Rivers State Administrator monitors LGA election in company of the Mayor of Phalga.
The Administrator and Mayor of Port Harcourt City Local Government Area, Dr. (Barr.) Samuel B. Kalagbor, DSSRS, on Saturday joined the Sole Administrator of Rivers State, Vice Admiral (Rtd.) Ibok-Ete Ekwe Ibas, in monitoring and observing the ongoing Rivers State Local Government elections within Port Harcourt City LGA.
The joint monitoring exercise underscored the government’s commitment to ensuring a transparent, credible, and peaceful electoral process across the state. Dr. Kalagbor, in company of the Administrator, visited several units at the Orogbum Civic Centre in Phalga, where they assessed the conduct of electoral officers, security personnel, and the overall conduct of the exercise.
Their presence highlighted the state government’s determination to strengthen democratic institutions and further promote citizens’ confidence in the electoral process. The state Administrator commended the cooperation of stakeholders, security agencies, and voters for contributing to a smooth, credible, and hitch-free local government election in the state.

STRENGTHENING BONDS OF SCHOLARSHIP AND LEADERSHIP: FRIENDS OF DR. (MRS.) VICTORIA OSARUCHI SAM-KALAGBOR VISIT MAYOR OF PORT HARCOURT CITY
In a remarkable display of solidarity and admiration, a distinguished delegation of Friends of Dr. (Mrs.) Victoria Osaruchi Sam-Kalagbor paid a courtesy visit to the Administrator and Mayor of Port Harcourt City Local Government Area, Dr. (Barr.) Samuel B. Kalagbor, DSSRS.
The visit, led by Prof. Eric Amadi, DSSRS, former Director, Quality Assurance Directorate, Rivers State University, was distinguished by glowing tributes in honour of the Mayor. Prof. Amadi extolled him as a visionary leader, a man of deep humility, and a committed public servant whose stewardship reflects persistent dedication to the progress of Port Harcourt City and the broader academic community.
Similarly, Prof. Joy Amesi, Director, Students Industrial Work Experience Scheme (SIWES), Rivers State University, commended the Mayor’s people-centred leadership style, accessibility, and humility, stressing that such rare attributes distinguish him as a model for responsible, transformative governance.
Dr. Isaac Esezi Obilor (Reader), the Head of Department of Educational Foundation, Rivers State University, in his goodwill remarks, prayed for the continued prosperity of the Kalagbor family, urging them to remain steadfast in their commitment to humanity despite the challenges and negative traits they may encounter in the course of life.
Reinforcing these commendations, Dr. Barinaka Edo and Dr. Chidaka Nyemezu, Chairman, Nigerian Library Association (NLA), Rivers State Chapter, reaffirmed their confidence in the Mayor’s administration and wished him greater political heights. They emphasized that his simplicity, respect for all persons, and unifying spirit remain sources of inspiration both within and beyond academic circles.
In his goodwill message, Dr. Hope Barango-Tariah, Chairman, Nigerian Association for Educational Administration and Planning (NAEAP), Rivers State University Chapter, extolled the Mayor’s outstanding record as Rector of Captain Elechi Amadi Polytechnic, Rumuola, Port Harcourt, describing his achievements as indelible footprints of excellence. He noted that Dr. Kalagbor’s current leadership as Mayor has further raised the bar of governance in Port Harcourt City Local Government, setting a standard that will remain a benchmark for successors.
On her part, Dr. (Mrs.) Victoria Osaruchi Sam-Kalagbor expressed heartfelt appreciation to her husband for warmly receiving her colleagues from the Faculty of Education, Rivers State University. She equally thanked her friends for honouring the Mayor with their presence and emphasized the enduring importance of mutual support, solidarity, and collective encouragement in both personal and professional endeavours.
Responding to the delegation, the Mayor expressed profound appreciation for the visit and reinforced the value of receiving recognition from esteemed scholars. He remarked: “I did not know you people were observing me with your lenses. It reminds us that we must treat everyone with respect, regardless of their background, because we may meet the same people one way or the other.”

