Warri South-West Legislative Arm Holds Plenary on Healthcare Reform

The Warri South-West Local Government Legislative Arm yesterday held an important plenary session at the hallowed chamber of the Legislative Arm, with the Leader of the House, Rt. Hon. Ekpemupolo Idukedoumene Samuel, presiding over the sitting.

The plenary focused extensively on healthcare reform and the need to strengthen healthcare delivery across Warri South-West Local Government Area.

Following the adoption of the minutes and proceedings, the Leader of the House called on the Chairperson of the House Committee on Health, Hon. Dude Marvelous, to present the findings of the committee’s research and investigation into the state of healthcare within the Local Government.

Hon. Dude Marvelous briefed the House on the committee’s findings, highlighting issues identified during the investigation and areas requiring attention to improve healthcare delivery.

Following the presentation, members of the House engaged in extensive deliberations, asking questions and making suggestions on practical ways to improve the healthcare system and ensure that residents have better access to effective healthcare services.

The Leader of the House, Rt. Hon. Ekpemupolo Idukedoumene Samuel, commended the Health Committee for the thorough investigation and detailed report presented before the House.

Contributing to the deliberations, the Councillor representing Ogbe-Ijoh Ward, Hon. Apostle Preye Koremene JP, moved a motion for the House to invite the HOD on Health and her team for further engagement, investigation and clarification on issues raised in the committee’s report.

The deliberations underscored the Legislative Arm’s attention to issues directly affecting the wellbeing of residents and the importance of proper investigation, stakeholder engagement and practical solutions in strengthening healthcare delivery across the Local Government Area.

The session further demonstrated the commitment of the Legislative Arm to examining critical issues affecting the people and providing a platform for constructive deliberation and responsive representation.

WARRI SOUTH-WEST LEGISLATIVE ARM EMBARKS ON A TWO-DAY LEGISLATIVE EXCURSION TO THE NATIONAL ASSEMBLY, ABUJA

The Councillors of the 7th Assembly of Warri South-West Legislative Arm, Delta State, under the distinguished leadership of the Leader of the House, Rt. Hon. Ekpemupolo I. Samuel, embarked on a two-day legislative excursion to the National Assembly, Abuja, as part of ongoing efforts to strengthen legislative capacity, deepen democratic governance, and promote intergovernmental cooperation.

As part of the excursion, the delegation visited the Senate Chamber, where members had the unique privilege of observing a live plenary session of the Nigerian Senate presided over by the President of the Senate, His Excellency, Senator Godswill Akpabio. The delegation also proceeded to the House of Representatives Chamber, where they witnessed legislative proceedings under the leadership of the Speaker, Rt. Hon. Tajudeen Abbas.

The visit provided members of the Warri South-West Legislative Arm with a valuable opportunity to observe parliamentary processes firsthand, engage with federal lawmakers, and gain practical insights into legislative best practices at the national level. The excursion further served as a platform for knowledge exchange, institutional learning, and capacity building aimed at enhancing effective representation and quality service delivery to the people of Warri South-West Local Government Area.

Speaking on behalf of the delegation, the Leader of the House, Rt. Hon. Ekpemupolo I. Samuel, expressed profound appreciation to Rt. Hon. Thomas Ereyitomi, member representing Warri federal constituency, Senator Joel-Onowakpo Thomas, Senator representing Delta South and Rt. Hon. Julius G. Pondi, member representing Burutu federal constituency, and to the leadership and members of the National Assembly, for the opportunity to observe legislative proceedings and learn from their wealth of experience. He noted that the excursion reflects the Assembly's unwavering commitment to continuous learning, institutional development, and the promotion of good governance.

The lawmakers reaffirmed their dedication to applying the knowledge and experiences gained during the visit towards advancing people-oriented legislation, strengthening oversight responsibilities, and contributing meaningfully to the sustainable growth and development of Warri South-West Local Government Area.

In a significant step toward strengthening grassroots governance and advancing the developmental objectives of the local government, the Warri South-West Legislative Arm has officially received the 2026 Proposed Annual Budget.

The proposed budget was formally presented by the Chairman of the Council, Hon. Sylvester Oromoni, to the Warri South-West Legislative Arm under the purposeful leadership of its Leader, Rt. Hon. Ekpemupolo Idukedoumene Samuel.
