As the week was just getting started, PSC Chairman John Patrick C. Gregorio went to check the ongoing construction of the artificial football pitch, pickleball court, and 3x3 basketball court at the PSC National Training Center inside Teachers' Camp in Baguio City.

Also present at the site for inspection were Baguio City Mayor Benjamin Magalong, Philippine Football Federation (PFF) President John Anthony Gutierrez, MVP Sports Foundation, Inc. (MVPSF) President Atty. Bill Pamintuan, and Executive Director Paolo Trillo—all of whom continuously support the growth of sports facilities in the summer capital of the Philippines.

The PFF is handling the artificial football pitch, which is expected to see action in November, while the MVPSF is taking care of the pickleball and 3x3 basketball courts.

LEGAL SUMMIT STRENGTHENS ACCESS TO JUSTICE AND ADVANCES CLINICAL LEGAL EDUCATION IN THE PHILIPPINES

The recently concluded Legal Summit brought together Supreme Court Justices, judges, legal educators, law school Deans, and other stakeholders from across the Philippines to advance meaningful reforms in legal education and strengthen access to justice.

Organized by the Supreme Court of the Philippines, the Legal Education Board (LEB), the European Union (EU), and GOJUST, the four-day gathering provided a platform for dialogue and collaboration on the future of Philippine legal education, particularly the advancement of the Clinical Legal Education Program (CLEP).

CLEP plays a vital role in bridging classroom learning and actual legal practice by equipping law students with practical skills while exposing them to the realities faced by underserved and marginalized communities. Through supervised legal aid, community engagement, and practical legal training, the program helps prepare future lawyers to become not only competent legal practitioners but also advocates for social justice.

Advancing clinical legal education is therefore more than an academic undertaking. It is an investment in a justice system that is more responsive, inclusive, and accessible to every Filipino.

The summit also underscored the importance of collaboration among the judiciary, legal education institutions, and development partners in ensuring that future members of the legal profession are equipped to uphold the rule of law and serve the public interest.

Ultimately, access to justice begins with building a legal profession that understands the law, recognizes the realities of the people, and remains committed to ensuring that justice is not a privilege for the few, but a right accessible to all.

Baguio City Mayor Benjamin Magalong asserted that the enforcement of the law must be equal regardless of a person’s status or position in society.

According to an interview with Magalong on “Sa Totoo Lang” of One PH, he is saddended by the country's system because treatment seems to be noticeably different when a person is wealthy or powerful.

“Kung mahirap ka, wala nang paligoy-ligoy, kukunin ka na kaagad, poposasan ka, ibo-book ka na kaagad, diretso ka sa kulungan”.

“Ang batas, dapat pantay-pantay. Mayaman ka man, mahirap, o kaya makapangyarihan ka mang politiko… Kung ano 'yung trato sa isang mahirap, ganoon din dapat ang trato doon sa mga mayayaman lalo na ‘yung mga makapangyarihang politiko,” said the mayor.

A message to all UC Law professors. ⚖️

The mere thought of our law professors were often met with trepidation. A combination of both reverence and fear, we tried to draw strength from the thought that they are but human—likewise subjected to the same pain and challenges humanity face every day.

Albeit the stark truth, as certain as recitation are meant to break and prune every law student, our perception of the “gods” we all fear took a totally different turn when we were fortunate enough to witness the compassionate side of every UC Law professor, how each hug, smile and gentle look spoke volumes.

Today, our perception is forever changed.

To all our UC law professors—Hope ripples anew because you allowed us to see another facet of our law school journey.

Maraming Maraming Salamat po for the genuine love and care. We shall persevere because one day soon, we would receive the same hug, concern and assurance to face our greatest feat—the day we take the bar.

Mabuhay po kayong lahat.

Defense Sec. Gibo Teodoro hinted on why he may select the KF-21 for the Multirole Fighter 🇰🇷🇵🇭

During Secretary Teodoro’s visit in Seoul, South Korea for the Seoul Defense Dialogue, Korean reporters asked him if the Philippines might choose the KF-21 Boramae for the Air Force’s Multi-Role Fighter program.

