MOUNTAIN PROVINCE — The Department of Agrarian Reform (DAR), Department of Science and Technology (DOST), and Department of Trade and Industry (DTI) are strengthening their collaborative efforts to support Agrarian Reform Beneficiary Organizations (ARBOs) through a convergence project focused on enhancing the product development capabilities of local organizations.

As part of the initiative, a Packaging and Labeling Seminar was successfully conducted for the Miliganian Society and Livelihood Credit Cooperative, providing the organization with practical knowledge on proper packaging, branding, and labeling of its carrot juice product.

The activity aimed to help the cooperative improve the presentation, marketability, and overall competitiveness of its product while ensuring that it moves toward compliance with applicable product labeling requirements.

Through the seminar, the members of Miliganian Society and Livelihood Credit Cooperative gained insights into the importance of effective packaging and branding in building product identity and attracting consumers. The activity also guided the organization in identifying the information and requirements that need to be incorporated into the product label.

The DAR-DOST-DTI convergence project will proceed with the nutritional facts testing of the carrot juice, an important next step toward completing the product's labeling requirements. The results of the testing will provide the necessary nutritional information to be reflected on the product label.

DTI–Mountain Province continues to support initiatives that help local organizations and micro, small, and medium enterprises (MSMEs) improve their products, comply with market requirements, and become more competitive. Through technical assistance and capacity-building activities such as packaging and labeling, DTI helps local producers move closer to bringing quality, market-ready products to consumers.

The convergence of DAR, DOST, and DTI demonstrates the value of inter-agency collaboration in providing comprehensive support to ARBOs—from product development and technical improvement to packaging, labeling, and eventual market readiness.

SAGADA, MOUNTAIN PROVINCE — The Municipal Local Government Unit (MLGU) of Sagada formally launched the MLGU Sagada Information Technology (IT) Hub on August 27, 2026, at the 2nd Floor of the Old Municipal Building, marking another step toward expanding digital access, strengthening ICT capabilities, and creating more technology-driven opportunities for the community.

The inauguration brought together local government officials, partner organizations, and stakeholders who expressed their support for initiatives aimed at building a more connected and digitally empowered Sagada.

Among the key partners supporting the establishment of the IT Hub is the Department of Trade and Industry (DTI)–Mountain Province, which continues to promote digitalization and the adoption of technology as an important tool in strengthening local enterprises and improving access to government and business services.

Representing DTI–Mountain Province Provincial Director Mabel F. Banggawan was SME Development Division Officer-in-Charge Aiza Apil, who conveyed the agency's support for the initiative. DTI–Mountain Province recognizes the important role of digital infrastructure and digital skills in enabling micro, small, and medium enterprises (MSMEs) and community members to access information, services, markets, and emerging opportunities.

The IT Hub is envisioned to serve as a shared space where community members and municipal personnel can access digital learning opportunities, ICT-related activities, online government services, and other technology-based resources. By providing a more accessible venue for digital engagement, the facility is expected to help bridge digital gaps and encourage greater participation in the digital economy.

Messages of support were also delivered by Mr. Matt Navalta of Catalyste+ Philippines; Hon. David B. Buyagan, Municipal Vice Mayor; Hon. Felicito O. Dula, Municipal Mayor, represented by Executive Assistant Eleuterio Lumiwes; and DTI–Mountain Province Provincial Director Mabel F. Banggawan, represented by Apil.

The establishment of the IT Hub is a collaborative initiative of MLGU Sagada, Catalyste+ through the i-LEAD Project, DTI–Mountain Province, and EGOVERNANCE FOR INSTITUTIONS INC., demonstrating how partnerships among government agencies, development organizations, and other stakeholders can create meaningful interventions for local communities.

For DTI–Mountain Province, supporting initiatives such as the Sagada IT Hub forms part of its continuing commitment to empower MSMEs, promote digital transformation, and make business and government services more accessible through technology. Increased digital access can help local entrepreneurs improve their business practices, explore online markets, access digital payment and e-commerce opportunities, and keep pace with an increasingly digital business environment.

With the opening of the MLGU Sagada IT Hub, the municipality takes a significant step toward creating an environment where technology and digital knowledge can become more accessible to its people.

The initiative represents a shared vision for a more connected, inclusive, and digitally empowered Sagada—where technology becomes a tool for learning, better public service, entrepreneurship, and sustainable local development.

BONTOC, MOUNTAIN PROVINCE — The Department of Trade and Industry (DTI), in partnership with the Department of Science and Technology (DOST)–Mountain Province, conducted a training and workshop on Sanitation Standard Operating Procedures (SSOP) for Food Processors on August 24, 2026, at Samoki, Bontoc, Mountain Province.

The activity aimed to equip local food processors with practical knowledge and skills on proper sanitation practices and regulatory requirements essential to ensuring the safety and quality of their food products.

