REPORT ON ATTENDANCE AT THE SOUTH EAST POLICY REVIEW OF THE NATIONAL YOUTH POLICY (2019–2023) By: The State Chairman, National Youth Council of Nigeria (NYCN), Abia State Chapter.

Introduction

I had the privilege of attending the South East Policy Review of the National Youth Policy (2019–2023) in my capacity as the State Chairman of the National Youth Council of Nigeria (NYCN), Abia State Chapter Engr Smith Sylvanus.

The policy review brought together key stakeholders, youth leaders, policymakers, and development partners to evaluate the implementation, impact, and relevance of the existing National Youth Policy, as well as to propose strategic improvements for the future.

Overview of the National Youth Policy
Youths are one of the greatest assets that any nation can have. Not only are they legitimately regarded as the partners of today, but also the greatest investment for a country’s development.

Programmes and policies focused on the wholesome development of young people and their active participation in various sectors of nation-building are increasingly being emphasized at a global level.

The recognition of this fact led to the development of the National Youth Policy. A National Youth Policy is a declaration and commitment to the priorities, directions, and practical support that a country intends to give to the development of its young men and women. It clearly defines the place and role of youth in society, as well as the responsibility of society towards them.

The policy is anchored on four universal concepts:
Participation
Equity
Protection
Cohesion

Key Highlights of the South East Policy Review
The review session focused on assessing the successes and challenges of the 2019–2023 policy framework. Major discussions included:

The level of youth inclusion in governance and decision-making processes.
Access to education, skills acquisition, and employment opportunities.

Youth empowerment initiatives and their effectiveness.

The role of technology and innovation in youth development.

Addressing social challenges affecting young people, including insecurity and unemployment.

Participants actively contributed recommendations aimed at strengthening policy implementation, improving accountability, and ensuring that youth-focused programmes deliver measurable outcomes.

Importance of the National Youth Policy to Abia Youth

The National Youth Policy holds significant importance for the youths of Abia State in several key ways:

Empowerment and Capacity Development.

The policy provides a structured framework for empowering Abia youths through education, vocational training, entrepreneurship support, and leadership development initiatives.
Increased Participation in Governance.

It promotes the inclusion of young people in decision-making processes, enabling Abia youths to contribute meaningfully to state and national development.

Economic Opportunities
Through targeted programmes, the policy helps to address unemployment by creating pathways for job creation, innovation, and enterprise development.

Social Protection and Inclusion.
The policy ensures that vulnerable groups among the youth population are protected and given equal opportunities, fostering fairness and social justice.

Strengthening Unity and Cohesion
It encourages unity among diverse youth groups in Abia State, promoting peaceful coexistence and collective progress.

Conclusion

The South East Policy Review of the National Youth Policy (2019–2023) was a timely and impactful engagement that provided a platform for critical reflection and forward planning.
As State Chairman of the NYCN Abia State Chapter, my participation reinforced the need for stronger advocacy, improved implementation strategies, and sustained collaboration among stakeholders.

The National Youth Policy remains a vital tool for harnessing the potential of young people in Abia State and Nigeria at large. Its effective implementation will not only empower youths but also drive sustainable development and nation-building.
