KATSINA STATE COMMENCES 2026 STAFF SCREENING AND BIOMETRIC UPDATE EXERCISE.
The Katsina State Government has commenced the 2026 Staff Screening and Biometric Verification Exercise for the State Workforce as part of ongoing efforts to strengthen accountability, transparency, and effective personnel management within the civil service.
The Secretary to the State Government, Barrister Abdullahi Garba Faskari, disclosed this during the flag-off of the exercise, where he expressed satisfaction with the conduct and organization of the Screening and Verification Committee.
He noted that the exercise is crucial to determining the actual and genuine workforce of the state and ensuring accurate personnel data for government planning and fiscal responsibility.
However, it has been observed that some individuals scheduled for verification have failed to present themselves for the screening exercise. The Katsina State Government wishes to emphasize that the screening and biometric verification exercise is mandatory and compulsory for all civil servants without exception.
The Chairman of the Katsina State Government Committee for the Conduct of the 2026 Biometric Verification and Audit Exercise, Dr. Abdullahi Abubakar Gagare, confirmed that the committee has taken note of this development and has formally engaged with the Head of Service on the issue. He stressed that appropriate measures will be taken to ensure full compliance, in line with civil service rules and regulations.
Dr. Gagare further explained that the exercise is expected to cover over 20,900 civil servants across the Katsina State Civil Service and the 34 Local Government Areas of the state. He assured that the committee remains committed to fairness, transparency, and professionalism throughout the process.
Also speaking, the Head of Civil Service, Alhaji Falalu Bawale, described the verification exercise as a routine and necessary civil service procedure and urged all civil servants to cooperate fully with the committee to enable it successfully discharge its mandate.
Upon completion of the exercise, the Screening Committee will compile and submit a comprehensive report to the Katsina State Government for review and appropriate action.

THE STATE FISCAL RESPONSIBILITY COMMISSION DEPENDED IT's 2026 BUDGET PROPOSAL
As part of it's oversight function,the State House of Assembly use to invite Chief Executives of all MDA's togather with their Management to appear before it and depend their budget proposals before passing it into law.
An Iterinary was prepared by Secretariat of the House Committee on Appropriation and today being the 18th day of November,2025 is the turn of FRC and other MDA's to appear for the depence.
The Chairman of FRC Alhaji Abdullahi Abubakar Gagare,ACTI,CBS,FCNA led members of the commission for the exercise.
The House Committee on Appropriation under the leadership of Hon Lawal Yaro,Member representing Musawa Local Government reminded members of the committee of the enourmous contributions of Mr Gagare to the depence committee during his service as Permanent Secretary in the Ministry of Budget and Economic Planning and requested the committee to allow Mr Gagare,a Cerified Budget Specialist(CBS) to submit the commission's 2026 proposal,take a bow and depart the Honourable Chambers as mark of recognition and honour.

THE COMMITTEE THAT CONDUCTED MANPOWER AUDIT/STAFF SCREENING AT THE STATE INTERNAL REVENUE HAVE SUBMITTED IT'S REPORT.
The Chairman of the State Fiscal Responsibility Commission,Alh Abdullahi Abubakar Gagare,ACTI,CBS,FCNA Who is also the Chairman of the State Workforce Screening Committee have submitted Manpower/Staff Audit Report of the State Internal Revenue Service to the Honourable Commissioner of Finance Alhaji Bello Kagara.
Making highlight on the report,the Chairman stated that the State Internal Revenue Service have a total number of 479 employees,comprising of;5 Political Appointees,189 Permanent and Pensionable staff and 285 Casual Staff.
The Chairman further lamented that 38 employees of the IRS were found with various offences ranging from Overstay in service,fake result and failure to appear before the committee for the screening at all.
In his response,the Honourable Commissioner of Finance,Alhaji Bello Kagara eulogised the hairman and Members of the Committee and promised that justice would be done to the report.

