Bacolod City continues to struggle with recurring floods, yet the data shows that the challenge goes far beyond substandard infrastructure.
๐๐ฐ๐ฐ๐ผ๐ฟ๐ฑ๐ถ๐ป๐ด ๐๐ผ ๐๐ต๐ฒ ๐๐ฃ๐ช๐ ๐ง๐ฟ๐ฎ๐ป๐๐ฝ๐ฎ๐ฟ๐ฒ๐ป๐ฐ๐ ๐ฃ๐ผ๐ฟ๐๐ฎ๐น, several flood control projects in the city are delayed, and one major project has already expired but remains unfinished. The Construction of Flood Control Structure at Brgy. Pahanocoy, Phase 4 expired on April 7, 2025, and despite reaching 97.55 percent accomplishment, it is still marked as โOn-Going,โ which is a clear sign of project slippage that requires explanation and accountability.
What is more alarming is that multiple flood-control projects in Bacolod City for 2025 are delayed, showing slow implementation, low accomplishment, and poor progress compared to their timelines. These include the Revetment with Floodwall at Mambuloc Creek with only 20.18 percent accomplishment; the Improvement of Drainage System at Brgy. Pahanocoy with 46.34 percent; the Revetment at Sum-ag River with 51.25 percent; the Revetment at Kabiguan Creek with 57.49 percent; the Rehabilitation of Drainage at Brgy. 1 with 64.39 percent; the Revetment with Floodwall at Bakyas Creek Phase 2 with 85.95 percent; the Drainage System at Brgy. Felisa with 87.14 percent; the Drainage Improvements in Magsaysay, Palanca, Felix Amante, Arante, Lizares, 13th Lacson, and Aguinaldo with 92.59 percent; and the Revetment with Floodwall at Banago River with 93.52 percent.
Although some of these projects are nearing completion, they remain unfinished despite approaching deadlines, raising concerns about performance, project management, and the real benefit delivered to the public.

The people of Bacolod deserve infrastructure that is timely, reliable, and effective.
It is time for complete transparency and responsibility. DPWH, local officials, and contractors must explain these delays, disclose any approved extensions or variation orders, enforce strict quality control, and ensure accountability for poor performance. Every rainfall that floods our streets is a reminder that delayed solutions affect real lives.

C3 BACOLOD FILES COMPLAINT TODAY
Today, the Council of Concerned Citizens (C3 Bacolod) formally filed its complaint against DPWH Bacolod and other officials involved in the questionable flood-control and public-works projects in our city.
