Pinangunahan nina Land Transportation Franchising and Regulatory Board (LTFRB) Chairman Atty. Vigor D. Mendoza II, Metropolitan Manila Development Authority (MMDA) Chairman Atty. Romando โDonโ Artes, at MMDA General Manager Nicolas Torre III ang paglagda ng Memorandum of Agreement para sa pagpapatupad ng mga panuntunan hinggil sa carpooling.
Nakiisa rin sa MOA signing sina Department of Transportation (DOTr) Acting Undersecretary for Road Transport and Non-Infrastructure Dioscoro T. Reyes at Land Transportation Office (LTO) Executive Director Atty. Martin P. Ontog, kasama ang mga kinatawan mula sa public transport sector na nagbigay ng kanilang mga opinyon at mungkahi upang lalo pang mapabuti ang nasabing programa, na bunga ng pagtutulungan ng DOTr, LTFRB, MMDA, at LTO.
Tinalakay sa kasunduan ang planong magbigay ng special permit sa mga pribadong sasakyan upang magamit bilang shuttle services ng mga kompanya. Kabilang sa mga itinakdang panuntunan ang paglilimita ng operasyon ng bawat sasakyan sa iisang kompanya at sa mga empleyado nito; non-profit ang magiging batayan ng operasyon ng mga kalahok na sasakyan; at ang ruta ay point-to-point lamang, batay sa mga pamantayan ng LTFRB at MMDA.
Alinsunod sa direktiba ni Pangulong Ferdinand R. Marcos Jr. at sa gabay ni DOTr Secretary Atty. Giovanni Z. Lopez, patuloy na sinusuportahan ng LTFRB at iba pang kaugnay na ahensya ang mga inisyatibang naglalayong magbigay ng alternatibong transportasyon para sa mga empleyado at manggagawa, at makatulong sa pag-ibsan ng epekto ng patuloy na pagtaas ng presyo ng gasolina.

Tinalakay sa naturang pagpupulong ang kasalukuyang estado ng payout, kabilang ang numero ng mga benepisyaryong nabigyan na ng tulong, patuloy na beripikasyon ng mga listahan upang maiwasan ang duplication, at ang pagsasagawa ng special payouts para sa mga hindi pa nakatanggap. Ipinabatid din na magpapatuloy ang distribusyon sa mga susunod na linggo, kabilang ang rollout sa mga probinsya.

2. Libre ang paggamit ng banyo sa kahit anong terminal, istasyon, o stopover; may malinaw na mga signage; at hiwalay ang mga banyo ng lalaki, babae, at mga persons with disabilities;

In line with the instruction of President Ferdinand โBongbongโ R. Marcos, Jr. to ensure the welfare of those in the public transport sector, the Land Transportation Franchising and Regulatory Board (LTFRB), under the guidance of DOTr Secretary Giovanni โBanoyโ Z. Lopez, held a consultation meeting for the proposed fare increase in the ride-hailing services.
LTFRB Chairperson Atty. Vigor D. Mendoza II said the meeting with representatives of the Transport Network Vehicle Service (TNVS) is the first of the series of meetings that the agency will hold to expedite the resolution of all the pending petitions for fare hike.
โWe want to hear all sides in the spirit of fairness because the discussion on fare increase is a sensitive issue that does not only involve the commuters but our economy as well,โ said Chairperson Mendoza.
โThatโs why we held a consultation for them and we asked them to submit some documents that are needed when we in the LTFRB start the deliberation for the fare increase petition on the TNVS,โ he added.
Chairperson Mendoza said the compliance of the TNVS sector in the request for documents is essential in the decision-making process on whether or not the increase is justifiable.
โSo, we really hope that they will comply because if they do not. That makes it complicated for us because we will be relying solely on our own data,โ he stressed.
Chairperson Mendoza earlier committed to hold a series of fare hike-related public consultation meetings as the series of oil price hikes prompted various transport groups to revive their petition for fare hike.
The last time that a fare hike was approved was in October 2023 and it was a P1 provisional increaseโ a decision which is seen as a middle ground since the country is still reeling from the adverse economic effects of the Covid-19 pandemic.
Since then, a number of fare hike petitions were filed before the LTFRB, the recent petitions were filed by three major transport groups in October 2024.
Chairperson Mendoza said they decided to hold separate public consultations in order to ensure healthy and organized discussions on the matter.
In the meeting held on Tuesday with TNVS, several representatives raised several concerns and requests that they want the LTFRB to look into, particularly on the aspect of commissions and long duty hours for TNVS drivers.
While there are some concerns and requests that go beyond the mandate of the LTFRB Chairperson Mendoza assured that all of them will be consolidated and will be a subject of dialogue with concerned government agencies like the Department of Labor and Employment and Office of the Solicitor General.
The next public consultation will be made with bus, taxi and jeepney stakeholders.
He said the LTFRB fully understands the concerns of those in the transport sectorโthe reason why the agency wants to expedite the hearing in order to come up with a decision in the soonest possible time.
โOur goal is to come up with a decision that is acceptable to everybody. If there would be fare increase, we assure that there will be a balance between the commutersโ capacity to pay and the need to attend to the concerns of those in the public transport sector,โ the LTFRB Chairperson assured. #

