Local legislators gathered for the annual Philippine Councilors League (PCL) assembly on October 7–8, 2026, centering discussions on the modern legislative landscape and digital transformation in municipal governance.

City Councilor Hon. Clint T. Dabalos joins a national delegation alongside Councilors Atty. Glenn Carampatana, Gian Carlo Sanchez, Atty. Dendo Udarbe, Engr. Ronaldo Montero, Atty. Dennis Bacala, Marlon Labis, and TG Salcedo. The delegation joined councilors from across the country to examine how digital tools and data-driven policies can upgrade local legislative functions.

Framed by the theme “e-Legislature 2026: Empowering Sanggunians Through Digitalization, Smart Technology, and Innovative Local Policy,” the two-day convention focused on concrete strategies to transition council operations toward tech-enabled frameworks.

The 15th Committee Hearing of the Committee on Ways and Means was held on September 28, 2026, at the SP Session Hall, with Hon. Marlon R. Labis in attendance.
Among the matters discussed under Item No. 1 was Proposed SP Ordinance No. 17-024-2026, authored by Hon. Marlon R. Labis, entitled: “AN ORDINANCE PROVIDING FOR FULL BUSINESS PERMIT AND BUSINESS TAX EXEMPTION FOR SARI-SARI STORES AND CARINDERIA IN BUTUAN CITY.”
The proposed measure seeks to provide full exemption from business permit fees and business taxes for qualified sari-sari stores and Carinderias in Butuan City. The committee discussed the measure’s provisions and its potential implementation, particularly its coverage and the qualifications for businesses that may avail of the proposed exemption.
The hearing allowed the committee to further examine the proposed ordinance and raise relevant concerns and clarifications as part of the continuing legislative review of the measure.
