THE WARRI SOUTH-WEST LEGISLATIVE ARM RECEIVES THE 2026 PROPOSED ANNUAL BUDGET
In a significant step toward strengthening grassroots governance and advancing the developmental objectives of the local government, the Warri South-West Legislative Arm has officially received the 2026 Proposed Annual Budget.
The proposed budget was formally presented by the Chairman of the Council, Hon. Sylvester Oromoni, to the Warri South-West Legislative Arm under the purposeful leadership of its Leader, Rt. Hon. Ekpemupolo Idukedoumene Samuel. This presentation underscores the strong institutional synergy between the executive and legislative arms, driven by a shared commitment to delivering impactful governance at the grassroots.

Rt. Hon. Ekpemupolo Idukedoumene Samuel, Leader of the Warri South-West Legislative Arm and Chairman of the Delta State Councillors Forum, was honoured with the prestigious “21st Century Legislator per Excellence and Humanitarian Ambassador” award by the National Association of Delta State Students (NADESSTU) during the celebration of its 30th Anniversary on 5th December 2025.
The award was formally presented at his residence by the association’s executive led by its President, Oweiotu-ebi Oyinkare-ebi Joseph, alongside the Executive Assistant to the Governor of Delta State on Student Affairs, Comr. Okoh Ezekiel, PhD.
He expressed appreciation to NADESSTU for the recognition, noting that the honour serves as added motivation to continue impactful service to the people and the student community.

RT. HON. EKPEMUPLOLO IDUKEDOUMENE SAMUEL FELICITATES THE EXECUTIVE CHAIRMAN OF WARRI SOUTH WEST LGA ON HIS BIRTHDAY.
Rt. Hon. Ekpemupolo Idukedoumene Samuel, Leader of the Warri South West Legislative Arm, has described the Executive Chairman and Chief Security Officer of Warri South West Local Government Area as a leader whose inclusive style of governance has become a defining strength of the local government.
According to him, the Chairman’s administration is characterised by accessibility, empathy, fairness, and unity, ensuring that every ward, community, and stakeholder feels seen, heard, and represented in the governance process.
Rt. Hon. Ekpemupolo further noted that the Chairman’s commitment to peace, security, grassroots development, and people-centred governance has continued to inspire confidence across Warri South West Local Government Area. He stated that by deliberately carrying along traditional institutions, youths, women, political leaders, and community stakeholders, the Chairman has strengthened trust and reinforced the social fabric of the local government.
He emphasised that the Chairman’s leadership is defined not merely by position, but by service, humility, and inclusion, adding that Warri South West is stronger and more united as a result of this approach to leadership.

HIGHLIGHTING RT. HON. EKPEMUPOLO IDUKEDOUMENE SAMUEL’S VISION ON GRASSROOTS LEADERSHIP, MINDSET, AND THE FUTURE OF PURPOSE-DRIVEN SERVICE.
Rt. Hon. Ekpemupolo Idukedoumene Samuel earlier emphasized that grassroots leadership is the backbone of democracy, and councillors are central to connecting government with the people. However, he noted that many councillors experience political stagnation, often caused by poor welfare support, weak institutional backing, and growing bitterness after leaving office.
He explained that when councillors feel undervalued, their morale drops, their passion fades, and the office begins to look like a dead end instead of a stepping stone. According to him, councillorship should be seen as a training ground for higher leadership, an opportunity to build experience in lawmaking, oversight, and community service.
He also stressed that society contributes to this challenge by placing unrealistic expectations on councillors, such as handling personal financial needs of constituents, which distracts them from their true legislative duties. This misunderstanding weakens governance and increases frustration among grassroots leaders.
Rt. Hon. Samuel concluded that political stagnation is not just about welfare, but also about mindset and public awareness. He urged councillors to see their office as a foundation for growth, not a limit, and called on society to better understand the true role of councillors. With the right mindset and civic awareness, he believes grassroots governance can become stronger, more effective, and more progressive for the future.
