CGC Adeniyi Reactivates Over Decade-Old CMAA With US Customs & Border Protection

..Aims to Promote Better Service Delivery to Nigerians Through Global Partnerships

The Comptroller-General of Customs (CGC) Bashir Adewale Adeniyi, On Thursday, July 18, 2024, took a significant step in strengthening global partnerships by participating in a bilateral meeting with U.S. Customs and Border Protection (CBP) in Washington, D.C. The meeting focused on reviving the over-decade-old Customs Mutual Assistance Agreement (CMAA) to enhance service delivery through global collaborations and data-driven decision-making to improve national security and effectively combat cross-border crimes.

Adeniyi emphasised that Customs officials have been actively addressing the challenges of cross-border crimes, including drug trafficking, arms smuggling, and money laundering while ensuring national security.

He highlighted the successful interception of illegal items, such as drugs and weapons, at major ports and airports in Nigeria.โ€œReviving the CMAA will bolster the Nigeria Customs Service's capacity to protect the nation's borders and enhance service delivery, paving the way for a more secure and prosperous future for all Nigeriansโ€, he added.

He also stressed the need for increased capacity building to tackle Intellectual Property Rights (IPR) enforcement and op**te issues. "Our efforts at the ports and airports have yielded significant results, but there is still much to be done in capacity building and enforcement," he said.

Adeniyi underscored the importance of a Center for Advanced Cargo and Passenger Data Analysis to mitigate risks. He pointed out the success of prosecuting wildlife criminals and discussed the need for such a centre to enhance cargo and passenger security.

Additionally, he advocates for an advanced command and control centre to address security concerns. โ€œA dedicated targeting data fusion centre will significantly improve our ability to manage risks and enhance security measures,โ€ Adeniyi explained.

The meeting also covered the challenges of commercial air cargo security and potential partnerships with U.S. government agencies. Adeniyi highlighted the importance of future operations, including CBP's global targeting advisory directors and their capabilities in information sharing on cargo and passenger sides. โ€œBy customising our approaches and collaborating globally, we can address the complexities of air cargo security more effectively,โ€ he remarked.

In his reaction, James Collins, Assistant Commissioner of the Office of International Affairs at U.S. Customs and Border Protection, emphasised data integration, partnerships, and targeted efforts to address transnational criminal groups exploiting seams and boundaries. โ€œIntegration of data and international cooperation is crucial in countering transnational threatsโ€.

James Collins also highlighted the importance of collaboration and information sharing in border security and intelligence gathering. He emphasised investing in capacity building, train-the-trainer programs, and targeted training to address gaps in border security. Collins stressed the need for secure channels for sharing intelligence and building partnerships with international organisations to sustain efforts in combating illicit trade and traffic. โ€œContinuous training and secure intelligence sharing are vital to our success in maintaining border security,โ€ Collins noted.

Key action items identified include establishing specific channels for continued intelligence sharing between Nigeria Customs and CBP, exploring operational partnerships between Nigeria Customs units and networks like CBP to coordinate cross-border responses, leveraging INTERPOL programs and collaborating with other West and Central African countries on transnational crimes.

The meeting concluded with a presentation on Artificial Intelligence by Sunil Madhugri from the Office of Information and Technology, U.S. Customs and Border Protection, highlighting the future of technology in enhancing customs operations and security. โ€œArtificial intelligence will play a pivotal role in our strategy to modernise and secure our borders,โ€ Madhugri said.

In a related event, CGC Bashir Adewale Adeniyi visited the Nigerian Embassy in the USA, where he was received by Mr. Rabiu Lawal, Charge d'Affaires a.i, and his team. The CGC appreciated them for their warm reception and their tireless efforts for all the Nigerians in the diaspora.

Customs Police Unit to Strengthen Collaboration for Improved Capacity Building with Military Counterpart

The Nigeria Customs Service Police Unit and the Nigerian Army Corps of Military Police have pledged to strengthen their collaboration to improve capacity building.

In a statement from the office of the Provost Marshal, Nigeria Customs Service Headquarters in Abuja, it was noted that this promise was made during a visit by Comptroller Sani Yahaya, the Comptroller of Customs Police (Provost Marshal, Nigeria Customs Service), to Brigadier General Abubakar Garba, the Acting Provost Marshal (Army), at the Headquarters of the Nigerian Army Corps of Military Police in Asokoro, Abuja, on Thursday, 18 July 2024.

