Plenary duty as Floor Leader - As the old saying goes, we burned the midnight oil by holding session up to 11:59 pm, 1 minute short of midnight during last week's session to deliberate and approve priority national bills. After almost nine hours of deliberations, the House approved on second reading eight (8) bills of national importance, as follows:

1) H.B. No. 9048, titled:
AN ACT STRENGTHENING THE RIGHT OF GOVERNMENT TO EXPROPRIATE LANDS FOR SOCIALIZED
HOUSING, AMENDING FOR THE PURPOSE SECTIONS 9, 10, AND 11 OF REPUBLIC ACT NO. 7279,
OTHERWISE KNOWN AS THE URBAN DEVELOPMENT AND HOUSING ACT OF 1992

2) H.B. No. 9257, titled:
AN ACT STRENGTHENING THE BASES CONVERSION AND DEVELOPMENT AUTHORITY, ADDING A NEW
SECTION 15-D, AMENDING FOR THE PURPOSE REPUBLIC ACT NO. 7227, OTHERWISE KNOWN AS
THE “BASES CONVERSION AND DEVELOPMENT ACT OF 1992,” AS AMENDED

3) H.B. No. 9358, titled:
AN ACT STRENGTHENING THE DEPARTMENT OF EDUCATION, AMENDING FOR THE PURPOSE REPUBLIC

THE CURRICULUM OF BASIC EDUCATION AND INSTITUTIONALIZING THE OBSERVANCE OF

6) H.B. No. 9461, titled:
AN ACT STRENGTHENING CHILD PROTECTION SAFEGUARDS, REGULATORY MEASURES, POLICIES AND
ENFORCEMENT MECHANISMS AGAINST ONLINE SEXUAL ABUSE OR EXPLOITATION OF CHILDREN
(OSAEC) AND CHILD SEXUAL ABUSE OR EXPLOITATION MATERIALS (CSAEM), REPEALING FOR THE
PURPOSE REPUBLIC ACT NO. 11930, OTHERWISE KNOWN AS THE “ANTI-ONLINE SEXUAL ABUSE OR
EXPLOITATION OF CHILDREN (OSAEC) AND ANTI-CHILD SEXUAL ABUSE OR EXPLOITATION
MATERIALS (CSAEM) ACT,” PROVIDING PENALTIES FOR VIOLATIONS THEREOF AND
APPROPRIATING FUNDS THEREFOR

AN ACT PROHIBITING THE DELIBERATE DISSEMINATION OF FALSE INFORMATION THAT POSES
VERIFIABLE PUBLIC HARM OR SERIOUS THREAT TO NATIONAL SECURITY, ESTABLISHING DIGITAL
PLATFORM ACCOUNTABILITY AND TRANSPARENCY MECHANISMS, AND PROMOTING MEDIA AND
DIGITAL LITERACY

8) H.B. No. 9466, titled:
AN ACT CONVERTING THE NATIONAL FEEDING PROGRAM INTO A NATIONAL NUTRITION PROGRAM
BY EXPANDING ITS SCOPE AND COVERAGE AND ENHANCING ITS SUPPORT MECHANISMS,
AND APPROPRIATING FUNDS THEREFOR, AMENDING FOR THE PURPOSE REPUBLIC ACT NO. 11037, OR THE MASUSTANSIYANG PAGKAIN ACT.

Convening of the Bishops - Legislators Conference on Integral Human Development - The first meeting was held at the House of Representatives. I was part of the delegation that participated in the Bishops - Legislators Conference on Integral Human Development from the side of the House of Representatives. The Catholic Bishops Conference of the Philippines was represented by Bishop Gerry Alminaza of the Diocese of San Carlos and president of Caritas Philippines together with Archbishop Jose Cabantan of the Archdiocese of Cagayan de Oro, Bishop Jose Colin Bagaforo of the Diocese of Kidapawan, Bishop Valentin Dimoc of the Apostolic Vicariate of Bontoc-Lagawe, Bishop Mel Rey Uy of the Diocese of Lucena, Bishop Euginius Cañete of the Diocese of Gumaca and Bishop Daniel Presto of the Diocese of San Fernando, La Union.

The Bishops - Legislators Conference seeks to serve as an avenue for the Church and the legislators of the House of Representatives to foster dialogue and discernment amidst political polarization, ecological crises, social injustice and declining trust in the institutions of government. The conference is grounded on the "Hayuma" framework, mending together what is broken. It will also serve as an avenue to promote key legislative measures dealing with social justice issues, renewable energy, ecological protection and other national concerns.

On the ocassion of the 128th anniversary of the Philippine Navy, I am reposting the privileged speech I delivered last year at the House of Representatives to mark its 127th anniversary. The idea that I articulated then remains relevant and has a greater urgency today as we navigate perilous security challenges. Our Navy today has achieved significant accomplishments in terms of fleet modernization and capability upgrading. It is now a 21st navy. But much remains to be done. The momentum in the Navy's modernization must be sustained and given priority as we are a maritime nation. Philippine Navy
