𝗦𝗡𝗔𝗣𝗦𝗛𝗢𝗧𝗦 | Rice Assistance Distribution in Flora Begins for First Tranche identified Beneficiaries

Legislative Update| The Local Government Unit of Flora officially commenced the distribution of rice assistance to 1,666 identified families from 10 barangays under the approved Assistance to Indigent Individuals or Families – Food Assistance (AIF-FA) Project funded through the Local Government Support Fund – Financial Assistance to Local Government Units (LGSF-FALGU).

The initiative aims to provide immediate food assistance to indigent families and strengthen food security within the municipality.

The distribution activity was was carried out with the support of the Department of the Interior and Local Government (DILG) headed by Apayao Provincial Director Ms. Marleen M. Guerzon, the Municipal Local Government Operations Officer (MLGOO), barangay officials, and other concerned offices to ensure a smooth, orderly, and efficient implementation.

This initiative reflects the continuing commitment of the LGU of Flora in delivering responsive and people-centered public service for the welfare of every Floranian family.

𝗜𝗡 𝗣𝗛𝗢𝗧𝗢𝗦 | 𝗙𝗹𝗼𝗿𝗮 𝗢𝗙𝗪 𝗣𝗿𝗲𝘀𝗶𝗱𝗲𝗻𝘁𝘀 𝗛𝗼𝗹𝗱 𝗠𝗲𝗲𝘁𝗶𝗻𝗴 𝗳𝗼𝗿 𝗢𝗪𝗪𝗔 𝗖𝗨𝗣 𝟮𝟬𝟮𝟲 𝗣𝗿𝗲𝗽𝗮𝗿𝗮𝘁𝗶𝗼𝗻

The Flora OFW Presidents convened for a meeting at the SB Session Hall, Legislative Building, headed by Hon. Nenita Aguilar, to discuss important matters and preparations for the upcoming OWWA CUP 2026.

The meeting focused on the organization and coordination of activities in line with the said event, highlighting the commitment of the OFW sector in promoting unity, sportsmanship, and active participation among Overseas Filipino Workers in the municipality.

Present during the meeting were the officers and representatives of the different OFW organizations in Flora who shared updates, plans, and recommendations for the successful conduct of the upcoming activity.

𝗦𝗡𝗔𝗣𝗦𝗛𝗢𝗧𝗦|The 17th Sangguniang Bayan of Flora proudly joined in welcoming DILG- Apayao Provincial Director Marleen M. Guerzon during the awarding of the Plaque of Recognition to the Municipality of Flora for successfully passing the 2025 Child-Friendly Local Governance Audit and receiving the prestigious Seal of Child-Friendly Local Governance.

The award was received by Municipal Mayor Jeofrey T. Blas together with the members of the Local Government Unit, recognizing the municipality’s continuous commitment in promoting and protecting the welfare and rights of children in the community.

Also present during the awarding ceremony were MLGOO Roderick Begtang, department heads, and the members of the 17th Sangguniang Bayan led by Vice Mayor Rodolfo B. Juan.

This recognition reflects the collective efforts of the local government, stakeholders, and the community in building a safer, more inclusive, and child-friendly Municipality of Flora.

𝗦𝗡𝗔𝗣𝗦𝗛𝗢𝗧𝗦| Photos were taken during the boundary conflict resolution dialogue between the TAWIT Ancestral Domain Indigenous Cultural Communities (ICCs) and the residents of Barangay Upper Atok and Mallig, Flora, Apayao on May 06, 2026 at the EKB Clubhouse, Bagutong, Flora, Apayao.

Said activity was facilitated by the NCIP Apayao Provincial Office headed by NCIP Provincial Officer Atty. Genesis Quiblado along with Atty. Mark-Anthony C. Tungpalan Legal Officer. With the appearance of Hon. Rodolfo B. Juan- Vice Mayor, IPMR Editha Oloraza and Delegations from the TAWIT Ancrestral Domain ICCS- Municipality of Pudtol led by IPMR Edanio Patayan.