The statement indicated that Comptroller Yahaya, in his remarks, thanked Brigadier General Garba for granting them the audience and noted that the visit was to strengthen the existing relationship between the Nigerian Army and the Nigeria Customs Service. He also solicited continuous support and collaboration, particularly in training and manpower development for personnel of the Customs Police Unit.

"We solicit your continuous support in the area of training and manpower development for our personnel," he stated.

Brigadier-General Abubakar Garba expressed his pleasure at receiving the Comptroller of Customs Police. He acknowledged the long-standing partnership between the NCS and the NA. He assured continued collaboration and support from the Nigerian Army Corps of Military Police in various aspects of training.

"We want to assure you that the NA Corps of Military Police continuously supports and collaborates with Nigeria Customs Police in various aspects of training." He assured.

PH Oil and Gas FTZ Onne Customs Commissions New Barracks at Bonny

The Nigeria Customs Service, PH Oil and Gas Free Trade Zone (FTZ) Command Onne, on 16 July 2024, commissioned a new Customs Barracks at Bonny Island in Rivers State.

This was contained in a press statement issued by the Command's Public Relations Officer, Assistant Superintendent of Customs II, Paul Gimba, on 18 July 2024 on behalf of the Customs Area Controller (CAC) Comptroller Usman Seriki.

The statement reads, "The Customs Area Controller (CAC), Oil and Gas Free Trade Zone Onne, Comptroller Usman Seriki on 16 July 2024 commissioned the new customs barracks at Bonny Island. Comptroller Seriki appreciated the Comptroller-General of Customs (CGC) Adewale Adeniyi for his commitment to improving officer's welfare".

The CAC urged officers to reciprocate the CGC's kind gesture by improving their commitment to duty.

The statement also recognised the attendance by representatives of sister government agencies, including the National Drug Law Enforcement Agency (NDLEA), the Nigerian Army, Nigerian Navy, Nigeria Police Force, Nigeria Security and Civil Defence Corps (NSCDC), and Nigeria Liquefied Natural Gas Limited (NLNG Ltd).โ€

Comptroller Seriki engaged in an interactive session with staff from SAIPEM and the Project 7 team of NLNG Ltd, focusing on ongoing projects and cooperation to improve trade and operational efficiency.

Mr. Michael Igoni, Head of Government Relations at NLNG Ltd, expressed gratitude towards the Nigeria Customs Service Oil and Gas FTZ Command for facilitating the smooth production and export of LNG from Bonny Island.

He noted the integral role of the Customs Service in supporting industrial activities and economic growth in the region.

In another development, Comptroller Seriki also paid homage to the Amayanabo and Traditional Ruler of the ancient Bonny Kingdom, His Majesty King Dr. Edward Asimini William Dappa Pepple III, who the Chairman of the Council of Chiefs represented.

He acknowledged the Royal Fatherโ€™s significant contribution to the community and the Customs Service, reflecting the strong relationship between traditional leadership and the service.

Customs Operation Whirlwind Team Intercepts 18,750 Litres of PMS Worth N13.2 Million

The Nigeria Customs Service, Operation Whirlwind, has intercepted 18,750 litres of PMS with a Duty Paid Value of N13.2 million within the Zone 'A' Axis.

In a press briefing held at the Customs Training College Ikeja on Friday, 12 July 2024, the National Coordinator of the team, Comptroller Hussein Ejibunu, stated that the interception with 9 means of conveyance resulted from intelligence reports.

"The successes recorded so far is a clear manifestation of the determination and resilience of the officers to achieve the goal set before them," he said.

He acknowledged that the Comptroller-General of Customs, Adewale Adeniyi, is leaving no stone unturned to ensure the team's success.

"The CGC is showing great commitment to ensure the success of this team by partnering with relevant agencies in the oil and gas sector, such as Nigeria National Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) and ONSA, to monitor the chain of supply and minimise diversion of the products.

"Besides robust synergies with relevant agencies, CGC has not only increased the team's strength, but he has equally provided the necessary tools for the officers. The team is on the ground and fully prepared for the criminals," he revealed.

Comptroller Ejibunu emphasised that the 'Operation Whirlwind' team is empowered by the new Customs Act 2023 and guided by credible intelligence, adding that the operation targets illegal exportation, particularly of petroleum products, ensuring availability within the country and conserving government resources.