Fiscal Responsibility Commission Continues Visits to MDAs in Katsina State.
Monday, 17th November, 2025.
The Fiscal Responsibility Commission has continued its scheduled visits to Ministries, Departments and Agencies (MDAs) across Katsina State under the leadership of its Chairman, Alhaji Abdullahi Abubakar Gagare, ACTI, CBS, FCNA. The Chairman was accompanied by the Permanent Commissioners; Alhaji Yahya Galadima and Alhaji Shafiu Ibrahim Inono, MPIN.
The ongoing visit aims to strengthen transparency, accountability, and compliance with fiscal regulations across the state’s public administration.
During today’s exercise, the team visited the following ministries:
Ministry of Works, Housing and Transport, received by the Honourable Commissioner, Engr. Dr. Sani Magaji Ingawa.
Ministry of Rural and Social Development, represented by its Permanent Secretary, Muntari Kado.
Ministry of Environment, led by its Permanent Secretary, Lawal Suleiman Abdullahi.
Ministry of Information, Culture and Home Affairs, represented by the Permanent Secretary, Yusuf Ahmed.
Throughout the visits, the Commission acknowledged the strong cooperation and willingness of the MDAs to provide information, clarify processes, and collaborate on improving fiscal management in line with best practices.
In his closing remarks, the Chairman, Alhaji Abdullahi Abubakar Gagare, commended the MDAs for their openness and readiness to work together toward strengthening fiscal discipline in Katsina State. He reaffirmed the Commission’s commitment to supporting all government institutions in achieving transparency, accountability, and prudent financial management.
He further emphasized that continued cooperation from the MDAs is essential in building a sustainable fiscal system that will enhance service delivery and contribute to the overall development of the state.

Fiscal Responsibility Commission Continues Visit to Government Agencies in Katsina State
Thursday, 13th November, 2025.
The Katsina State Fiscal Responsibility Commission has continued its official visitation to various Ministries, Departments, and Agencies (MDAs) across the state as part of its effort to promote financial discipline, transparency, and accountability in public administration.
The visit was led by the Chairman of the Commission, Alhaji Abdullahi Abubakar Gagare, ACTI, CBS, FCNA, accompanied by the Permanent Commissioners of the Commission Alhaji Yahya Galadima, Hajiya Umma Dambo Mamman ‘Da, MIA, and Alhaji Shafiu Ibrahim Inono, MPIN.
During the exercise, the team visited several agencies, including:
Katsina State Transport Authority (KTSTA) where they met with Alhaji Haruna Musa Rugoji, General Manager.
State Environmental Protection Agency (SEPA) under the leadership of Alhaji Kabir Usman Amoga, Executive Director.
Ministry of Water Resources where they met with Alhaji Ibrahim Abubakar Dasuki, the Permanent Secretary on behalf of Commissioner.
Katsina State Hospital Services Management Board where they met with Dr. Muhammad Nazir Shehu, General Manager.
The purpose of the visit was to strengthen collaboration between the Commission and the MDAs to ensure proper utilization of public funds in accordance with fiscal laws and budgetary guidelines.

KATSINA STATE FISCAL RESPONSIBILITY COMMISSION CONTINUES ITS OFFICIAL VISITS TO GOVERNMENT MDAs
The Katsina State Fiscal Responsibility Commission has continued its official visits to various Ministries, Departments, and Agencies (MDAs) across the state on Wednesday, November 12, 2025.
The visit was led by the Chairman of the Commission, Alhaji Abdullahi Abubakar Gagare, ACTI, CBS, FCNA, accompanied by the Permanent Commissioners Alhaji Yahya Galadima, Hajiya Umma Dambo Mamman ‘Da, MIA, and Alhaji Shafiu Ibrahim Inono, MPIN.
During the visit, the delegation visited the Katsina State Road Maintenance Agency (KASROMA), where they met with the Managing Director, Engineer Junaidu Abba. The Chairman of the Commission, Alhaji Abdullahi Abubakar Gagare, congratulated the new Managing Director on his appointment and wished him success in carrying out his duties effectively.
The team also visited the Rural Electrification Board, where they were received by the General Manager, Engineer Abubakar Abdullahi Matazu.
Similarly, the Commission paid a visit to the Katsina State Primary Health Care Development Agency, under the leadership of Dr. Shamsuddeen Yahya, the Executive Secretary of the agency.
The Commission expressed satisfaction with the performance of these agencies and their commitment to transparency and accountability in financial management. It also pledged to continue providing support and guidance to ensure the sustainability of fiscal discipline and good governance across the state.