DOST–Mountain Province served as the resource speaker and provided technical guidance to the participants throughout the training. Food processors representing various organizations and sole proprietor micro, small, and medium enterprises (MSMEs) from different municipalities of the province attended the activity.

A key component of the training was the workshop on the development of an SSOP Manual. Participants were guided through the process of preparing their own manuals, which will serve as an important reference in establishing and maintaining proper sanitation practices in their respective food processing operations. The activity also supports the participants in their preparation for the Food and Drug Administration (FDA) License to Operate (LTO) registration.

In addition to sanitation procedures, the participants also learned about proper packaging and labeling of food products. The discussion provided practical information on appropriate packaging considerations and labeling requirements that can help ensure product compliance while improving product presentation and marketability.

Through the collaborative efforts of DTI and DOST–Mountain Province, the activity provided food processors with relevant technical knowledge that can help them strengthen their operations, comply with regulatory requirements, and improve the quality and competitiveness of their products.

The training forms part of the continuing efforts of DTI–Mountain Province to provide MSMEs with capacity-building interventions and technical assistance that support the development and growth of local enterprises and contribute to a stronger and more competitive food processing industry in the province.

DTI, PAFACO at Cornerstone Corporation Nagpulong para Palakasin ang Partnership sa Paracelis

PARACELIS, MOUNTAIN PROVINCE— Nagsagawa ng pagpupulong ang PAFACO Board and Management at Cornerstone Corporation sa PAFACO Center sa Bananao, Paracelis, Mountain Province, na dinaluhan ng mga kinatawan mula sa Department of Trade and Industry Regional Office (DTI-RO) at DTI Mountain Province (DTI-MP).

Kinatawan ng DTI-RO si Mr. Edwin Bagano Jr., kasama ang mga kawani ng DTI-MP, bilang mga saksi sa isinagawang pagpupulong na nakatuon sa paglilinaw ng mga usapin at concerns kaugnay ng partnership ng mga panig.

Layunin ng pagpupulong na matugunan ang mga isyung nangangailangan ng magkatuwang na pag-unawa, gayundin ang pagpapalakas ng koordinasyon at pagtutulungan ng mga stakeholder para sa maayos na pagpapatupad ng partnership.

Nagbigay rin ang pagpupulong ng pagkakataon para malinaw na matalakay at mapagkasunduan ang kani-kanilang mga tungkulin, responsibilidad, at commitment ng PAFACO, Cornerstone Corporation, at iba pang stakeholders. Sa pamamagitan ng bukas na talakayan, nagkaroon ng pagkakataon ang bawat panig na maipahayag ang kanilang mga pananaw, mabigyang-linaw ang mga concerns, at matukoy ang mga hakbang na kinakailangan upang mapanatili ang maayos na ugnayan at koordinasyon.

PARACELIS, MOUNTAIN PROVINCE — Nagsagawa ang Department of Trade and Industry (DTI) ng site validation para sa iminungkahing proyekto na “SSF on Cacao and Agricultural Products Post-Harvest Processing” ng VJ CAPS Agriventures OPC, na pagmamay-ari ni Mr. Victor Likigan Gayuchan, sa Paracelis, Mountain Province.

Pinangunahan ang aktibidad ni SSF Regional Coordinator Mr. Edwin Bagano Jr., kasama ang mga kawani ng DTI Mountain Province. Layunin ng site validation na masuri ang lugar at ang kahandaan ng proponent para sa pagpapatupad ng iminungkahing Shared Service Facility (SSF) project.

Ang iminungkahing SSF para sa Cacao Processing, na may integrasyon sa iba pang produktong agrikultural, ay inaasahang makatutulong sa pagpapalakas ng lokal na ekonomiya sa pamamagitan ng pagtugon sa mga pangangailangan sa produksyon ng de-kalidad, competitive, at market-ready na mga produktong tsokolate.

Sa pamamagitan ng proyekto, layunin ding mahikayat ang mas maraming agripreneur na pumasok at umunlad sa sektor ng agrikultura, lalo na sa pamamagitan ng value-adding activities para sa mga lokal na produktong agrikultural. Sa halip na ibenta lamang ang mga hilaw na produkto, bibigyan ng oportunidad ang mga producer at MSMEs na mapataas ang halaga ng kanilang ani sa pamamagitan ng pagproseso at paglikha ng mga produktong mas mataas ang market value.
Inaasahan ding makatutulong ang proyekto sa pagpapalawak ng kaalaman at kamalayan sa pangangalaga sa kapaligiran at sustainable production practices, na mahalaga sa pagtataguyod ng isang produktibo at pangmatagalang industriya ng cacao at iba pang agricultural products sa lalawigan.