DR. KALAGBOR RECEIVES AWARD OF EXCELLENCE IN EDUCATION
The Nigerian Association for Educational Administration and Planning (NAEAP), Rivers State University Chapter, has conferred the Distinguished Education Luminary (DEL) Award on the Administrator/Mayor of Port Harcourt City Local Government, Dr. (Barr.) Samuel B. Kalagbor, DSSRS, in recognition of his remarkable contributions to the growth and development of education in Nigeria.
The award was formally presented to him on August 20th, 2025, at Rivers State University, Nkpolu-Oroworukwo, Port Harcourt.

DR. KALAGBOR'S PEOPLE-CENTRED LEADERSHIP: EMPOWERS 1,300 YOUTHS AND WOMEN, STRENGTHENS LEGAL CAPACITY THROUGH NBA CONFERENCE GRANTS
In yet another bold stride towards grassroots development and human capital investment, the Administrator/Mayor of Port Harcourt City Local Government Area (PHALGA), Dr. (Barr.) Samuel B. Kalagbor, DSSRS, has reinforced the centrality of human capacity development as a fulcrum for sustainable governance by empowering one thousand three hundred (1,300) youths and women with financial support strategically distributed across the twenty (20) wards of the Local Government Area.
Beyond this landmark exercise, Dr. Kalagbor equally approved and released financial grants to fourty (40) legal practitioners of Port Harcourt origin, including legal officers serving within the Port Harcourt City Council, to support their participation at the Nigerian Bar Association (NBA) Conference. In his view, this intervention demonstrates the indispensable role of professional capacity-building in strengthening governance. Legal practitioners, he noted, are custodians of the rule of law and play a pivotal role in reinforcing the institutional frameworks upon which democracy and development rest.
Furthermore, in a gesture of inclusiveness, the Administrator/Mayor extended support to the Okpo Club - a distinguished body of Ikwerre male lawyers - thereby affirming his commitment to strategic partnerships and institutional solidarity.
Through these deliberate and people-centered interventions, Dr. Kalagbor continues to demonstrate that leadership transcends the mechanics of governance; it is fundamentally about building people. His sustained investment in youths, women, and professionals reflects an enduring conviction that sustainable development must be anchored on the empowerment of human capital.

ADMINISTRATOR AND MAYOR OF PHALGA RECEIVES WINNER OF HEIRS 2024 NATIONAL ESSAY COMPETITION
The Administrator and Mayor of Port Harcourt City Local Government Area, Dr. Barr. Samuel B. Kalagbor, DSSRS, has reiterated the importance of socio-political and economic advancement through the development of the human mind via quality education.
He made this known while receiving the winner of the 2024 National Essay Competition, organised by the Heirs Insurance Group for secondary school students across the 36 states of the federation.
The winner, Miss Hephzibah Chidi, a native of Orochiri Community, Rebisi, in Port Harcourt City LGA, was received at the City Council Chambers, Moscow Road, Port Harcourt. She was accompanied by her parents, Mr. and Mrs. Chidi Chuku, alongside community chiefs, elders, youths, women, and representatives of the organisers of the competition.
The Mayor congratulated Miss Chidi on her outstanding achievement and applauded Heirs Insurance Group for their commitment to educational development. He further pledged a financial reward of Five Hundred Thousand Naira (₦500,000.00) in recognition of her excellence and for bringing honour to Port Harcourt City and Rivers State at large.
In response, Coach Kenneth Chuku, speaking on behalf of the family, expressed heartfelt appreciation to the Administrator and Mayor for his generosity and continuous support for human capital development.