While an agreement was reached, the officials acknowledge the need for further discussions to address any outstanding issues among the involved communities

The Sangguniang Bayan of Flora conducted its 18th Regular Session on May 5, 2026, at the Legislative Building,SB Session Hall Poblacion West Flora, Apayao and was able to adopt and Approved the following vital measures:

1. Resolution Requesting His Exellency Ferdinand “Bong- Bong” R. Marcos Jr. For funding for the Construction of School Buildings, Socio Civic Center, E- Learning Center and Community Wellness Center

May 04,2026 | The Committee on Public Works & Infrastructure and the Committee on Transportation & Communication, chaired by Hon. Rodolfo T. Juan Jr., and Hon. Jericka L. De San Jose and their members, convened today for a joint committee meeting to deliberate on the proposed adoption of Executive Order No. 32, Series of 2023 at the SB Session Hall.

The proposed ordinance seeks to streamline the permitting process for the construction of telecommunications and internet infrastructure within the Municipality of Flora, Apayao.

The initiative aims to develop a faster and more efficient interconnectivity infrastructure that will expedite the processing of licenses, clearances, permits & certifications.

In attendance were, MLGOO Roderick Begtang, Municipal Administrator Mrs. Marilou Valdez, Engr. Marvin Bangalan, Arch. Sherwin Baltazar and SB. Secretary Nicolas Rey De San Jose

The joint committee meeting reflects the commitment of the Sangguniang Bayan of Flora in advancing responsive legislation that will contribute to improved public service delivery and digital connectivity for the community.

𝗧𝗼𝗱𝗮𝘆| The Municipal Vice Mayor together with Municipal IPMR Editha Oloraza had a consultation meeting with the teachers of MRDCNHS regarding their letter for Project “LEAD” (Linking, Equity, Action, and Development) intended for Agta learners and students at risk of dropping out.

During the consultation, the teachers shared the current challenges being faced by their Agta learners and vulnerable students, particularly in terms of access to education, retention, and academic support. They emphasized that Project LEAD aims to provide interventions that will encourage students to remain in school and improve their educational opportunities.

The Municipal Vice Mayor acknowledged the importance of the initiative and expressed support for their programs that promote inclusive education and equal opportunities for all learners. He also assured the teachers that their request would be carefully reviewed and appropriate assistance would be explored in coordination with the office of the local chief executive and other concerned offices.

𝗦𝗕𝗢 𝗨𝗣𝗗𝗔𝗧𝗘| 17𝗧𝗛 𝗥𝗘𝗚𝗨𝗟𝗔𝗥 𝗦𝗘𝗦𝗦𝗜𝗢𝗡 (𝗢𝗨𝗧𝗥𝗘𝗔𝗖𝗛 ) 𝗔𝗧 𝗕𝗔𝗥𝗔𝗡𝗚𝗔𝗬 𝗣𝗢𝗕𝗟𝗔𝗖𝗜𝗢𝗡 𝗪𝗘𝗦𝗧

The 17th Regular Session (outreach session ) of the 17th Sangguniang Bayan of Flora, Apayao was successfully conducted on April 28, 2026 at the Poblacion West Barangay Hall. The session served as an outreach activity aimed at bringing the legislative functions of the Municipality closer to the community.

during the session, the honorable members deliberated on and thoroughly reviewed various proposed resolutions and ordinances, communication referred to from the office of the Municipal Mayor, resulting in the approval of several key items.

1. Adaption of the 2025-2030 Local Transport Route Plan (LPTRP)

2. Authority of the Municipal Mayor to enter into MOA with the Apayao State College Re: on the Job Training (OJT) Program

3. Resolution converting the NIA East Apayao Abulug Irigation System Service road into Farm to Market Road (FMR)

Review of Barangay Resolution :
4. Resolution Approving the reprogramming of Funds from the construction of Barangay Hall to the Multipurpose Hall of Barangay Bagutong, Flora, Apayao.

Likewise, committee reports and proposed local ordinances were presented and discussed, particularly measures on streamlining telecommunications permitting processes for the construction of Telecommunications and internet infrastructure in the Municipality, Review and Approval of the Supplemental Annual Investment Plan and Supplemental Budget.

In addition, the honorable members of the Sangguniang Bayan also accommodated and listened to several barangay concerns raised by Punong Barangay Warlito Gomez, reaffirming the commitment of the local legislative body to address grassroots issues and strengthen collaboration with barangay officials.

The session concluded productively with the continued commitment of the Sangguniang Bayan to responsive and people-centered governance.
