Today marks two years since Rivers State Contributory Health Protection Programme (RIVCHPP) was activated and Rivers State government chose people over postponement.
By taking the bold step to operationalise the agency, Sir Siminalayi Fubara turned policy into protection. That decision has translated into real outcomes.
Lives saved.
Children safely delivered.
Adults treated for illnesses that would once have pushed families into debt or despair.
Healthcare that arrived on time, because the system was finally switched on.
In just two years, RIVCHPP has grown from a newly activated institution into a maturing, learning system. Coverage has expanded steadily, processes have improved, trust has deepened, and today the programme is ranked 13th nationally in terms of coverage. For a young agency, that trajectory speaks to intent, discipline, and leadership.
This progress reflects purposeful stewardship from the Commissioner for health Dr. Adaeze Oreh, whose reform mindset continues to strengthen health financing and service delivery across the state. It also reflects the steady, professional leadership of the Executive Secretary/CEO Dr. Vetty Agala, who has guided the agency through its formative years with clarity, resilience, and focus on results.
RIVCHPP at two is no longer an idea. It is a functioning safety net. A signal to citizens that government can work. A foundation on which broader health system gains can be built.

The Head of Service, Rivers State, Dr Mrs Inyingi S. I. Brown, on behalf of the Body of Permanent Secretaries, has congratulated His Excellency, Sir Siminalayi Fubara, GSSRS, on the occasion of his 51st birthday, describing him as “a Governor who lives by serving.”
In a statement issued to mark the celebration, the Head of Service commended the Governor’s people-centred and service-driven leadership, noting its positive impact on institutional stability and public service delivery in the State. Special appreciation was also expressed for the Governor’s approval of a befitting accommodation complex for Permanent Secretaries, underscoring his commitment to staff welfare and efficiency.
To commemorate the Governor’s birthday, the Body of Permanent Secretaries announced the sponsorship of 329 JAMB forms for indigent students across the 319 wards of Rivers State. A breakdown shows that 319 forms are allocated to the 319 wards. 5 forms allocated to non-indigenes and 5 forms allocated to persons with disabilities.
Interested applicants are advised to contact the Office of the Permanent Secretary, Ministry of Education.
The Body of Permanent Secretaries wished His Excellency continued good health, wisdom, and greater accomplishments in service to the people of Rivers State.

The State Deputy Governor, Prof. Ngozi Nma Odu, has felicitated with the State Governor, Sir Siminalayi Fubara, on the occasion of his 51st birthday today.
In a goodwill message issued from the Government House, Port Harcourt, Prof. Odu described birthdays as significant milestones that offer an opportunity to reflect on the journey so far while looking ahead with renewed purpose and commitment to service.
Prof Odu commended Governor Fubara for his purposeful leadership, resilience, and unwavering dedication to the peace, progress, and development of the state, noting that his administration continues to inspire hope among the people.
The Deputy Governor prayed that the Almighty God would grant the State Chief Executive good health, happiness, wisdom, and renewed strength to continue steering the state's affairs in the years ahead.
She wished him many more years of impactful leadership in service to the state and the nation at large.
