INTRODUCTION

Since assuming office in May 2023, the administration of His Excellency, Malam Dikko Umar Radda, PhD, has demonstrated remarkable political will and strategic commitment towards revitalizing the Primary Health Care (PHC) system in Katsina State.

Recognizing healthcare as a critical pillar for human capital development, economic productivity, and social wellbeing, the administration prioritized large-scale investments in healthcare infrastructure, human resources for health, maternal and child healthcare, nutrition interventions, disease outbreak preparedness, healthcare logistics, emergency response systems, and institutional health systems strengthening.

Through the Katsina State Primary Health Care Agency (SPHCA), and in collaboration with development partners including UNICEF, WHO, GAVI, CHAI, CDC, AFENET, NPHCDA, and other stakeholders, the administration implemented transformative interventions across the 34 Local Government Areas of the State.

The achievements recorded between May 2023 and May 2026 represent one of the most ambitious and comprehensive PHC transformation agendas in the history of Katsina State.

MAJOR ACHIEVEMENTS

1. Massive Recruitment and Engagement of Frontline Health Workers

One of the landmark achievements of the administration was the strategic recruitment and engagement of frontline healthcare workers aimed at addressing critical human resource gaps within PHC facilities across the State.

The administration supported:

- Recruitment of 1,020 frontline healthcare workers into permanent employment
- Engagement of 34 locum medical doctors
- Engagement of over 300 midwives under the Basic Health Care Provision Fund (BHCPF)
- Engagement of over 300 female Community Health Extension Workers (CHEWs) under the MSS/SURE Programme
- Engagement of 438 frontline healthcare workers under the GAVI PHC Health Systems Strengthening Programme

These strategic recruitments significantly improved:

- Availability of skilled birth attendants
- Maternal and child healthcare services
- Routine immunization coverage
- Emergency response capacity
- Community-based healthcare delivery
- Staffing of rural and hard-to-reach PHC facilities
- Equitable workforce distribution across the State

The administration also ensured regular payment of salaries and stipends for healthcare workers engaged under various government and partner-supported programmes.

2. Upgrade and Revitalization of Over 260 Primary Health Care Facilities

The administration embarked on the largest PHC revitalization programme in the history of Katsina State through the renovation, upgrade, and revitalization of over 260 PHC facilities across the State.

a. Infrastructural Upgrade and Rehabilitation

The revitalization programme covered:

- Construction and renovation of consultation rooms
- Rehabilitation of maternity units
- Expansion of outpatient departments
- Construction of waiting areas
- Rehabilitation of roofing systems
- Electrical and plumbing works
- Floor and wall tiling
- Painting and beautification
- Construction of perimeter fencing and gates

These interventions significantly improved the functionality, aesthetics, and service readiness of PHC facilities across Katsina State.

b. Provision of Modern Medical Equipment

The revitalized PHCs were equipped with modern medical equipment including:

- Hospital beds and mattresses
- Delivery beds
- Diagnostic equipment
- Examination couches
- Cold chain equipment
- Sterilization equipment
- Essential medical consumables
- Solar-powered equipment

This intervention substantially improved the quality of healthcare services and strengthened public confidence in government healthcare facilities.

c. Construction and Renovation of Staff Quarters

To improve staff retention and availability in rural communities, the administration constructed and renovated staff quarters in several PHC facilities.

This intervention resulted in:

- Improved healthcare worker retention
- Better emergency response during night hours
- Reduced absenteeism
- Improved continuity of healthcare services

d. Deployment of Tricycle Ambulances

The administration procured and deployed customized tricycle ambulances to improve emergency referral services, particularly in hard-to-reach communities.

The ambulances support:

- Emergency transportation of pregnant women
- Referral of critically ill patients
- Access to healthcare in difficult terrains
- Emergency maternal and child healthcare response

This initiative significantly reduced delays in accessing emergency healthcare services.

e. Provision of Water Supply and WASH Facilities

Recognizing the importance of Water, Sanitation and Hygiene (WASH) in healthcare delivery, the administration supported PHC facilities with:

- Solar-powered boreholes
- Overhead water tanks
- Water reticulation systems
- Improved sanitation facilities

These interventions strengthened infection prevention and control practices within healthcare facilities.

