Extending its commitment to community development, the BPIO-Employees Multipurpose Cooperative (EMPC) of NIA-Cordillera brought its outreach drive to Kaliwaga Elementary School in Brgy. Gaswiling, Kapangan, Benguet on October 3, 2026.

Through its Community Development Program, the cooperative selected Kaliwaga Elementary School as this yearโ€™s beneficiary, providing support intended to help create a more conducive, comfortable, and supportive learning environment for the pupils.

The BPIO-EMPC donated monoblock chairs, a tent (tolda), and a heavy-duty burner with an LPG tank, while cooperative members collectively contributed sports equipment and gear, including badminton and chess sets, various school supplies, and gently used clothing for the learners.

These were warmly received by the Kaliwaga Elementary School staff, headed by Ms. Jessie Balagsa, School Head, together with the PTA officers and pupils, who welcomed the BPIO-EMPC team during the outreach activity.

Beyond the material donations, the initiative reflects the cooperativeโ€™s continuing commitment to extending assistance where it can make a meaningful differenceโ€”especially in supporting children, schools, and communities.

TAYUM, ABRA โ€” The Abra River Irrigatorsโ€™ Association (ARIA) is once again taking part in the Gulayamanan sa Patubigan activities this year, turning available spaces along irrigation canal embankments into productive areas for growing short-term vegetables.

ARIA members recently conducted land preparation and planting of short-term vegetables along the canal embankments at District 1 in Brgy. Deet and District 5 in Brgy. Pias, both in Tayum, Abra.

As the irrigatorsโ€™ association of the Abra River Irrigation System (ARIS), ARIA continues to support initiatives that maximize available spaces within irrigation facilities while providing additional sources of food and potential income for its members.

Through Gulayamanan sa Patubigan, canal embankments are transformed into productive spaces that complement rice production and encourage farmer-irrigators to grow vegetables for their families and communities. ๐ŸŒฑ๐Ÿฅฌ

From irrigation canals to productive gardensโ€”farmer-irrigators continue to grow beyond rice.

LAGAWE, IFUGAO โ€“ The Caba Farmers Irrigators Association, Inc. (CFIA) conducted canal clearing activities for the Wet Crop 2026 season in Caba, Lagawe, Ifugao, to ensure the continuous and efficient delivery of irrigation water to farmers served by the Banawol-Panghalan Communal Irrigation System (CIS).

The activity covers the systemโ€™s 20.56-hectare service area benefiting 65 farmer-irrigators and forms part of the associationโ€™s operation and maintenance (O&M) responsibilities under its Irrigation Management Contract (IMC) with the NIA.

Similar activities are being conducted by other irrigators associations in the region as part of the mitigation measures of the project El Niรฑo phenomenon, particularly the potential reduction in water availability. By keeping the canals clear of silt, weeds, vegetation, and other obstructions, the association helps minimize water losses and ensure that available irrigation water reaches the farmlands more efficiently.

Through the active participation of irrigators' association members in the maintenance of their irrigation facilities, the association supports NIAโ€™s efforts to strengthen water management and sustain agricultural production amid changing weather and water availability conditions.

Leaders of Irrigators Associations (IAs) under the West Apayao Abulug Irrigation System (WAAIS), together with NIA Apayao personnel, convened for a Mid-Season Evaluation and Review of the Dry and Wet Crop Seasons 2026, and a Planning Workshop for the 2027 cropping seasons on September 30, 2026, at the NIA Apayao IMO Sub-Office in Libertad, Abulug, Cagayan.

A key focus of the activity was El Niรฑo preparedness and mitigation, particularly measures to minimize its potential effects on irrigation and water availability. Participants discussed the phenomenon's current status and identified possible interventions and O&M strategies to help manage limited water resources and sustain irrigation services during the upcoming cropping seasons.

The activity also reviewed ongoing irrigation operations and O&M accomplishments, addressed concerns raised by IA leaders, and outlined plans for 2027. These included canal clearing schedules and the preparation of the Cropping Calendar and Pattern of Planting (CCPP) to guide irrigation management and support the efficient use of available water.

Through the activity, NIA and the IAs strengthened coordination in preparing for potential El Niรฑo impacts and developing measures to help ensure the timely and efficient delivery of irrigation water to farmers.

BONTOC, MOUNTAIN PROVINCE - To help Irrigators Associations (IAs) explore new opportunities for livelihood and sustainable business, the NIA-Mountain Province Satellite Office conducted a training on Entrepreneurial Mindset and Marketing Strategies on September 30, 2026 at the NIA-Farmers Hall in Brgy. Caluttit.

The activity was attended by 20 officers and members from selected IAs who previously participated in skills training on dishwashing liquid soap making, orange bath soap making, and labelling, packaging, and costing.

Serving as resource speaker was Ms. Kyleigh A. Mamungay of the DTI, who shared practical insights on developing an entrepreneurial mindset and applying effective marketing strategies.

The training aims to help participants turn their newly acquired skills into sustainable livelihood opportunities, strengthen their entrepreneurial capabilities, and maximize the potential of their products.

From learning a skill to building a businessโ€”NIA continues to support irrigators not only in farming, but also in creating opportunities for additional income and community development.

APAYAO (CAR) โ€“ Farmer-irrigators from Flora, Apayao brought their fresh harvest from the Gulayamanan sa Patubigan to the Kadiwa activity organized by the NIA Apayao on September 29, 2026 at Brgy. Poblacion East of this municipality.

Members of the Shalom Cabatacan Irrigators Association (IA) and Timpuyog ti Consuelo IA offered vegetables harvested from their canal-side gardens, including ridge gourd, lady finger, eggplant, string beans, bitter gourd, bottle gourd, and jute leaves.

The Flora Agriculture Farmers Cooperative also brought fresh-milled rice, giving consumers an opportunity to purchase locally produced farm products directly from farmer groups.

The Kadiwa activity provided farmer-irrigators with a venue to market their harvest after the cropping season while showcasing how canal areas can be utilized productively through Gulayamanan sa Patubigan.

Beyond providing additional income opportunities, the initiative strengthens the link between farmer-producers and consumers, bringing fresh, locally grown food closer to the community.

TABUK CITY, KALINGA [CAR] โ€” The NIA Kalinga conducted a pre-construction conference for the repair of UCRIS Siphon on September 28, 2026 at Barangay Bulanao, Tabuk City, Kalinga.

Held during the regular session of the Barangay Council of Bulanao, the conference provided an avenue for NIA, irrigatorsโ€™ associations (IAs), and the local government to discuss the project scope, implementation arrangements, and concerns prior to construction.

The project involves the installation of structural sheet piles and construction of protection works, including rubble masonry and boulder riprap, along the downstream left side of the existing siphon.

The conference also aimed to strengthen coordination and establish a common understanding among stakeholders to ensure the orderly implementation of the project.

Constructed in 1983, the 752-meter UCRIS siphon is a major facility of the Upper Chico River Irrigation System (UCRIS), conveying irrigation water across the Chico River between Barangays Calanan and Bulanao.

The siphon has sustained wear and tear due to strong river currents during heavy rains and typhoons, further aggravated by indiscriminate quarrying.

This project seeks to protect the facility and support the continued delivery of irrigation water to UCRIS farmers. UCRIS has a total firmed up service area of 17,550 hectares in Tabuk and Pinukpuk, Kalinga, and Quezon and Mallig, Isabela.
