MONITORING AND EVALUATION REPORT
The weekly Monitoring and Evaluation (M&E) exercise was conducted on Thursday, 16th April 2026, under the leadership of the Centre Manager, Dr. Eze Gift Nnenna.
The exercise involved visits to five (5) operational entrepreneurs’ units within the Centre. The primary objective was to assess operational progress, identify challenges, and provide strategic guidance aimed at enhancing productivity and overall business performance.
During the visits, the team engaged directly with the entrepreneurs, carefully observing their activities and reviewing production processes. Constructive feedback, recommendations, and technical support were provided to improve efficiency, product quality, and business development outcomes.
At NEG’s Empire, the team observed that the entrepreneur and her team had just returned from the farm with raw honey harvested from beehives, intended for use in honey production.
At Peridot, it was noted that the entrepreneur had initiated the repackaging of products into a new type of container, indicating efforts toward product improvement and market appeal.
The team also recorded significant progress at Sunny Goshen, particularly in product development and machinery upgrades. The entrepreneur was highly commended for notable improvements, especially in value addition and enhanced packaging quality.
At Jacin Foods and Beverages, production activities were ongoing, and it was observed that additional equipment had been acquired to support operations and increase output capacity.
Similarly, production was in progress at Kenixbrix; however, the entrepreneur reported challenges related to poor market demand, noting a decline in product sales compared to previous periods.
At the Community Incubation Unit for Cassava Processing and Packaging, production activities were temporarily stalled due to the unavailability of raw materials. The entrepreneur in charge, Mr. J.C. Alaneme, assured the team that efforts would be intensified to secure the required inputs and resume operations promptly.
Overall, the exercise was successful and reaffirmed the Centre’s commitment to continuous monitoring, mentorship, and support for incubatees to ensure sustainable business growth and development.

SOUTHEAST (ZONE D) ZONAL DIRECTOR’S VISIT TO TIC OWERRI:
MONITORING & EVALUATION ACTIVITIES AND IMPLEMENTATION OF IGR DRIVE
The Technology Incubation Centre Owerri hosted the Southeast (Zone D) Zonal Director, Dr. Mrs. Chijioke Clarice, on an official visit to the Centre on Tuesday, 14th April 2026.
The Zonal Director was warmly received by the Centre Manager, Dr. Eze Gift Nnenna, after which she held a meeting with members of staff. During the meeting, the Zonal Director conveyed the goodwill message of the Director General, Engr. Dr Kazeem Kolawole Raji, stating that the visit was in line with the directive for Zonal Directors to tour their respective zones to oversee Monitoring and Evaluation (M&E) activities and to drive the implementation of Internally Generated Revenue (IGR) initiatives across Centres.
Key Areas of Discussion
1. Sourcing of Entrepreneurs
The Zonal Director emphasized the need for proactive sourcing of entrepreneurs. She suggested that the Centre could leverage existing networks by writing to churches through staff members to reach a wider audience. She also encouraged all staff to actively participate in sourcing entrepreneurs beyond their routine responsibilities.
2. Monitoring and Evaluation Activities
She reiterated the importance of maintaining close working relationships with entrepreneurs to effectively render support services. Particular emphasis was placed on assisting entrepreneurs in marketing their products, which is essential for business growth and sustainability.
3. Internally Generated Revenue (IGR) Drive
The Zonal Director highlighted the Federal Government’s mandate for Centres to intensify efforts toward IGR generation. She stressed that all viable avenues for revenue generation should be explored and optimized.
Assessments of equipment/ Machines for Revenue Generation
Laboratory
The laboratory has commenced skeletal operations; however, it requires essential consumables such as reagents and scaling equipment to function optimally. The Zonal Director directed that the Scientific Officer in charge be sent to the Nnewi Centre for further training to enhance service delivery.
Labeling and Packaging Equipment
Some of the available equipment has been tested, revealing certain operational challenges. Notably, the powder packaging machine produces inconsistent measurements. Efforts by both the Centre and entrepreneurs to resolve the issue have so far been unsuccessful.
Mechanical Workshop
Efforts are ongoing by the Centre Manager in collaboration with the Engineering Unit/Operations Department to engage an entrepreneur to manage the welding equipment in the workshop. Additionally, the lathe machines were identified as obsolete by a professional technician.
Some of the recommended solutions to these challenges included training of staff for efficient use and management of the machines/equipment, both officially and independently, continuous efforts towards making the machines useful and awareness creation of the available machines/equipment, all geared towards generating revenue.
Interactive Session
A question-and-answer session was held, during which the Zonal Director provided clarifications and guidance on various issues raised by staff. She recommended the sourcing of innovators through replicating the NextGen innovation hunt in the state, which will help to attract the much needed state government attention.
Meeting with Entrepreneurs
In a separate session with entrepreneurs, the Zonal Director emphasized the importance of innovation, noting that it is central to the Technology Incubation Programme and key to unlocking market opportunities.
She encouraged entrepreneurs to:
• Channel their challenges to the Centre, especially in accessing government offices/markets
• Continue investing in research and innovation
• Remain resilient and competitive in the marketplace.
Entrepreneurs’ Contributions
• Mrs. Agazue Jacinta (JACIN Foods and Beverages) expressed commitment to business growth while highlighting challenges such as flooding, insecurity, and leaking roofs in the food units.
• Kenneth Nnadi (KENMALVIN Nigeria Limited) appealed for effective utilization of equipment provided to the Centre.
• J. C. Alaneme called for collective efforts to address the challenges faced by entrepreneurs within the Centre.
In her response, the Zonal Director acknowledged that the Centre Manager had already discussed the challenges with her in a closed door meeting and assured that the identified challenges would be addressed as funding becomes available.
She encouraged entrepreneurs to remain diligent and committed to scaling their businesses despite existing constraints.
There was a mini exhibition of products from the Centre.
The visit concluded with group photographs involving staff and entrepreneurs, marking a successful engagement.

