SDO Ligao City Conducts Upskilling on SGC Updates and Functionality Assessment for SY 2026–2027
The Schools Division Office (SDO) of Ligao City, through the School Governance and Operations Division (SGOD) successfully conducted the Upskilling on the Updates and Functionality Assessment of the School Governance Council (SGC) for School Year 2026–2027 across the division’s three districts from September 21 to 23, 2026.
Anchored on the theme “Building Stronger School Communities,” the activity aimed to strengthen the capacities of School Governance Council members and education leaders in implementing updated SGC policies and conducting functionality assessments to enhance participatory school governance.
The three-day upskilling activity was conducted in cluster venues: Ligao East Central School for the East District on September 21, Sta. Cruz Elementary School for the West District on September 22, and Palapas National High School for the South District on September 23. Participants included Public Schools District Supervisors (PSDSs), school heads, SGC presidents, and PTA presidents from both elementary and secondary schools.
The orientation proper featured a series of sessions facilitated by division officials and personnel. SGOD Chief Education Supervisor Ernie M. Baranquel discussed key updates on School Governance Councils and their role in promoting shared governance and community engagement. Senior Education Program Specialist for School Management Monitoring and Evaluation (SEPS-SMME) Angelo C. Quintan provided guidance on the functionality assessment process and related monitoring mechanisms.
Meanwhile, Education Program Specialist II for School Management Monitoring and Evaluation Pamela G. Garcia led discussions on strengthening stakeholder participation and ensuring the effective implementation of SGC initiatives at the school level. Senior Education Program Specialist for Social Mobilization Jhaebie N. Obeada emphasized the importance of sustaining community partnerships and stakeholder engagement in support of learner development and school improvement goals.
The activity provided participants with a deeper understanding of the updated SGC framework, assessment tools, and governance standards necessary to ensure that School Governance Councils remain functional, responsive, and aligned with the needs of learners and the community.
Through collaborative learning and meaningful discussions, participants reaffirmed their commitment to fostering strong partnerships among schools, parents, local government units, and community stakeholders. The upskilling also highlighted the crucial role of SGCs in advancing transparency, accountability, and inclusive decision-making in schools.