3. Strengthening Maternal, Newborn and Child Health Services

The administration significantly expanded maternal, newborn, and child healthcare services through:

- Engagement of ad hoc midwives
- Free Medicare initiatives
- Drug Revolving Fund support
- Improved antenatal care services

- Strengthening referral systems

These interventions contributed substantially to improved maternal and child health outcomes across Katsina State.

4. Nutrition and Malnutrition Response Interventions

Recognizing the burden of malnutrition and its impact on child survival, the administration implemented aggressive nutrition-specific and nutrition-sensitive interventions across the State.

a. Establishment of 60 Outpatient Therapeutic Programme (OTP) Sites

The administration established 60 additional Outpatient Therapeutic Programme (OTP) sites across vulnerable LGAs to improve treatment access for children with Severe Acute Malnutrition (SAM).

The OTP sites enhanced:

- Early detection of malnutrition
- Community-based treatment services
- Access to Ready-to-Use Therapeutic Food (RUTF)
- Referral services for complicated cases

b. Revitalization of 9 Stabilization Centres

The administration revitalized 9 Stabilization Centres to strengthen inpatient management of severe complicated malnutrition.

The upgraded centres now provide:

- Emergency nutrition care
- Clinical stabilization services
- Improved monitoring and recovery support

c. One Billion Naira Child Nutrition Matching Fund

The administration committed over ₦1 billion under the Child Nutrition Matching Fund initiative to scale up life-saving nutrition interventions for vulnerable children and pregnant women.

The investment supported:

- Procurement of nutrition commodities
- Expansion of nutrition treatment services
- Capacity building for frontline workers
- Strengthening community nutrition services

d. Distribution of Food Support to Vulnerable Households

The administration distributed over 90,000 bags of assorted grains (100kg each) to poor and vulnerable households across the State to address food insecurity and prevent worsening malnutrition.

e. Investment of Over ₦3 Billion in Nutrition and Malnutrition Response

The administration invested over ₦3 billion in nutrition interventions including:

- CMAM programme support
- Procurement of nutrition commodities
- Strengthening OTP and Stabilization Centres
- Community nutrition outreach
- Emergency nutrition response activities

These efforts positioned Katsina State among the leading states implementing large-scale nutrition interventions in Nigeria.

5. Expansion of Health Insurance Coverage for Vulnerable Populations

Under the GAVI PHC Memorandum of Understanding, the administration supported the enrollment of over 28,813 vulnerable persons into health insurance schemes across zero-dose LGAs.

This intervention improved access to affordable healthcare services for vulnerable and underserved populations.

6. Strengthening Routine Immunization and Outreach Services

The administration strengthened routine immunization and outreach services through:

- Procurement and distribution of 360 motorcycles to LGA and ward focal persons
- Solarization of cold chain infrastructure
- Strengthening outreach services in hard-to-reach communities
- Improved vaccine transportation logistics

These interventions significantly improved immunization coverage and reduced the number of zero-dose children across the State.

7. Disease Outbreak Preparedness and Emergency Response

The administration demonstrated strong commitment to disease outbreak preparedness and emergency response through:

- Cholera outbreak response interventions

- Diphtheria outbreak response interventions
- Cerebrospinal Meningitis (CSM) outbreak response interventions
- Lassa fever response activities

These interventions improved the State’s emergency preparedness and response capacity.

8. Strengthening Healthcare Governance and Coordination

The administration strengthened healthcare governance and coordination through:

- Construction and equipping of the PHC Coordination Centre
- Procurement and installation of a modern medical waste incinerator
- Engagement of independent PHC monitors
- Improved supervision and accountability systems
- Installation of biometric data capturing machines
- Enhanced programme monitoring mechanisms

These reforms improved healthcare governance, service delivery efficiency, and accountability across the PHC system.

9. Real-Time Monitoring of Healthcare Workers Attendance

The Government piloted a biometric attendance system that enables healthcare workers at Comprehensive Health Care Centres to electronically clock-in and clock-out during opening and closing hours.

This innovation significantly reduced absenteeism, improved accountability, and enhanced service delivery.

The system now serves as a scalable model for expansion to additional PHCs and other sectors within the State.

10. Strengthening Basic Health Care Provision Fund (BHCPF) Accountability

The State Government further strengthened the Terms of Reference for the State Oversight Committee and Local Government Oversight Committees.