Patuloy na isinusulong ng DTI Mountain Province ang mga programang nagbibigay ng access sa teknolohiya, kagamitan, at iba pang support services upang mapalakas ang kakayahan ng mga lokal na MSMEs at agricultural entrepreneurs. Sa pamamagitan ng SSF, hangad ng DTI na makatulong sa paglikha ng mas maraming value-added products, dagdag na kabuhayan, at mas malawak na oportunidad sa merkado para sa mga lokal na produkto.

Nagsagawa ngayong Agosto 18, 2026 ang Consumer Protection Division (CPD) ng DTI-Mountain Province ng monitoring sa mga pangunahing retail at wholesale establishments sa Paracelis bilang bahagi ng patuloy na pagsisikap ng Department of Trade and Industry (DTI) na maprotektahan ang mga mamimili at maisulong ang patas na kalakalan.

Nakatuon ang monitoring sa pagsuri sa pagsunod ng mga establisimyento sa mga umiiral na consumer protection laws and regulations, kabilang ang tamang paglalagay at pagpapakita ng presyo, wastong pricing at labeling ng mga produkto, at iba pang mga kinakailangan upang matiyak na ang mga mamimili ay nabibigyan ng ligtas, de-kalidad, at wastong presyong produkto.

Naging pagkakataon din ang aktibidad upang direktang makipag-ugnayan ang mga DTI personnel sa mga negosyo, linawin ang mga kinakailangan sa pagsunod sa batas, at ipaalala sa mga retailer at wholesaler ang kanilang responsibilidad na tiyakin ang malinaw, patas, at maayos na transaksyon para sa mga mamimili.

Naging sentro ng talakayan ngayong Agosto 18, 2026 ang pagsusulong ng mas matatag at institusyonalisadong sistema ng suporta para sa mga lokal na negosyante ng Paracelis, Mountain Province, sa pangunguna nina DTI-CAR SME Development Division Chief Edwin Bagano Jr. at DTI-Mountain Province SME Development Division OIC Aiza Apil.

Inilahad nina Mr. Bagano at Ms. Apil ang panukala para sa institusyonalisasyon ng mga programa at tulong na partikular na tutugon sa pangangailangan ng mga MSMEs ng Paracelis.

Isinagawa ang pitching activity sa pagbisita ni Chief Bagano sa Negosyo Center Paracelis, kung saan tinalakay ang pagtatatag ng mas tuloy-tuloy na suporta para sa mga lokal na negosyante, kabilang ngunit hindi limitado sa mga larangan ng marketing, product development, at capability building.

DTI MP, SAPALCI LAUNCH SHARED SERVICE FACILITY FOR FOOD PROCESSING IN BESAO

BESAO, Mountain Province – The Department of Trade and Industry (DTI) Mountain Province, headed by Provincial Director Mabel F. Banggawan, officially launched the Shared Service Facility (SSF) for Food Processing of the Salt and Pepper Agricultural Learning Center, Inc. (SAPALCI) on August 5, 2026, at Ganggangsaan, Kin-iway, Besao, Mountain Province.

The launch marks another significant milestone in DTI's commitment to strengthening community enterprises by providing modern food processing equipment that will enhance productivity, improve product quality, and create sustainable livelihood opportunities for local farmers, processors, and entrepreneurs.

In her welcome message, SAPALCI Manager Ms. Safe Pekas warmly welcomed the guests and expressed her gratitude to DTI Mountain Province and its partners for making the project possible. She emphasized that the Shared Service Facility is more than an investment in equipment—it is a symbol of partnership, shared vision, and a collective commitment to empowering the people of Mountain Province. She added that the facility will strengthen SAPALCI's capability to provide technical know-how in food processing, giving local producers access to modern technology, industry-aligned training, and greater opportunities to build sustainable enterprises.

Provincial Director Mabel F. Banggawan presented the background of the project, highlighting the objectives of the Shared Service Facility Program in improving the productivity and competitiveness of community-based enterprises through value-adding technologies and enhanced food processing capabilities. She underscored DTI's commitment to supporting local organizations by equipping them with the necessary facilities to increase production efficiency, improve product quality, and expand market opportunities.

Messages of support were delivered by Hon. Johnny Ambucay, Chairperson of the Sangguniang Bayan Committee on Agriculture, and Hon. Victor B. Songaben, Barangay Captain of Kin-iway. Both officials expressed their appreciation for the initiative and reaffirmed their support for programs that promote agricultural development, entrepreneurship, and sustainable livelihoods within the community.

The program also featured the ceremonial unveiling of the Shared Service Facility, the signing of the Memorandum of Agreement (MOA) and Usufruct Agreement (UA) between DTI Mountain Province and SAPALCI, and presentation of the newly installed food processing equipment by SAPALCI staff.

The establishment of the Shared Service Facility is expected to enhance the processing and value-adding of locally produced agricultural commodities, improve the competitiveness of community enterprises, and create more income-generating opportunities for farmers and entrepreneurs in Besao. Through the SSF Program, DTI Mountain Province continues to empower people's organizations and MSMEs by providing shared access to technology, innovation, and facilities that contribute to inclusive and sustainable local economic development.