He said he could not share any decision yet. The department is still working out how to pay for the jets. Once the funding plans are ready, he will announce the chosen aircraft.

A Korean journalist said he hoped to hear good news soon about a KF-21 contract. Teodoro replied with a joke that if Korea offered a 10% discount, he would look seriously at giving the deal to Korea Aerospace Industries for the Boramae.

Right now the KF-21 Boramae is viewed as the leading option for the Philippine Air Force’s new fighter jet project.

Here is a Checklist with Legal Recourse Steps following the two recent bullying incidents at Pinget National High School and Baguio City National High School that have raised an alarm among parents, educators and local authorities in Baguio City on August 24, 2026.

1. IMMEDIATE SAFETY
• Ensure the child is safe
• Call 911 (911 Baguio) if there is danger, injury, or ongoing threat
• Seek medical attention and get a medico-legal certificate if there are physical injuries

2. DOCUMENT EVERYTHING
• Write a clear incident log (date, time, place, what happened, who was involved, witnesses)
• Save evidence (photos, videos, screenshots, messages, medical records)
• Note the names of people you report to and the dates of each report

3. SCHOOL ADMIN PROCESS (Primary Step under RA 10627)
• File a written complaint with the school’s Child Protection Committee (CPC), Guidance Office, or Principal
• Request written acknowledgment and a copy of the report
• School must investigate and act according to its anti-bullying policy and DepEd rules
• Ask for protective measures (e.g., separation from the bully, counseling)
If the school fails to act or the response is inadequate:
• Escalate in writing to the DepEd Baguio City Division Office
• Phone: (074) 442-7819 / 446-0275
• Email: [email protected]
• Further escalate to DepEd Regional Office (CAR) if needed

4. BARANGAY LEVEL
• Go to the Barangay Hall (where the incident occurred or where the child resides)
• Request a blotter entry
• Ask for assistance from the Barangay Council for the Protection of Children (BCPC) or VAWC Desk
• Note: Some minor cases may go through mediation; serious cases (especially involving minors) should be referred to police/CSWDO instead of pure mediation

5. POLICE REPORT
• Report to the nearest Baguio City Police Office (BCPO) station or Women and Children Protection Desk (WCPD)
• Landline: (074) 661-1471
• Mobile: 0998-598-7739 / 0917-575-8993

• Request case management, counseling, psychosocial support, and possible referral for protection or rehabilitation

7. FORMAL LEGAL / CRIMINAL Recourse (When Applicable)
• If the bullying involves physical injury, grave threats, serious harassment, or other crimes, proceed to the City Prosecutor’s Office (after police investigation or with a complaint-affidavit)
• Prepare a Complaint-Affidavit (you can seek free assistance from the Public Attorney’s Office if eligible)
• Under Baguio City Ordinance No. 59-2017, certain acts of bullying can carry penalties (fine and/or imprisonment for those not criminally exempt)
• If the acts constitute child abuse under RA 7610, report immediately to police, CSWDO, or MAKABATA Helpline 1383 — these cases have stronger protective mechanisms

8. NATIONAL HOTLINES for Additional Support / Reporting
• MAKABATA Helpline 1383 (or 0919-354-1383 / 0915-802-2375)

Key Reminders
• Anyone (victim, parent/guardian, teacher, witness, or concerned citizen) can report.
• Keep copies of all reports and communications.
• Retaliation against a person who reports bullying is prohibited.
• Schools handle most pure bullying cases administratively; police, prosecutor, and courts handle cases with criminal elements.

Primary Laws in Baguio City: RA 10627 (Anti-Bullying Act of 2013) + Baguio City Ordinance No. 59-2017 + RA 7610 (if it rises to child abuse).

ARAW NG KAGITINGAN.

Filipinos commemorate Araw ng Kagitingan to honor the courage and sacrifice of the “heroic defenders of Bataan” during World War II.

The observance marks the fall of Bataan in 1942, when more than 70,000 Filipino and American soldiers — already weakened by hunger, disease, and exhaustion — were forced to surrender to Japanese forces.

For more than three months before that, troops mounted a defense of the peninsula, holding the line as supplies dwindled.