Key reforms included:

- Inclusion of Civil Society Organizations (CSOs)
- Citizen feedback mechanisms through the Citizens’ Voice Strategy
- Timely information sharing with Local Government Chairmen following DFF disbursement
- Monthly payment of ₦19,810,000 to 283 BHCPF midwives
- Quarterly payment of ₦227,600,000 to 350 BHCPF PHCs under the BHCPF 2.0 Guidelines
- Upward review of facility allocations from ₦300,750 to:
- ₦800,000 for Tier I facilities
- ₦600,000 for Tier II facilities

The reforms empowered PHCs with resources to:

- Conduct minor infrastructural repairs
- Procure drugs and consumables
- Support ad hoc staffing
- Improve operational efficiency

The administration also secured approval from NPHCDA to expand BHCPF implementation to an additional 141 facilities, bringing the total number of benefiting PHCs to 491.

11. Human Resource for Health Optimization Through Continuous Capacity Building

On a quarterly basis, the SPHCA conducts training and retraining programmes for PHC workers across facility and LGA levels.

Training areas include:

- Management of common health conditions
- Leadership and management skills
- Patients’ rights and ethics
- Emerging healthcare innovations
- Global best practices in PHC delivery

These efforts align with the State’s commitment towards Universal Health Coverage (UHC) and the Sustainable Development Goals (SDGs).

12. Establishment of Rural Emergency Services and Maternal Transport System

As part of deliberate efforts to reduce maternal mortality, the administration introduced customized tricycle ambulances specifically designed for difficult terrains and underserved rural communities.

The ambulances are equipped to:

- Provide first-aid services during transit
- Support rapid emergency referrals
- Improve access to skilled maternal healthcare
- Reduce delays associated with reaching health facilities

This initiative aligns with the Federal Government’s Maternal and Neonatal Mortality Reduction Innovation Initiative under the Sector-Wide Approach (SWAp) and Health Sector Strategic Blueprint.

13. Domestication of Public Health Law

The administration prioritized the domestication of a State-specific Public Health Law aimed at revitalizing environmental health services in line with local realities.

Key milestones achieved include:

- Drafting, review, and validation processes conducted between 2021–2025

- Health sector leadership
- Civil Society Organizations
- Traditional and religious leaders
- Media organizations

Following approval by His Excellency and vetting by the Ministry of Justice, pre-launch sensitization activities and development of implementation training modules were completed.

The interventions implemented under the administration of His Excellency, Malam Dikko Umar Radda, PhD, have resulted in:

SECTOR-WIDE APPROACH (SWAp) GAINS MOMENTUM IN NIGERIA’S HEALTH SECTOR

The Federal Government has reiterated its confidence in the competence and resilience of Nigeria’s healthcare workforce, maintaining that the country still has a considerable number of qualified professionals capable of providing effective healthcare services despite the increasing migration of medical personnel to other countries.

This position was made known during the rollout of another phase of medical equipment distribution to secondary healthcare facilities under the Sector-Wide Approach (SWAp) initiative. The programme is designed to enhance coordination, improve efficiency, and strengthen service delivery within Nigeria’s health sector.

Government officials explained that the SWAp reform framework includes a performance-based financing system aimed at encouraging states to meet predetermined healthcare targets through the utilization of their established implementation structures and systems.

Speaking during the programme, Oyebanji Filani the Commissioner of health for EKITI State emphasized the importance of strong synergy between federal and state governments in ensuring the success and sustainability of ongoing health sector reforms.

He observed that many state governments are now showing increased commitment and ownership in healthcare planning and implementation, particularly in critical areas such as workforce management, healthcare infrastructure development, and quality service delivery.

According to him, although the Federal Government continues to provide strategic guidance and policy direction, state governments remain at the forefront of ensuring that investments in medical equipment and healthcare interventions produce meaningful improvements in patient care and health outcomes.

The Federal Government further stated that the initiative aligns with the Renewed Hope Health Agenda of President Bola Ahmed Tinubu, which seeks to guarantee equitable and improved access to quality healthcare services across all local government areas in the country.

Officials also disclosed that deliberate efforts are being made to address concerns relating to technical competency gaps through intensive capacity-building programmes, onboarding sessions, and phased deployment of modern equipment to enable healthcare workers adapt effectively to emerging technologies.