*MONITORING AND EVALUATION REPORT*
The Monitoring and Evaluation (M&E) exercise was successfully conducted on Thursday, 26th March 2026, under the leadership of the Centre Manager, Dr. Eze Gift Nnenna.
The exercise involved a comprehensive visit to all resident entrepreneurs within the Centre to assess progress, operational challenges, and overall performance of their respective business units.
During the inspection, the team visited Kenixbrix company, SunnyGoshen, Neg’s Empire, JACIN Foods and Beverages.
Also visited was JC Alaneme Agro Services who oversees the Garri processing unit under the Community Incubation Programme. Observations were made on the raw materials (cassava roots) sourcing, production process, and general operations of the unit. Constructive feedback and guidance were provided to enhance productivity.
The team also proceeded to inspect the new incubation units currently under development, where tiling work is ongoing. The progress of work was noted.
Conclusion:
The Monitoring and Evaluation exercise provided valuable insights into the activities within the Centre. It reaffirmed the commitment of the Centre’s management to supporting entrepreneurial growth, ensuring operational efficiency.

The exercise involved visits to the five (5) available entrepreneurs’ units within the Centre. The purpose of the visit was to assess operational progress, identify challenges, and provide necessary guidance to enhance productivity and business performance.
During the visits, the team engaged directly with the entrepreneurs, observing their activities and reviewing their processes. Constructive support, suggestions, and recommendations were provided to help improve efficiency, product quality, and overall business development.
The team noticed the massive improvement on the products and machines of Sunny Goshen. He was highly commended for his efforts in value addition to his product, especially on the packaging materials.
In JACIN FOODS and BEVERAGES unit, it was observed that the soya bean powder is being repackaged in a tamper proof containers. While at Kenixbrix unit, production was in progress.
At the Community Incubation unit for cassava processing and packaging, production was stalled as a result of unavailable raw materials which the entrepreneur in charge-J.C. Alaneme promised that efforts will be intensified to get the raw material
The exercise was successful and reinforced the Centre’s commitment to continuous monitoring, mentorship, and support for incubatees to ensure sustainable business growth.

*TECHNOLOGY INCUBATION CENTRE OWERRI IN-HOUSE TRAINING REPORT*
The Technology Incubation Centre Owerri conducted an in-house training session for staff of the Centre on Thursday, 9th April 2026, titled “*Understanding Commercialization for Entrepreneurial Growth.”*
The training was aimed at enhancing staff understanding of commercialization processes and to strengthen their capacity to support entrepreneurs in transforming ideas or innovations into market ready products.
The training was facilitated by the Centre Manager, Dr. Eze Gift Nnenna, who provided in-depth insights into key concepts such as commercialization, innovation, and invention. She clearly distinguished between these concepts and emphasized their importance in driving entrepreneurial success.
Furthermore, the facilitator discussed the phases, types, and strategies of commercialization of Research and Development (R&D), highlighting practical approaches for transforming ideas and innovations into viable market products and services.
The session was highly interactive, encouraging active participation, questions, and knowledge sharing among attendees, which helped to reinforce understanding of the subject matter.
In a remark, Ahamefule Shedrack, an Assistant Director (Administration) in the Centre, commended the initiative and the topic, describing it as impactful and highly relevant, noting that it would significantly enhance staff capacity in supporting entrepreneurs and driving commercialization efforts within the Centre.
A total of ten (10) staff members participated in the training.

*SON VISITS TIC OWERRI ON PRODUCTS CERTIFICATION INSPECTION*

As part of the gains in the Centre's collaborative efforts and synergy with the Standards Organisation of Nigeria, toward ensuring that all TIC Owerri products are duly certified, April 1, 2036 witnessed another Inspection visit of a Team of Scientific and Engineering officers from the SON, Imo State Office.
The inspection visit was primarily for the purpose of MANCAP Renewal for the 4Evaline Baby Powder as well as Product Identification Certificate (PIC) Renewal for Credence Oil Perfume, all produced by KENMAL VIN Nig. Ltd. The Standards Organisation of Nigeria (SON) Inspection team were also in the Centre for a follow-up first-time Product Mandatory Conformity Assessment Programme (MANCAP) certification in favour of a prospective Entrepreneur, GOLD PERIDOT VENTURES, with a Registered Trademark brand GPV and for his product GPV Multipurpose Wash Liquid Detergent.
On ground to receive the inspection team was Engr Abara Chinwendu (CME) and Mr Amadi Emmanuel (ACSO), all of Department of Operations.
Major areas inspected were the documentations, records, Manufacturing practices, equipment maintenance and servicing, on-the-spot Quality Assessments, physical tour and facility inspections among others.
The outcomes for both Entreprenuers were positive, although some observations were made concerning the work environment and need to upgrade some production equipment for GOLD PERIDOT.
Mr Amadi Emmanuel (ACSO), while answering questions fielded by the Inspection team assured that no stone is left unturned in ensuring that only quality and compliant products are rolled into the market from these Entreprenuers and by extension, the Centre.