BAUKO, Mountain Province – August 4, 2026 – The Department of Trade and Industry (DTI) Mountain Province, in partnership with Mountain Province State University (MPSU), officially launched the Second Phase of the Shared Service Facility (SSF) for Enhancing Arabica Coffee Quality and Productivity at the MPSU Baang Campus in Banao, Bauko. The initiative marks another significant milestone in strengthening Mountain Province's specialty coffee industry through improved post-harvest processing, quality assurance, and value addition.

The activity brought together staff from DTI Mountain Province led by Provincial Director Mabel F. Banggawan, MPSU officials headed by University President Dr. Edgar G. Cue, representatives from the local government of Bauko, coffee farmers, students, and other stakeholders who share the vision of positioning Mountain Province as a producer of world-class Arabica coffee.

The program formally opened with the Welcome Remarks of MPSU Baang Campus Administrator Brenda P. Liis, who underscored the importance of strong collaboration among government agencies, the academe, local government units, and the farming community in promoting sustainable agricultural development. She welcomed the participants and expressed optimism that the project would create greater opportunities for coffee farmers and the wider community.

In her Message and Background of the Project, Provincial Director Mabel F. Banggawan recounted the journey of Mountain Province's coffee industry, which began with the 2018 Provincial Coffee Conference where stakeholders conducted a value chain analysis and recognized that the province's strength lies not in production volume but in producing premium-quality specialty coffee.

She explained that this vision led to the establishment of the Coffee Assessment Center under the DTI Shared Service Facility Program, which has since evolved into the Montañosa Coffee Center. Through the years, the center has provided coffee quality assessment, technical training, business development support, market linkage opportunities, and served as the venue for regional and provincial coffee quality competitions.

Director Banggawan highlighted that following the successful turnover of the first phase of the Shared Service Facility in 2024, the second phase further strengthens the University's capability through additional coffee processing and quality assessment equipment. She emphasized that these facilities will improve post-harvest processing, enhance product consistency, and provide greater technical support to coffee farmers, cooperatives, processors, and entrepreneurs. More importantly, she stressed that the project's true success will be reflected in improved livelihoods, stronger enterprises, and the continued recognition of Mountain Province coffee in specialty markets.

A Message of Support was then delivered by Municipal Agriculturist Caroline B. Wandalen, who reaffirmed the Municipal Government of Bauko's commitment to supporting initiatives that improve coffee productivity and quality. She recognized the importance of collaboration among government agencies, academic institutions, and coffee stakeholders in ensuring the long-term growth and sustainability of the municipality's coffee industry.

In his Message from MPSU, University President Dr. Edgar G. Cue expressed the University's heartfelt gratitude to the Department of Trade and Industry for its continued confidence and support. He described the Shared Service Facility as more than an infrastructure project, saying it serves as a platform for innovation, research, productivity, and inclusive growth that will benefit students, faculty, coffee farmers, entrepreneurs, and the wider community.

President Cue assured stakeholders that MPSU will responsibly manage, maintain, and maximize the facility to ensure its long-term impact. He likewise reaffirmed the University's commitment to strengthening its partnership with DTI, local government units, and industry stakeholders while expanding programs that contribute to the sustainable development of Mountain Province's coffee sector. He also acknowledged the dedication of the MPSU Baang Campus administration and personnel for their invaluable contributions in making the project a reality.

Following the messages, DTI Mountain Province and Mountain Province State University formalized their partnership through the signing of the Memorandum of Agreement (MOA) and Usufruct Agreement (UA), reinforcing their shared commitment to the effective operation, management, and sustainability of the Shared Service Facility.

The activity continued with the ceremonial unveiling of the Shared Service Facility signage, symbolizing another milestone in the province's continuing efforts to strengthen its coffee value chain and enhance the competitiveness of local coffee producers.

The event concluded with a presentation and demonstration of the Shared Service Facility equipment by the Montañosa Coffee Center (MCC), followed by a coffee cupping and tasting session facilitated by Mr. Rolando M. Tawanna Jr., In-House Q Grader of MCC. The demonstration showcased internationally recognized coffee quality evaluation methods that enable producers to assess aroma, flavor, acidity, body, balance, and overall cup quality while identifying areas for continuous improvement in coffee processing.

The launch of the Second Phase of the Shared Service Facility reflects DTI Mountain Province and MPSU's unwavering commitment to advancing the province's specialty coffee industry through innovation, collaboration, and capacity-building. As DTI and MPSU continue to work hand in hand with local government units and coffee stakeholders, the Shared Service Facility stands as a testament to what strong partnerships can achieve in building a more competitive, resilient, and sustainable coffee industry in Mountain Province.
