PRO2 Reports Significant Gains During First Six Months Under PBGen Rodriguez’s Leadership
Camp Marcelo A. Adduru, Tuguegarao City – Police Regional Office 2 (PRO2) recorded significant gains in law enforcement operations, public safety, and institutional development during the first six months of PBGen Mariano C Rodriguez as Regional Director, reflecting PRO2’s sustained efforts to strengthen peace and security across Cagayan Valley. PBGen Rodriguez formally assumed office as Regional Director of PRO2 on May 1, 2026.
PRO2 intensified its campaign against illegal drugs, conducting 455 operations that resulted in the arrest of 545 individuals, of whom 57 were High-Value Individuals (HVIs) and 488 were Street-Level Individuals (SLIs), and the confiscation of dangerous drugs valued at approximately Php20 million.
Its intensified campaign against loose fi****ms also resulted in the recovery of 692 undocumented fi****ms, while operations against illegal gambling led to the arrest of 536 individuals and the confiscation of Php488,925 in bet money.
PRO2 likewise sustained its crackdown on environmental crimes and other illegal activities. Its anti-illegal logging operations resulted in the recovery of 75,851 board feet of forest products valued at approximately Php8.13 million, while anti-smuggling operations led to the confiscation of smuggled goods worth approximately Php86.87 million.
Meanwhile, its campaign against illegal fishing resulted in the confiscation of fish and fishing paraphernalia valued at Php372,560.
PRO2 also intensified efforts to apprehend wanted persons and address property-related crimes, resulting in the arrest of 1,940 wanted individuals, including 353 Top Most Wanted Persons (TMWPs) and 1,587 Other Wanted Persons (OWPs); the recovery of 24 out of 27 reported carnapped motor vehicles; and the recovery of all 15 reported stolen cattle during the covered period.
Beyond law enforcement operations, PRO2 strengthened its presence in the community through the implementation of the “Safer Cities” Initiative for Highly Urbanized Cities, recording 472,724 apprehensions for violations of local ordinances and traffic regulations. These efforts formed part of its continuing commitment to maintaining public order and promoting discipline throughout the region.
Meanwhile, a comparative assessment of the region’s crime situation showed 306 incidents or 6.33% decrease in total crime incidents, from 4,833 on November 1, 2025 to April 30, 2026, to 4,527 during the first six months of PBGEN RODRIGUEZ’s leadership, covering May 1 to October 31, 2026. The regional Average Monthly Crime Rate likewise declined from 20.49 to 19.19, while Public Safety Indicator incidents decreased by 11.38%, from 2,619 to 2,321 cases. The Eight Focus Crimes also went down by 2.68%, from 447 to 435 cases, while the Peace and Order Indicator slightly decreased by 0.36% from 2,214 to 2,206 cases.
Notable reductions were recorded in physical injuries and r**e cases. However, slight increases in robbery, theft, and carnapping, as well as a slight rise in non-index crimes, remain areas of concern. During the same period, PRO2 registered a Crime Clearance Efficiency of 98.39% and a Crime Solution Efficiency of 83.12%, compared with 99.83% and 88.41%, respectively, in the preceding six months. These results were supported by intensified monitoring of focus crimes, wanted persons, and cases under investigation, alongside focused police operations, close supervision, and adjustments in patrol deployment and crime-prevention activities.
Alongside its operational gains, PRO2 strengthened its infrastructure and logistical capabilities through the completion, inauguration, and construction of various PRO2 facilities and support infrastructure across Cagayan Valley. These initiatives included the development and improvement of police station buildings, National Police Clearance facilities, police outposts, and other regional facilities, as well as the establishment of support structures to enhance personnel welfare and operational readiness.
PRO2 likewise enhanced its logistical and mobility capabilities through the provision of additional equipment, communication and command facilities, patrol vehicles, and emergency response motorcycles. These improvements were made possible through the initiatives of the Regional Command and the support and collaboration of partner institutions, including the Department of the Interior and Local Government, the Armed Forces and Police Savings and Loan Association, Inc. (AFPSLAI), and the Public Safety Mutual Benefit Fund, Inc. (PSMBFI), among other stakeholders. Together, these efforts strengthened the operational readiness of police units and improved their capacity to deliver efficient and responsive police services throughout the region.
These developments came alongside a significant milestone for the Cagayan Valley region following its formal declaration as Insurgency-Free and its attainment of Stable Internal Peace and Security on June 4, 2026, reflecting the collaborative efforts of government institutions, local government units, security forces, and the people of Cagayan Valley in sustaining peace and stability in Region 2.
For PBGen Rodriguez, these accomplishments represent not only the collective efforts of PRO2 personnel but also the continuing responsibility to translate operational gains into meaningful improvements in public safety and police service delivery.
“As we mark the first six months of this leadership, we recognize that these accomplishments are not measured by numbers alone, but by the lives we protect, the Cagayan Valley community we secure, and the public trust we continue to earn. These gains must serve as a foundation for even greater service, sustained through professionalism, integrity, accountability, and an unwavering commitment to duty,” PBGen Rodriguez said.
With these accomplishments, PRO2 remains steadfast in strengthening its operational capabilities, sustaining peace and order, and delivering responsive and accountable police service in pursuit of a safer and more secure Cagayan Valley, in line with the PNP mantra, “Bagong PNP para sa Bagong Pilipinas, Serbisyong Mabilis, Tapat at Nararamdaman.”
