Recently, public attention was drawn to the Senate after a remark implying that those without a legal background may find it difficult to understand legal matters.

And honestly?

Those words felt familiar.

Because years ago, I also experienced being questioned professionally — not because my work lacked substance, but because I was “not an expert” in a certain field.

I am not a lawyer.

I am a Social Worker.

I still remember how sharp and dismissive the words were. They were meant to make me feel small, to make me doubt whether my professional judgment deserved to be heard. And truthfully, it hurt.

But I stood my ground.

I conducted my assessment carefully. I relied on my training, field experience, ethical obligations, and years of working directly with vulnerable individuals and families. I finished my report and submitted it with integrity.

That experience taught me something important:

Expertise is not exclusive to one profession.

Lawyers understand the law. Doctors understand medicine. Teachers understand learning. Engineers understand structures. And Social Workers understand human behavior, trauma, families, communities, and the painful social realities many people never see firsthand.

𝗣𝘂𝗯𝗹𝗶𝗰 𝘀𝗲𝗿𝘃𝗶𝗰𝗲 𝘄𝗼𝗿𝗸𝘀 𝗯𝗲𝘀𝘁 𝗻𝗼𝘁 𝘄𝗵𝗲𝗻 𝗼𝗻𝗲 𝗽𝗿𝗼𝗳𝗲𝘀𝘀𝗶𝗼𝗻 𝗹𝗼𝗼𝗸𝘀 𝗱𝗼𝘄𝗻 𝗼𝗻 𝗮𝗻𝗼𝘁𝗵𝗲𝗿, 𝗯𝘂𝘁 𝘄𝗵𝗲𝗻 𝗱𝗶𝗳𝗳𝗲𝗿𝗲𝗻𝘁 𝗱𝗶𝘀𝗰𝗶𝗽𝗹𝗶𝗻𝗲𝘀 𝗹𝗶𝘀𝘁𝗲𝗻 𝘁𝗼 𝗲𝗮𝗰𝗵 𝗼𝘁𝗵𝗲𝗿 𝘄𝗶𝘁𝗵 𝗵𝘂𝗺𝗶𝗹𝗶𝘁𝘆 𝗮𝗻𝗱 𝗿𝗲𝘀𝗽𝗲𝗰𝘁.

Because 𝗶𝗻𝘁𝗲𝗹𝗹𝗶𝗴𝗲𝗻𝗰𝗲 𝗶𝘀 𝗻𝗼𝘁 𝗺𝗲𝗮𝘀𝘂𝗿𝗲𝗱 𝘀𝗼𝗹𝗲𝗹𝘆 𝗯𝘆 𝘁𝗶𝘁𝗹𝗲𝘀.

𝗪𝗶𝘀𝗱𝗼𝗺 𝗶𝘀 𝗻𝗼𝘁 𝗰𝗼𝗻𝗳𝗶𝗻𝗲𝗱 𝘁𝗼 𝗼𝗻𝗲 𝗽𝗿𝗼𝗳𝗲𝘀𝘀𝗶𝗼𝗻.
And meaningful public discourse should never make people feel smaller simply because they come from a different field.

You do not need to be a lawyer to ask intelligent questions.
You do not need to be a lawyer to contribute meaningful insights.
And you do not need to be a lawyer for your voice to deserve respect.

At the end of the day, true public service is not about who sounds superior in the room.

It is about who remains grounded enough to listen, understand, and genuinely serve the people.

The move to amend Senate rules to allow voting and participation through video conferencing raises a dangerous question: When did convenience become more important than accountability?

Ordinary Filipinos wake up before dawn, endure hours of traffic, overcrowded trains, floodwaters, and exhausting commutes just to physically report to work. Teachers stand in classrooms. Nurses stay in hospitals. Factory workers clock in on-site. Court personnel, social workers, and government employees continue to appear in person because public service demands presence, sacrifice, and accountability.

Yet now, some lawmakers want the luxury of legislating from afar?

The Senate is not a casual online meeting. It is a constitutional institution entrusted with debating laws, scrutinizing national issues, and defending democratic accountability. Physical presence matters because governance is not merely about casting votes — it is about showing up before the Filipino people with seriousness, transparency, and responsibility.

If ordinary workers can be required to report physically despite low wages and difficult conditions, why should senators — among the highest-paid public officials in the country — be exempt from the same standard of duty?

This proposal creates the image of a government slowly rewriting rules not for the people’s welfare, but for political accommodation and convenience. And that is what makes it alarming.

Public office was never meant to be comfortable. It was meant to be accountable.

𝐅𝐀𝐂𝐓𝐒:
An anonymous complaint was filed with the Judicial Integrity Board (JIB) charging respondent Revelyn O. Estrera, a Clerk III at the Regional Trial Court in Kabacan, North Cotabato, with faking her civil service eligibility. The complainant alleged that Estrera had an impersonator take the Career Service Professional Examination on her behalf in May 1997.

Upon investigation by the Office of the General Counsel (OGC) and verification with the Civil Service Commission (CSC) Regional Office XI, a comparison was conducted between Estrera's Personal Data Sheet (PDS)/UMID photos and the photograph on the exam's picture seat plan. The comparison revealed glaring facial discrepancies (face shape, nose, eyebrows, ears, and lips), as well as noticeable differences in handwriting and signatures. Estrera denied the charges, claiming she personally took the exam, and requested a handwriting expert. Both the OGC and the JIB found her guilty and recommended her dismissal.

𝐈𝐒𝐒𝐔𝐄:
Whether or not the respondent, Revelyn O. Estrera, can be held administratively liable for serious dishonesty under the 2025 Code of Conduct and Accountability for Court Officials and Personnel.

𝐑𝐔𝐋𝐈𝐍𝐆:
Yes, the respondent is guilty. The Supreme Court adopted the findings and recommendation of the JIB. It ruled that the stark physical and signature discrepancies between her official files and the examination picture seat plan clearly establish that an impersonator took the test with her knowledge and consent. Her defenses and older photographs failed to overturn the evidence.

Consequently, Estrera was found guilty of serious dishonesty. The Court ordered her dismissal from the service effective immediately, cancellation of her civil service eligibility, forfeiture of all retirement benefits (except accrued leave credits), and perpetual disqualification from reemployment in any government agency or government-owned or controlled corporation.
