The operation took place late Monday, October 5, during a seaborne patrol in the waters off Barangay Malangabang. Personnel of the Iloilo Provincial Bantay Dagat Task Force, with support from the Regional Intelligence Unit 6 and the 2nd Iloilo Provincial Mobile Force Company, intercepted a 36-year-old man from Cebu who was reportedly using a commercial fishing boat for Danish seine fishing, locally known as “hulbot-hulbot.”

The authorities recovered a fishing boat estimated at ₱4 million, around 15 tubs of fish valued at about ₱50,000.00, and fishing equipment worth approximately ₱500,000.00.

The apprehended individual was placed under the custody of the Concepcion Municipal Police Station for proper disposition, while the seized boat and fishing equipment were turned over to the Iloilo Provincial Bantay Dagat Task Force for appropriate custody.
Chief PNP PGen Jose Melencio C. Nartatez Jr. emphasized that protecting the country’s waters also means protecting the communities whose livelihoods depend on them.

“Our coastal areas are important not only because of the resources they provide, but because many Filipino families depend on them. Kaya kailangan nating maging consistent sa pagpapatupad ng batas while also making sure that every enforcement action respects due process. We want our waters protected and our legitimate fisherfolk given the space to earn a living fairly.”

The operation highlights the value of sustained coordination between the PNP and local maritime enforcement units in addressing activities that may affect regulated fishing areas. It is consistent with the PNP Focused Agenda under Enhanced Managing Police Operations (EMPO), which calls for responsive, coordinated, and effective police operations in support of community safety and the protection of public resources.

The PNP continues to support the administration of President Ferdinand R. Marcos Jr. in promoting responsible use of the country’s natural resources and strengthening enforcement in partnership with local communities and government agencies.

Under the leadership of PGen Jose Melencio C. Nartatez Jr., Chief, Philippine National Police (PNP), police authorities arrested a 33-year-old United States national in Davao City in connection with alleged violations involving coercion, the unauthorized sharing of private images, and violence against women and their children, in relation to the Cybercrime Prevention Act.

The suspect was arrested on October 7, 2026, during an entrapment operation conducted by personnel of the concerned Davao City police units and the Regional Anti-Cybercrime Unit 11.

Recovered from the suspect were a mobile phone, a laptop computer, and a United States passport. The electronic devices will be subjected to appropriate examination and documentation in accordance with established procedures.

The suspect was brought to the appropriate police office for booking, documentation, and proper disposition.

Chief PNP PGen Jose Melencio C. Nartatez Jr. emphasized that police action must be firm while remaining grounded on law and due process, particularly in cases involving sensitive personal and digital information.

“The digital space should not become a place where people feel powerless or unprotected. When there is a reported violation, our personnel must be ready to respond, investigate, and act within the law. We want the public to know that they can seek help and expect a proper police response,” PGen Nartatez said.

The operation is part of the PNP’s continuing implementation of its Focused Agenda, particularly Enhanced Managing Police Operations, which calls for coordinated, responsive, and law-based police action against emerging forms of criminality, including offenses facilitated through digital platforms.

PNP POSTS 36% DECLINE IN FOCUS CRIMES IN SEPTEMBER

Under the leadership of PGen Jose Melencio C. Nartatez Jr., Chief, Philippine National Police (PNP), the eight focus crimes recorded a significant decline in September 2026, with cases dropping by more than one-third compared with the same month last year.

PNP crime data showed 2,063 focus-crime cases in September 2026, down from 3,226 cases in September 2025, representing a decrease of 1,163 cases or 36.05%. From July to September 2026, the PNP recorded 7,233 cases, or 3,063 fewer cases than the 10,296 cases recorded during the same period last year, equivalent to a 29.75% decrease.

The September figures showed declines in r**e cases, from 723 in September 2025 to 309 in September 2026, or 57.62%; carnapping of motor vehicles, from 26 to 11, or 57.69%; physical injury, from 417 to 231, or 44.60%; carnapping of motorcycles, from 214 to 121, or 43.46%; theft, from 1,176 to 803, or 31.72%; robbery, from 336 to 254, or 24.40%; and homicide, from 97 to 92, or 5.15%. Murder cases, meanwhile, increased slightly from 237 to 242, or 2.11%.

The PNP attributes the continuing downward trend to a combination of sustained police visibility, focused crime-prevention operations, timely police response, and coordination with local governments and communities. The active support of the public, particularly in reporting incidents and providing information, also helps police units respond where they are needed.

These efforts are being carried out under the PNP Focused Agenda and Enhanced Managing Police Operations (EMPO), with crime data and actual conditions on the ground used to guide police deployment, visibility, and operational priorities.

“The decrease is the result of different efforts coming together—our personnel staying visible, communities reporting concerns, and police units acting on information and incidents as they come. Hindi lang ito trabaho ng pulis; malaking bahagi rin ang pakikipagtulungan ng ating mga kababayan,” PGen Nartatez said.

The Chief PNP emphasized that the figures will not be used as a reason to ease police presence, particularly in areas where certain crimes continue to occur. Police units have been directed to continue monitoring local crime patterns and adjust their deployment and prevention measures accordingly.

The PNP will sustain its coordination with communities, local governments, and other partners in support of President Ferdinand R. Marcos Jr.’s peace and order agenda, while continuing to deliver responsive police service under the banner of “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.”