Despite these interventions, stakeholders acknowledged lingering concerns surrounding the retention of healthcare workers and the ability of subnational health systems to sustain service delivery amid the continued migration of professionals overseas.

Representing the Honourable Commissioner for Health, Katsina State, the Director of Pharmaceutical Services, Phar Adamu Suleiman Gachi praised the Federal Government for sustaining the SWAp initiative, describing it as a strategic and forward-looking reform capable of transforming healthcare delivery across Nigeria.

He highlighted the numerous efforts of the Katsina State Government under the leadership of Governor Umar Dikko Radda toward strengthening the healthcare sector through investments in health infrastructure, human capital development, supply of essential medicines, workforce training, and improved primary and secondary healthcare services throughout the state.

He further reaffirmed the commitment of Katsina State to supporting national healthcare reforms and ensuring that government interventions positively impact communities at the grassroots level.

In his words, “Effective healthcare reform thrives on collective responsibility, collaboration, and accountability among all stakeholders. Katsina State remains fully committed to advancing accessible, affordable, and quality healthcare services for all citizens.”

He also expressed sincere appreciation to the Honourable Commissioner for Health, Hon. The State Task Force on Polio Eradication and Routine Immunization, chaired by the Honourable Commissioner for Health, met to review the March SNIDs performance, address noncompliance in some communities, and assess readiness for the upcoming polio campaign.

The campaign is scheduled for 2nd–5th May, followed by mop-up activities, targeting children aged 0–59 months across all LGAs, wards, and settlements. Stakeholders reaffirmed their commitment to ensuring no child is missed through strengthened community engagement, supervision, and accountability.

REPORT ON THE MEETING TO DEVELOP AND HARMONIZE STANDARD TEMPLATES FOR PRIVATE AND PUBLIC MEDICAL LABORATORIES IN KATSINA STATE
The Department of Medical Laboratory Services, Katsina State Ministry of Health, convened a strategic meeting aimed at developing and harmonizing standard templates for private and public medical laboratories across the state. The meeting was chaired by the Permanent Secretary, General Health, and brought together key stakeholders to deliberate on improving laboratory regulation, coordination, and service delivery in line with established standards.

In his opening remarks, the Permanent Secretary highlighted the importance of mapping both private and public medical laboratories to ensure proper oversight and data-driven planning. He emphasized the need for a standardized checklist to guide laboratory assessment processes, noting that such tools are critical for ensuring quality assurance, regulatory compliance, and uniformity across all laboratories in the state.

Deliberations during the meeting focused on the development and harmonization of a standard checklist for laboratory assessment. Participants engaged in detailed discussions and technical reviews of key supporting documents, including the pre-registration form, registration form, and abatement/closure form. These documents were carefully examined to ensure clarity, completeness, and alignment with regulatory requirements. In addition, the meeting reviewed a Google Form designed for laboratory mapping to enhance data collection and management efficiency.

The meeting concluded with a consensus on the need to adopt harmonized templates and standardized tools to strengthen laboratory services across Katsina State. Key action points included finalizing the reviewed documents, validating the assessment checklist, and deploying the laboratory mapping tool for statewide use. The outcomes of the meeting are expected to improve coordination, enhance regulatory compliance, and support effective monitoring of both private and public medical laboratories.

REPORT ON THE TECHNICAL MEETING WITH THE DEPARTMENT OF WORKS AND PROPOSED CONTRACTORS FOR THE IMAGING CENTRE PROJECT WITH THE HON. COMMISSIONER FOR HEALTH

On Monday, 27th April, 2026, a technical meeting was held at the Honourable Commissioner’s Office with the Honourable Commissioner, alongside the Department of Works and the team of proposed contractors, to deliberate on the modalities for the smooth ex*****on of the Imaging Centre Project. The meeting brought together key stakeholders to ensure proper alignment on project expectations, timelines, and technical requirements.

In his remarks, the Honourable Commissioner emphasized the importance of delivering a standard, functional, and timely imaging centre that will enhance healthcare service delivery. He stressed the need for strict adherence to specifications, accountability, and professionalism throughout the project lifecycle.
During the session, the Department of Works outlined the project scope, design specifications, and compliance standards expected from the contractors. Emphasis was placed on adherence to approved building plans, quality assurance, and the use of standard materials suitable for a modern imaging facility. The contractors, in turn, presented their preliminary approaches to project ex*****on, including methodologies, work schedules, and resource deployment strategies.

