NATIONAL AWARENESS WEEK FOR THE PREVENTION OF CHILD SEXUAL ABUSE AND EXPLOITATION

Every child deserves a childhood defined by safety and peace. As we observe National Awareness Week for the Prevention of Child Sexual Abuse and Exploitation, we are reminded that protecting our youth is a shared responsibility. By breaking the silence and staying vigilant, we create a shield around our children, ensuring their rights are upheld, and their voices are heard.

In the Philippines, we stand united to Act, Defend, and Prevent all forms of violence against the youth. It is our collective duty to report exploitation and turn awareness into action. A child’s silence is not a sign of safety; it is our responsibility to be the voice they are too afraid to use.

Let’s work together to make every community a sanctuary where the innocence of every Filipino child is fiercely protected.

ALAM N'YO BA? | MAS PINATITIBAY NA ANG KINABUKASAN NG BATANG PILIPINO!

Alam n’yo ba na mas lalong pinalalakas ngayon ng DILG at ng Early Childhood Care and Development (ECCD) Council ang mga programa sa bawat barangay patungkol sa ating mga kabataan?

Sa unang taon ng ECCDC sa ilalim ng pamamahala ng DILG, target nitong masiguro na walang batang maiiwan pagdating sa dekalidad na edukasyon at pangangalaga, lalo na sa mga low-income communities.

Narito ang mga dapat nating abangan:
• Upgrade para sa Lahat: Ang mga dating daycare centers ay gagawing full-pledged Child Development Centers.
• Mas Pinagandang Curriculum: Layunin na i-akma ang National Early Learning Curriculum sa DepEd para mas handa ang mga bata sa pag-aaral.
• Suporta sa LGUs: Tutulungan ang mga lokal na pamahalaan na makakuha ng pondo sa pamamagitan ng Local Government Support Fund (LGSF).
• Para sa mga Workers: Magkakaroon ng skills development at permanenteng plantilla positions para sa ating mga Child Development Workers.

Sa kasalukuyan, mayroon nang 78,000 ECD Centers sa buong bansa, at layunin ng pamahalaan na gawing "child-friendly" ang lahat ng ito alinsunod sa direktiba ni Pangulong Ferdinand Marcos Jr.

Strengthening Social Protection through Collaboration 🤝

Local Social Welfare and Development Officers from various LGUs of Negros Occidental convened for the 1st Quarter Conference held at Negros Residences, Bacolod City on January 28, 2026.

The activity highlighted the presentation of 2025 accomplishment reports and 2026 program updates from PSWDO Head, Ms. Chiqui Gonzales, RSW and Program Focal Persons, reinforced inter-LGU collaboration, and provided an open forum to surface key issues and concerns in the implementation of social protection programs—fostering shared solutions and a stronger, more responsive social welfare system across the province.

This effort is part of our ongoing preparation and response plan to provide immediate relief and support to communities in need.

REITERATING THE STATUTORY IMMUNITY IN FAVOR OF SOCIAL WORKERS TAKING PROTECTIVE CUSTODY OF CHILDREN

Anent the 24 February 2023-meeting of the undersigned with stakeholders to further strengthen child protection vis-a-vis reports of social workers still apprehensive of doing their duties albeit our Department Circular Nos. 70 (s.2006) and 77 (s.2007), and consistent with Section 281 of Republic Act (RA) No. 7610, also known as the "Special Protection of Children Against Abuse, Exploitation and Discrimination Act," and Section 262 of RA No. 11930, otherwise known as the "Anti-Online Sexual Abuse or Exploitation of Children (OSAEC) and Anti-Child Sexual Abuse or Exploitation Materials (OSAEM) Act," all prosecutors are hereby reminded and strictly enjoined, under pain of sanctions in case of non-compliance, to not file criminal cases against social workers of the Department of Social Welfare and Development (DSWD) and local government units, including social workers of duly accredited institutions, by reason of their performance of official duty to take temporary protective custody of children living in high risk and/or difficult circumstances.
