If this information is accurate, Bacolod City is being exposed to a serious threat to public welfare. Water is essential. Chronic nonpayment and service risks cannot be tolerated. We call on our city officials to act decisively.

News has broken that the Independent Commission for Infrastructure and the Senate Blue Ribbon Committee are closing curtains on their investigation into the flood control anomalies.

How about the other cities, Mr. President?
How about the patterns that repeat with suspicious precision?
How about the billions allocated yet barely reflected on the ground?

Or have you been satisfied merely by hitting your intended targets?

The Filipino people deserve more than optics.
They deserve honesty, accountability, and action, not closure without truth.

This open letter is not an attack, it is a plea.

A call for courage.
A reminder that leadership shines brightest when scrutiny is welcomed, not evaded.

Because floodwaters do not lie.
And neither do the people who wade through them.

We ask, no, we urge, that you reopen the doors to full transparency.

Bacolod City continues to struggle with recurring floods, yet the data shows that the challenge goes far beyond substandard infrastructure.

𝗔𝗰𝗰𝗼𝗿𝗱𝗶𝗻𝗴 𝘁𝗼 𝘁𝗵𝗲 𝗗𝗣𝗪𝗛 𝗧𝗿𝗮𝗻𝘀𝗽𝗮𝗿𝗲𝗻𝗰𝘆 𝗣𝗼𝗿𝘁𝗮𝗹, several flood control projects in the city are delayed, and one major project has already expired but remains unfinished. The Construction of Flood Control Structure at Brgy. Pahanocoy, Phase 4 expired on April 7, 2025, and despite reaching 97.55 percent accomplishment, it is still marked as “On-Going,” which is a clear sign of project slippage that requires explanation and accountability.

What is more alarming is that multiple flood-control projects in Bacolod City for 2025 are delayed, showing slow implementation, low accomplishment, and poor progress compared to their timelines. These include the Revetment with Floodwall at Mambuloc Creek with only 20.18 percent accomplishment; the Improvement of Drainage System at Brgy. Pahanocoy with 46.34 percent; the Revetment at Sum-ag River with 51.25 percent; the Revetment at Kabiguan Creek with 57.49 percent; the Rehabilitation of Drainage at Brgy. 1 with 64.39 percent; the Revetment with Floodwall at Bakyas Creek Phase 2 with 85.95 percent; the Drainage System at Brgy. Felisa with 87.14 percent; the Drainage Improvements in Magsaysay, Palanca, Felix Amante, Arante, Lizares, 13th Lacson, and Aguinaldo with 92.59 percent; and the Revetment with Floodwall at Banago River with 93.52 percent.

Although some of these projects are nearing completion, they remain unfinished despite approaching deadlines, raising concerns about performance, project management, and the real benefit delivered to the public.

𝐖𝐡𝐢𝐥𝐞 𝐨𝐟𝐟𝐢𝐜𝐢𝐚𝐥𝐬 𝐜𝐨𝐧𝐭𝐢𝐧𝐮𝐞 𝐭𝐨 𝐬𝐚𝐲 𝐭𝐡𝐚𝐭 𝐭𝐡𝐞𝐲 𝐚𝐫𝐞 𝐥𝐨𝐨𝐤𝐢𝐧𝐠 𝐟𝐨𝐫 𝐬𝐨𝐥𝐮𝐭𝐢𝐨𝐧𝐬, 𝐭𝐡𝐞 𝐩𝐫𝐨𝐛𝐥𝐞𝐦𝐬 𝐫𝐞𝐟𝐥𝐞𝐜𝐭𝐞𝐝 𝐢𝐧 𝐭𝐡𝐞 𝐠𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭’𝐬 𝐨𝐰𝐧 𝐩𝐨𝐫𝐭𝐚𝐥 𝐬𝐡𝐨𝐰 𝐚 𝐦𝐨𝐫𝐞 𝐬𝐞𝐫𝐢𝐨𝐮𝐬 𝐫𝐞𝐚𝐥𝐢𝐭𝐲. Delays, substandard outputs, slow-moving contractors, and expired contracts weaken the city’s flood protection efforts. These issues are not merely administrative concerns. They have real consequences for families whose homes flood, whose livelihoods are disrupted, and whose trust in government continues to decline. The people of Bacolod deserve infrastructure that is timely, reliable, and effective.

It is time for complete transparency and responsibility. DPWH, local officials, and contractors must explain these delays, disclose any approved extensions or variation orders, enforce strict quality control, and ensure accountability for poor performance. Every rainfall that floods our streets is a reminder that delayed solutions affect real lives.

BREAKING NEWS: The Office of the Ombudsman orders the filing of malversation and graft charges against Sarah Discaya and others in relation to the P96.5 million “ghost project” in Davao Occidental.

Assistant Ombudsman Mico Clavano said the anti-graft body will file charges against Discaya and others before the RTC of Digos City within the day. His announcement confirmed an earlier statement made by President Ferdinand Marcos Jr. on the matter. | via Faith Argosino

According to the Philippine Center for Investigative Journalism (PCIJ):

• Allocable funds are those distributed to districts based on need, population, and area size.

• Non-allocable funds are national in scope, such as major roads and bridges, but often tagged outside the regular GAA

These are gigantic amounts meant to transform communities through roads, bridges, flood control, and public works.

But the real question is:
👉 Where did it go?
👉 Did the people truly feel these billions in their daily lives?

Public funds must translate into public service. Let’s demand transparency and accountability in how these infrastructure budgets were spent.

C3 BACOLOD FILES COMPLAINT TODAY

Today, the Council of Concerned Citizens (C3 Bacolod) formally filed its complaint against DPWH Bacolod and other officials involved in the questionable flood-control and public-works projects in our city.
