The City Government of Bayugan conducted the Technical Review and Refinement of the Draft Smart and Sustainable City Roadmap for Bayugan City, with the active participation of the Technical Writers of the Smart City Technical Working Group (TWG).

The activity aimed to strengthen the roadmapโ€™s technical rigor, internal coherence, and alignment with national standards and local development priorities. This roadmap serves as a strategic guide for integrating smart, data-driven, and sustainable solutions in urban governance, infrastructure, social services, and economic development.

Once finalized, the Smart and Sustainable City Roadmap is expected to guide policy formulation, investment programming, and inter-agency coordinationโ€”ensuring that future development initiatives are inclusive, resilient, and responsive to the evolving needs of the people of Bayugan City.

Building a Culture of Data Protection and Digital Trust ๐Ÿ›ก๏ธ๐Ÿ’ป

The City Government of Bayugan, through the initiative of City Mayor Kirk A. Asis and Data Protection Officer Rodel L. Bersalote, with the City Planning and Development Office headed by EnP Lenis Joy C. Librias as the facilitating department, successfully conducted the Orientation on the Bayugan City Data Privacy Manual Series of 2025 on November 4, 2025, at the City Agriculture Office (CAGRO) Function Hall.

Participated in by Department Heads and Office Records Custodians, the activity underscored the cityโ€™s strong commitment to ensuring the responsible, ethical, and secure management of personal data within local governance.

Serving as Resource Person, Atty. Airess C. Casimero, Attorney II of the City Legal Office, discussed the key provisions, responsibilities, and implementing guidelines under the Data Privacy Manual.

Under this manual, each Department Head shall serve as the Compliance Officer for Privacy (COP) in their respective offices, ensuring that data protection measures are embedded at the organizational level. The designated Records Custodian, on the other hand, shall oversee the safekeeping, organization, and secure disposal of personal data in both electronic and physical forms in accordance with established policies.

Through this initiative, the City Government of Bayugan reaffirms its dedication to building a culture of data protection and digital trust, promoting transparency, accountability, and citizen confidence in the digital age. ๐ŸŒ๐Ÿค

The City Government of Bayugan successfully conducted the LGC Planning Workshop with the active participation of Department Heads, Technical Staff from various city departments, and representatives from Civil Society Organizations (CSOs).

The workshop became a collaborative platform where ideas and insights were shared to formulate, align, and refine programs, projects, and activities across different sectors. It provided an avenue to ensure that development priorities are responsive to local needs, anchored on evidence-based planning, and consistent with the goals of the Local Governance Canvass. Through this participatory process, the City Government and partner CSOs reinforced their commitment to fostering inclusive, transparent, and accountable governance for a more resilient and progressive Bayugan City.

Ms. Mary Nol Aban, CLGOOโ€“DILG Bayugan Field Office, enriched the sessions with lectures on the LGC and introduced practical tools to guide the formulation process.

Together, we uphold our commitment to participatory, inclusive, and transparent local governanceโ€”ensuring that every voice is heard, every sector is represented, and every plan contributes to building a smarter and more sustainable Bayugan City.

City Development Full Council Meeting | August 29, 2025

Today, the City Government of Bayugan convened the City Development Full Council Meeting, presided by Hon. Niรฑa Asis, ABC President, to deliberate on key development priorities.

โœ… Approval of Supplemental Annual Investment Program (AIP) No. 3 โ€“ highlighting projects in support of the operations of the City College of Bayugan.
โœ… Presentation of the Proposed Annual Investment Program for CY 2026 โ€“ setting the direction for our cityโ€™s development plans for the coming year.

Through strong collaboration and shared commitment, we are laying down programs and projects that not only address todayโ€™s needs but also build the foundation for a sustainable and progressive future, all in pursuit of our vision that every Bayuganon is Malipayon.

CSO CONFERENCE 2025

Date & Venue: July 14, 2025 โ€” Lope Asis Memorial Gymnasium, Bayugan City

The CSO Conference 2025 brought together 117 civil society organization representatives facilitated by the City Government of Bayugan and DILG to advance inclusive governance through meaningful civic engagement. The activity reaffirmed Bayugan City's commitment to participatory development by deepening CSO involvement in planning, budgeting, and monitoring processes.

- Reaffirm CSOsโ€™ role in inclusive development and democratic local governance
- Guide CSOs through accreditation and participation in Local Special Bodies
- Provide updates on legal mandates (RA 7160, DILG MC 2025-060) and engagement opportunities

Definition of Civil Society Organization

Civil Society Organization (CSO) refers to a non-state and non-profit association that works to improve society and the human condition. Basic types of CSOs include non-governmental organizations, peopleโ€™s organizations, civic organizations, cooperatives, social movements, professional groups, business groups, and peopleโ€™s councils. This conference is a requirement for CSO accreditation and for the selection of representatives to the Local Special Bodies (LSBs), in accordance with Republic Act 7160 or the Local Government Code of 1991.

โœ… Guidelines on LGU accreditation of CSOs and reconstitution of LSBs, including a discussion on accomplishing the forms and requirements;

A key agenda is the presentation of proposed Programs, Projects, and Activities (PPAs) for inclusion in the Supplemental Annual Investment Program (SAIP) No. 2, Series of 2025, for the CDC's review and approval.

This meeting forms part of the City Government of Bayuganโ€™s comprehensive preparations in support of the Province of Agusan del Surโ€™s hosting of the Palarong Pambansa 2025, a milestone national event that brings pride and opportunity to our province and beloved city.