In line with the instruction of President Ferdinand โBongbongโ R. Marcos, Jr. to implement measures to ensure road safety, the Land Transportation Franchising and Regulatory Board (LTFRB), under the guidance of DOTr Secretary Giovanni โBanoyโ Z. Lopez, summoned the operator of a passenger bus that figured in a road crash in Gumaca, Quezon.
At least 25 passengers were injured in the incident and LTFRB Chairperson Atty. Vigor D. Mendoza II wants to find out what went wrong, especially that there were reports that the driver lost control of the bus.
โWe are conducting an investigation to establish the reason behind this unfortunate incident. Ito ba ay road worthiness issue, driver-related issue or other factors,โ said Chairperson Mendoza.
Based on the initial report, witnesses saw the bus appeared to have lost its control along a national highway. It then rammed another vehicle before turning on its side.
The injured victims were taken to the hospital.
Chairperson Mendoza said the operator of the passenger bus was ordered to submit a written explanation on why their franchise should not be suspended or revoked over the incident.
The operator was also tasked to appear before the LTFRB for a hearing scheduled on March 13.
He said the LTFRB will monitor the progress of the payment of insurance for all the injured passengers.
Chairperson Mendoza assured a fair hearing on the incident, saying the LTFRB will immediately act on the case. #

The Land Transportation Franchising and Regulatory Board (LTFRB), under the guidance of DOTr Secretary Giovanni โBanoyโ Z. Lopez, has issued a show cause order (SCO) against two operators of passenger jeepneys for alleged anomalies in their transport operation.
Aside from the operators, LTFRB Chairperson Atty. Vigor D. Mendoza II said the drivers of the two passenger jeepneys plying the Tanauan-Calamba route were also summoned to explain the report of the โkambal-plakaโ modus in line with the instruction of President Ferdinand "Bongbong" R. Marcos, Jr. to ensure compliance with the law in the interest of safety of commuters.
โKambal-plakaโ is a fraudulent scheme involving two or more vehicles using the same license plate.
This modus is strictly prohibited and penalized based on the existing laws and rules and regulations and on the part of the LTFRB, such a scheme has no place in the operation of public utility vehicles.
โThis fraudulent scheme was discussed not only in the vehicle registration but also in the application for franchise, and engaging in this illegal activity is a clear violation of the conditions set for the issuance of the Certificate of Public Convenience,โ said Chairperson Mendoza.
The issuance of the SCO against the two PUV operators was based on the confirmed report of the anomaly involving some PUVs in Tanauan-Calamba route.
In the SCO, the two operators were asked to explain in notarized writing why their CPCs should not be suspended or revoked for the offense, as part of the due process, or the right of the accused to be heard.
They were also ordered to attend a hearing on March 13.
Failure to attend to submit the written explanation will result in the imposition of penalties that include at least P5,000 fine and eventually the possible revocation of the CPC.
Chairperson Mendoza then warned PUV operators and drivers to refrain from engaging in such an illegal activity to avoid legal and operational troubles. #

The Land Transportation Franchising and Regulatory Board (LTFRB), under the guidance of DOTr Secretary Giovanni โBanoyโ Z. Lopez, met with operators of bus and other public utility vehicle (PUV) terminal within the premises of malls, and discussed facility improvements that will encourage more people to use public transportation.
LTFRB Chairperson Atty. Vigor D. Mendoza II said the discussion is part of the overall transportation plan for a fast and comfortable mobility of millions of Filipinos in line with the instruction of President Ferdinand โBongbongโ R. Marcos, Jr.
During the meeting, Chairperson Mendoza discussed a public transportation-centered reforms that will encourage even car owners to leave their cars at home in favor of trains, buses and even jeepneys.
โGusto nating pagandahin ang commuter experience ng ating mga mananakay para hindi na magdala ng kotse and for them to ride the public transportation instead,โ said Chairperson Mendoza.
The LTFRB is currently conducting aggressive inspections of bus and PUV terminals across the country, with at least 116 terminal operators issued with show cause orders and notice of violation so far.
Recently, two operators of PUV terminals within the premises of the malls were summoned for insufficient facilities for the passengers, particularly senior citizens and PWDs.
Chairperson Mendoza said malls are now becoming integral part of the public transportation since some train stations and bus and PUV terminals are located within their premises.
โWe need to improve the facilities because we can never encourage people to commute if terminals would make them uncomfortable. In the case of malls, motorists can leave their cars in mall parking areas and commute instead,โ said Chairperson Mendoza.
โPublic transport is not only the moving facility but also the fixed facilities. The terminal facility in malls is no longer a minor infrastructure, it is becoming essential so we are talking with them to improve this facility to enhance commuting experience,โ he added.
Several operators of terminals in malls attended the meeting, shared their inputs and commit to comply with the requirements under the existing rules and regulations of the LTFRB.
Chairperson Mendoza, on the other hand, expressed optimism that all the matters and recommendations discussed will eventually translate into reality in the continuing efforts of the government to ensure the welfare of commuters. #
