600,000 for Tier II facilities

The reforms empowered PHCs with resources to:

- Conduct minor infrastructural repairs
- Procure drugs and consumables
- Support ad hoc staffing
- Improve operational efficiency

The administration also secured approval from NPHCDA to expand BHCPF implementation to an additional 141 facilities, bringing the total number of benefiting PHCs to 491.

11. Human Resource for Health Optimization Through Continuous Capacity Building

On a quarterly basis, the SPHCA conducts training and retraining programmes for PHC workers across facility and LGA levels.

Training areas include:

- Management of common health conditions
- Leadership and management skills
- Patients’ rights and ethics
- Emerging healthcare innovations
- Global best practices in PHC delivery

These efforts align with the State’s commitment towards Universal Health Coverage (UHC) and the Sustainable Development Goals (SDGs).

12. Establishment of Rural Emergency Services and Maternal Transport System

As part of deliberate efforts to reduce maternal mortality, the administration introduced customized tricycle ambulances specifically designed for difficult terrains and underserved rural communities.

The ambulances are equipped to:

- Provide first-aid services during transit
- Support rapid emergency referrals
- Improve access to skilled maternal healthcare
- Reduce delays associated with reaching health facilities

This initiative aligns with the Federal Government’s Maternal and Neonatal Mortality Reduction Innovation Initiative under the Sector-Wide Approach (SWAp) and Health Sector Strategic Blueprint.

13. Domestication of Public Health Law

The administration prioritized the domestication of a State-specific Public Health Law aimed at revitalizing environmental health services in line with local realities.

Key milestones achieved include:

- Drafting, review, and validation processes conducted between 2021–2025
- Stakeholder engagement involving:
- State Assembly
- ALGON
- Health sector leadership
- Civil Society Organizations
- Traditional and religious leaders
- Media organizations

Following approval by His Excellency and vetting by the Ministry of Justice, pre-launch sensitization activities and development of implementation training modules were completed.

The interventions implemented under the administration of His Excellency, Malam Dikko Umar Radda, PhD, have resulted in:

- Improved access to quality healthcare services

‎MNTE CORRECTIVE SIA STATE FLAG-OFF CEREMONY

‎The Katsina State Primary Health Care Agency, in collaboration with UNICEF and other development partners, conducted a flag-off ceremony for the Maternal and Neonatal Tetanus Elimination (MNTE) campaign on 1st June 2026.

‎The Honourable Commissioner, State Ministry of Health, Hon. Musa Adamu Funtua, flagged off the campaign during the ceremony held in Kaita LGA of Katsina State.

‎The vaccination campaign will take place from 8th to 12th June 2026 across 12 LGAs of Katsina State — Baure, Charanchi, Daura, Dutsin-Ma, Ingawa, Jibia, Kaita, Kurfi, Mashi, Mani, Safana, and Sandamu — targeting women of childbearing age, 15 to 49 years.

The Katsina State Polio Emergency Operations Centre (EOC) was officially commissioned on behalf of President Bola Ahmed Tinubu, GCFR, as part of the activities marking his 3rd anniversary in office.

The state-of-the-art facility represents a major milestone in strengthening public health security, disease surveillance, outbreak preparedness, and emergency response coordination across Katsina State.

The EOC will play a critical role in accelerating polio eradication efforts and protecting children and communities from vaccine-preventable diseases through timely data-driven interventions and coordinated response mechanisms.

This achievement reflects the commitment of the Katsina State Government under the leadership of His Excellency Malam Dikko Umaru Radda, PhD, to improving healthcare delivery and safeguarding the health of the people.

Today, the Executive Secretary Katsina State Primary Health Care Agency-KSPHCA led the commissioning of the Katsina State Polio Emergency Operation Centre on behalf of His Excellency, President Bola Ahmed Tinubu, GCFR, President of the Federal Republic of Nigeria.

The virtual commissioning was done as part of Mr President’s 3rd anniversary in office, with the Federal Ministry of Health identifying key health infrastructure projects across all 6 geopolitical zones. Kano and Sokoto EOCs were commissioned alongside Katsina.

This EOC strengthens Katsina’s capacity for disease surveillance, outbreak response, and emergency coordination. It’s a milestone in our journey to protect every child and every community from vaccine-preventable diseases.

MEETING ON RUTF MISUSE
Today, the State Task Force on the Misuse of Ready-to-Use Therapeutic Food (RUTF) held a critical meeting chaired by the Commissioner of Health, Hon. Musa Adamu Funtua.
Key resolutions reached include:
✅ Reactivation of Task Force Committees at the LGA level
✅ Intensified sensitization campaigns across communities
✅ Advocacy visits to security apparatus
✅ Mobile court enforcement against offenders
The meeting brought together a powerful coalition including representatives of the Nigeria Police Force, Civil Defence Corps, Traditional Rulers, and Religious Leaders — demonstrating a united, multi-sectoral commitment to protecting life-saving nutrition supplies for our most vulnerable children.
