Patrick Ukah Leads Aggressive Cleanup Exercise Across Capital Territory

The Delta State Capital Territory Development Agency has intensified its ongoing cleaning exercise, enforcement of environmental compliance, and evacuation of illegal refuse dumps to government-approved dump sites within the Capital Territory ahead of the 3rd anniversary of the administration of Sheriff Oborevwori.
The large-scale environmental sanitation operation was personally and strictly supervised by the Director General of the Agency, Patrick Ukah, alongside the Head of Environment, Isaac Nwosu.
Areas covered during the exercise included Summit Road, Anwai/Government House Road, Okpanam Road, Airport Road along the Benin-Asaba Expressway, Maryam Babangida Way, Cabinet Road, High Court Road, Anwai Road, and Government House Road.
The exercise focused on sweeping of surface tarred roads, litter picking, premises inspection and serving of environmental notices, as well as the evacuation of pockets of illegal refuse dumps across the Capital Territory. Waste evacuated from the affected locations was transported to government-approved dump sites.
Particular attention was given to the evacuation of refuse heaps along Summit Road, Anwai/Government House Road, Okpanam Road, and the Airport axis of the Benin-Asaba Expressway, while sweeping operations on Summit Road were actively ongoing.
Speaking during the exercise, Patrick Ukah reiterated the Agency’s commitment to maintaining a cleaner, safer, and more aesthetically pleasing Capital Territory in line with the developmental vision of the administration of Sheriff Oborevwori.
He further urged residents, traders, and business owners to support government efforts by adhering strictly to environmental sanitation regulations and adopting proper waste disposal practices.
The Agency disclosed that the aggressive environmental sanitation and enforcement exercise will continue tomorrow as efforts are intensified to sustain cleanliness and environmental orderliness across the Capital Territory.

Ukah Mourns Arenyeka Matriarch, Extends Condolences
The Director General of the Delta State Capital Territory Development Agency (DCTDA), Mr. Patrick Ukah, has commiserated with the Chairman of the All Progressives Congress (APC) in Delta State, Chief Solomon Arenyeka, and the entire Arenyeka family over the passing of their beloved matriarch, Mrs. Felicia Oritselumewor Arenyeka, at the age of 91.
In a statement, Ukah described the late matriarch as a woman of remarkable virtue, strength, and unwavering devotion to family and community, noting that her life was defined by love, wisdom, and selfless service.
He said her passing is not only a great loss to the Arenyeka family but also to all who were privileged to encounter her impactful and exemplary life.
Ukah urged the family to take solace in the enduring legacy she left behind, adding that her memory would continue to inspire generations to come.
He prayed that God would grant the family the fortitude to bear the irreparable loss and grant the departed eternal rest.

Sanitation Crackdown in Ugbolu: 34 Residents Convicted by Mobile Court

No fewer than 34 residents of Ugbolu have been convicted for violating environmental sanitation regulations, following a mobile court session organized during the April monthly sanitation exercise.
The enforcement operation, held on Saturday, April 25, 2026, was carried out by the Delta State Capital Territory Development Agency (DCTDA) in collaboration with the leadership of Ugbolu Community. The exercise, which ran from 7:00 a.m. to 10:00 a.m., targeted residents who failed to comply with the state’s sanitation directive.
The mobile court initiative was facilitated in partnership with the President General of Ugbolu Community, Mr. Anthony Udezua, as part of efforts to address widespread non-compliance.
Leading the exercise was the Agency’s Head of Environment, Mr. Isaac Nwosu, who represented the Director General, Mr. Patrick Ukah. He reiterated the agency’s resolve to enforce environmental laws and ensure adherence to sanitation standards across the capital territory.
Presiding over the court session, Magistrate D**e Magdalene handled a total of 43 cases involving sanitation defaulters. At the conclusion of the proceedings, 34 offenders were convicted, three were discharged, while six were assigned community service as punishment.
The DCTDA described the exercise as part of its sustained campaign to promote environmental hygiene and safeguard public health. The agency also issued a stern warning that violators of sanitation laws would continue to face legal consequences.
Ugbolu Residents were further urged to take the monthly sanitation exercise seriously, emphasizing that a clean and healthy environment requires the collective effort of all members of the community.

DCTDA Arraigns 18 Environmental Offenders, Secures 17 Convictions

The Delta State Capital Territory Development Agency (DCTDA), last Thursday, April 17, arraigned 18 persons and corporate bodies before a competent court over various environmental offences, securing the conviction of 17 offenders, while one defendant was discharged.
The action, initiated by the Director General of the Agency, Patrick Ukah, is part of ongoing efforts to enforce environmental laws and ensure a cleaner and more orderly Capital Territory.
Some of the convicted offenders include Otutu Resources, Nnebisi Road, for operating in a dirty environment and trading on the setback; Martins I.C., for dirty premises and trading on setbacks; Turner Bakery, for non-compliance with environmental requirements; and the Landlord/Occupier of Silver House, for discharging obnoxious wastewater into public drains.
Speaking on the development, Ukah said the Agency would sustain the enforcement exercise, warning that more offenders would be prosecuted as the Agency intensifies efforts to rid the Capital Territory of environmental infractions.
According to him, there would be no mercy for persons or organisations found violating environmental regulations, stressing that all offenders would be made to face the full weight of the law until the Capital Territory is clean.
He said the Agency remained committed to ensuring compliance with sanitation standards and urban regulations, adding that the era of disregard for environmental laws was over.
Ukah urged residents, traders and business operators to maintain clean premises and comply with all environmental requirements to avoid prosecution.
