The inspection aimed to ensure compliance with established checkpoint protocols, reinforce police discipline, and assess personnel readiness and vigilance while on duty.

During the inspection, PLTCOL SAWATANG reminded the personnel to strictly observe “Tamang Bihis,” maintain courtesy and professionalism toward the public, and remain alert and vigilant at all times.

Nartatez Jr., Chief, Philippine National Police (PNP), police personnel arrested a 36-year-old Australian national wanted in connection with a tax-related case during a coordinated operation at the Ninoy Aquino International Airport (NAIA) on September 30, 2026.

MASSKARA 2026 GETS 2,686-COP SECURITY BOOST

The Philippine National Police, under the command of PNP Chief PGEN Jose Melencio C. Nartatez Jr., has strengthened security preparations for MassKara Festival 2026 with police personnel from the Police Regional Office Negros Island Region and other Police Regional Offices mobilized to help secure the celebration in Bacolod City.

A total of 2,686 personnel are deployed, including 808 from the Bacolod City Police Office, 500 from the Negros Occidental Police Provincial Office, 250 from the Regional Mobile Force Battalion, 105 from the Regional Headquarters, and 400 from Police Regional Office 6. The remaining personnel are drawn from various training, leadership, and field programs, including BISOC, FTP, PSJLC, PSSLC, and PSOCC.

The personnel were formally sent off on September 30, 2026, at the BCPO Parade Ground, BCPO Headquarters, Barangay Singcang-Airport, Bacolod City. They will secure festival venues, parade routes, public convergence points, transport hubs, entry points, and other vital installations, with emphasis on police visibility, crime prevention, crowd and traffic management, prompt response, and support to crime investigation and solution.

MassKara Festival 2026 is being held in Bacolod City, Negros Island Region, from October 1 to 18, 2026, with the closing and awarding ceremonies scheduled for October 25, 2026. Carrying the theme “Share The Smile. Celebrate Gugma,” the celebration is expected to draw residents and visitors to various festival venues and public spaces across the City of Smiles.

PNP HITS KIDNAP-FOR-RANSOM CASES: 4 ARRESTED; CHINESE VICTIMS AMONG THOSE KIDNAPPED

The Philippine National Police, under the command of PGEN Jose Melencio C. Nartatez Jr., arrested four suspects and rescued three victims in separate kidnapping cases from September 25 to 29, 2026, including cases involving Chinese nationals.

On September 29, 2026, operatives of the PNP Anti-Kidnapping Group (PNP-AKG) Luzon Field Unit arrested a 48-year-old wanted male accused in Maitim 2nd East, Tagaytay City, during the implementation of a Warrant of Arrest. The warrant, issued by the Regional Trial Court, National Capital Judicial Region, Branch 297, Pasay City, was for Kidnap-for-Ransom and Serious Illegal Detention, with no bail recommended.

The arrest stemmed from the alleged involvement of the accused in the kidnapping of a Chinese national on July 31, 2024, at the open parking area of a major shopping complex in Pasay City. The arrested accused was brought to the PNP-AKG Headquarters at Camp BGen Rafael T. Crame, Quezon City, for proper disposition.

In a separate case, the PNP-AKG initiated intelligence and investigative efforts after receiving information regarding the alleged abduction of a female Chinese national on September 17, 2026. Continuous information gathering, case backtracking, and validation, in coordination with partner agencies, led to the victim’s rescue in Makati City on September 25, 2026, and the arrest of one female suspect.

Further intelligence development and information sharing led to another operation in Parañaque City on September 27, 2026, resulting in the rescue of two additional victims and the apprehension of two Filipino male suspects. Appropriate complaints for Kidnapping for Ransom and Serious Illegal Detention, among other applicable offenses, were subsequently filed before the Department of Justice through inquest proceedings.

“These accomplishments show the PNP’s resolve to protect victims and pursue those allegedly responsible for kidnapping through lawful police action. The development followed information provided by the Australian Federal Police to the Philippine Internet Crimes Against Children Center (PICACC) concerning a 62-year-old Australian national who was later sentenced by the Brisbane Supreme Court to 19 years’ imprisonment, with a 12-year non-parole period, for multiple child abuse-related offenses involving victims in the Philippines.

Acting on the information shared through established law enforcement channels, Philippine authorities were able to identify and rescue seven victims, while investigations led to action against three individuals allegedly involved in facilitating the online exploitation. Further inquiries involving other possible facilitators and victims remain ongoing.

The PNP Women and Children Protection Center (WCPC) said the case demonstrates the importance of timely information-sharing and coordinated action when threats involving children cross national borders. Through the WCPC, PICACC, and other specialized units, the PNP continues to work with foreign law enforcement agencies and relevant partners to identify risks, protect children, and support appropriate law enforcement action.

Through the WCPC, PICACC, and other specialized units, the PNP continues to work with foreign law enforcement agencies and relevant partners to identify risks, protect children, and support appropriate law enforcement action.

“This case reminds us that protecting children requires police work that goes beyond borders. When our partners share information, we have to respond responsibly and without delay, because every piece of information can help protect a child,” PGen Nartatez said.

“Hindi lang ito tungkol sa paghahanap ng mga sangkot. Ang una nating concern ay ang kaligtasan ng mga bata, at kasabay nito, siguraduhin nating maayos at naaayon sa batas ang bawat hakbang ng ating imbestigasyon,” he added.

The PNP said its continuing efforts are aligned with the PNP Focused Agenda and Enhanced Managing Police Operations (EMPO), which promote coordinated, intelligence-informed, and responsive police action, particularly in cases requiring cooperation among different law enforcement agencies.

The PNP also recognizes the importance of the whole community in keeping children safe online. Parents, guardians, educators, online platforms, and other stakeholders are encouraged to remain vigilant and promptly report suspected online exploitation or other activities that may place children at risk to the appropriate authorities.