PORT HARCOURT ADMINISTRATOR RECEIVES DELEGATION OF THE LOCAL GOVERNMENT SERVICE COMMISSION.
On Tuesday, July 29, 2025, the Administrator of Port Harcourt LGA, Dr. (Barr.) Samuel B. Kalagbor, DSSRS, received the Chairman of the Rivers State Local Government Service Commission, Sir Israel N. Amadi, alongside his delegation, on a familiarization visit to the Council Secretariat, Moscow Road.
Dr. Kalagbor extended his congratulations to the Commission members on their appointments, expressing confidence in their ability to deliver on their mandate. He highlighted Sir Amadi’s extensive civil service experience and described Port Harcourt as a peaceful and progressive gateway to Rivers State, pledging the Council’s full support for the Commission’s reforms.
In response, Sir Israel Amadi commended the Council’s developmental strides and stated that the visit was aimed at fostering collaboration, gathering stakeholders’ input, and strengthening local governance. He reiterated the Commission’s commitment to merit-based recruitment, eliminating political interference, and upholding service standards in accordance with the Local Government Service Law No. 5 of 2018.
He further outlined the Commission’s core mandates, including staff administration, promotions, disciplinary actions, pension management, and the digitization of processes. Additionally, he warned against unethical practices, noting that forensic audits might be deployed to detect age falsification and other irregularities.
During an interactive session, staff representatives raised concerns about pending promotions, office needs, and digital record management. Sir Amadi assured them that all issues would be reviewed and addressed accordingly.
The event concluded with a vote of thanks delivered by Comrade Clifford Paul, Head of Local Government Administration, who applauded the Commission’s leadership and offered prayers for their continued success.

MAYOR OF PHALGA. DR. KALAGBOR, DELIVERS INSPIRING KEYNOTE ADDRESS, RECEIVES FELLOWSHIP AWARD.
The Administrator and Mayor of Port Harcourt City Local Government, Dr. Samuel B. Kalagbor, DSSRS, delivered a powerful and inspiring keynote address at the 3rd National Conference of the Association of Educational Management and Policy Practitioners (A'EMAPP), held at the University of Port Harcourt.
His presentation, centred on “Ethical and Values Education: Re-Engineering for Sustainable National Development.” He highlighted the transformative power of ethics and values in shaping individual behaviour and promoting sustainable national development. His address was intellectually stimulating and deeply aligned with the theme of the conference.
Dr. Kalagbor emphasized the foundational role of ethics and values in building responsible citizens,fostering ethical leadership, social responsibility, good governance, political stability, and sustainable development. By referencing the 1999 Constitution, Dr. Kalagbor reminded the conferees of the importance of exhibiting national ethics, particularly discipline and integrity in both public and private life. He further stressed that ethical and values education must go beyond theory and translate into practical, impactful action across all sectors of society.
Dr. Kalagbor linked ethical and values education to the broader goal of sustainable development, underscoring the need for Nigeria to adopt inclusive and future-focused policies guided by the 17 Sustainable Development Goals (SDGs). He cautioned that corruption remains a major threat to progress and reaffirmed the urgency of values-based reforms in education and national leadership. He also emphasised the need to give priority to marginalised and vulnerable populations through equitable access to services and opportunities.
Despite numerous challenges, ranging from poor curriculum design to cultural and political resistance, Dr. Kalagbor remained optimistic. He drew inspiration and lesson from country-specific examples such as Finland, South Korea, Norway, Singapore, India, Pakistan, Canada, Austria, Turkey, and Kenya to buttress his assertions. These countries have successfully integrated ethics and values education into their national frameworks for sustainable national development. He highlighted the importance of continuous teacher training and professional development, curriculum reforms, community participation, and the integration of human rights and global citizenship education into Nigeria's national development agenda.
He concluded his policy recommendations with a call, among others, for interdisciplinary teaching methods, ethical mentorship, adoption of technology, and the establishment of effective monitoring and evaluation frameworks to re-engineer ethical and values education in the country. Citing practical examples such as academic integrity, respect for constituted authority, and whistleblowing, he advocated a national culture rooted in ethical conduct. He also called for urgent and collective action, asserting that Nigeria’s future largely depends on the values instilled in its youths.
The keynote address was not only an academic engagement but also a moment of personal honour. In the presence of distinguished guests and colleagues, Dr. Kalagbor was inducted into the prestigious fellowship of A'EMAPP. The ceremony became especially memorable when he was decorated by his beloved wife, Dr. Victoria Osaruchi Sam-Kalagbor, herself a Fellow of A’EMAPP.
Earlier, the conference was declared open by the Vice Chancellor of the University of Port Harcourt, Professor Owunari Georgewill, who thanked the association for organising the conference during the 50th anniversary of the University. The welcome address was presented by the National President of the Association, Prof. John Undie. The conference was attended by notable educational leaders, administrators, managers, and academics.