Furthermore, the meeting addressed timelines for project milestones, reporting structures, and supervision protocols. The Department of Works reiterated its commitment to providing technical oversight, while contractors were urged to maintain transparency, professionalism, and timely delivery at every stage of the project.

In conclusion, the meeting achieved its objective of fostering collaboration and clarifying expectations among all parties. A mutual understanding was established, and all stakeholders expressed readiness to work collectively towards the successful and timely completion of the Imaging Centre Project.

STAKEHOLDERS’ FEEDBACK MEETING ON LYMPHATIC FILARIASIS (LF) EPIDEMIOLOGICAL MONITORING SURVEY (EMS) IN KATSINA STATE

The Honourable Commissioner of Health, Katsina State Ministry of Health (KSMOH), delivered the welcome address, appreciating stakeholders for their presence and emphasizing the importance of reviewing findings from the Lymphatic Filariasis (LF) Epidemiological Monitoring Survey (EMS) conducted in selected Local Government Areas of Katsina State. This was followed by a goodwill message from HKI, acknowledging the collaborative efforts in supporting LF elimination activities and strengthening neglected tropical diseases (NTDs) interventions across the state. Opening remarks were then delivered by representatives of the Federal Ministry of Health & Social Welfare (FMOH&SW), who highlighted the objective of the meeting as providing a platform to present, review, and validate the LF EMS results, as well as to agree on actionable next steps.

A key presentation was made on the LF EMS results in three Local Government Areas of Katsina State by FMOH&SW. The presentation detailed the survey methodology, key findings, prevalence rates, and identified gaps in ongoing LF interventions.

It also highlighted areas requiring intensified efforts, particularly in surveillance, mass drug administration (MDA), and community engagement. This was followed by a robust discussion session where participants actively contributed, asked questions, and provided clarifications on the findings presented.
Subsequently, stakeholders engaged in in-depth discussions on field observations, operational challenges encountered during the survey, and practical recommendations for improving program implementation. Contributions were made collectively by the State team, HKI, and FMOH&SW, with a focus on strengthening coordination, enhancing data quality, and ensuring effective follow-up actions in the affected Local Government Areas. The session also emphasized the need for sustained collaboration among partners to achieve LF elimination targets in Katsina State.

With the absence of Any Other Business (AOB), the meeting concluded with closing remarks delivered by Mr. Emmanuel from the Federal Ministry of Health & Social Welfare (FMOH&SW), who reiterated the importance of stakeholder commitment in addressing the gaps identified. He rounded off the session with the first stanza of the National Anthem, and a group photograph was taken to seal the session.

The Katsina State Government has unveiled plans to establish a world-class medical facility, reinforcing its commitment to modernizing the state's healthcare sector. This initiative is designed to enhance access to specialized services and transform Katsina into a premier hub for advanced medical treatment in Nigeria. By adopting cutting-edge technology, the administration aims to bridge the gap in healthcare delivery and provide residents with high-quality clinical options previously unavailable in the region.

​The centerpiece of this modernization effort is the comprehensive upgrade of the Katsina Imaging Center. During a recent meeting with a delegation from Siemens at the Government House, Governor Malam Dikko Umaru Radda explained that the facility will be equipped with Adaptive Ethos Therapy. This sophisticated technology is expected to revolutionize cancer diagnosis and treatment within the state, ensuring that patients can receive life-saving care without the need for extensive travel.

​Beyond this specialized facility, Governor Radda emphasized that healthcare remains a core priority of his administration, alongside education and agriculture. The government is currently overseeing the renovation and expansion of healthcare infrastructure across all 361 wards to ensure every community has access to a functional medical center. To support these physical upgrades, the state is also investing in the human element through local and international capacity-building programs, training healthcare workers to operate the newly acquired modern equipment.

​This vision has received strong backing from technical partners and health officials alike. Representatives from Siemens Healthineers and Sub Med Nigeria Limited highlighted the urgent need for improved cancer care, while the State Commissioner for Health, Alhaji Musa Adamu Funtua, noted that the project is a vital part of the "Building Your Future" agenda. With these strategic partnerships and investments, the state government is poised to significantly improve service delivery and address long-standing equipment shortages in the medical field.
