PCL Northern Samar joined the 40th Kauswagan Caravan in Brgy. Veriato, San Isidro, Northern Samar, continuing its commitment to bring services directly to the community.

PCL Northern Samar Chapter joined the 40th Kauswagan Caravan in Veriato, San Isidro on April 20, 2026, serving more than 2,000 families from Mabuhay, Veriato, and Caglanipao.

Led by the Provincial Government under Governor Harris Ongchuan, together with Second District Congressman Edwin Ongchuan, Vice Governor Clarence Dato, Board Members, LGU San Isidro, partner agencies, NGOs, and the private sector, the caravan brought government services directly to the community.

Residents received medical and dental care, legal assistance, civil registration, agricultural and livelihood support, along with food packs, medicines, school supplies, slippers, and vegetable seeds among others.

PCL Northern Samar also took part by distributing milk to senior citizens and joining the tree planting and deep dive activities. PCL Northern Samar remains committed to its service, solidarity, and shared responsibility in building stronger communities across the province.

Volume 2 of the PCL Northern Samar Newsletter is now available!

This first-quarter issue for Year Two highlights key works of our Chapter from January to March. It features updates on PCL Innovations, the newly digitalized ID system, reflecting evolving approaches to local governance. The issue also covers national engagements, our councilor's participation in the Philippine Councilors League (PCL) National Congress 2026 and the 1st Quarterly Continuing Local Legislative Education Program (CLLEP) held from March 4–6, showing how provincial priorities connect to broader policy discussions.

Among this quarter’s milestones are the continuing participation of PCL in the Kauswagan Caravan, which delivered services directly to communities, and the signing of the Youth Code, a concrete step toward institutionalizing youth participation in local development.

PCL Northern Samar Joins 39th Kauswagan Caravan in Las Navas Northern Samar

The Philippine Councilors League Northern Samar Chapter continues its active participation in the provincial government’s Kauswagan Caravan, joining the 39th leg held for Barangays Bugay, Geguinta, San Andres, and Roxas in Las Navas on March 23, 2026.

On this day nearly 3,000 beneficiaries received medical and dental services, medicine, school supplies, and other forms of assistance.

PCL members stood alongside Governor Harris Ongchuan, Congressman Edwin Ongchuan, Vice Governor Clarence Dato, Board Members, and provincial offices in delivering services to residents. The league has been a consistent partner in the caravan series, having previously participated in legs across Mapanas, Catubig, and San Jose.

IT’S A WRAP! 🥳

The PCL Northern Samar Chapter, with 176 delegates, successfully completed the 3-Day 2026 National Congress and First Quarterly Continuing Local Legislative Education Program (CLLEP) held on March 4–6, 2026 at the World Trade Center, Pasay City.

The three-day program featured informative sessions conducted by key national agencies, including the Department of Budget and Management (DBM), Department of Agrarian Reform (DAR), Department of Information and Communications Technology (DICT), Department of Public Works and Highways (DPWH), Department of Education (DepEd), and the Union of Local Authorities of the Philippines (ULAP).These sessions provided valuable insights aimed at strengthening legislative competence and empowering local councilors across the country.

The event also highlighted the Local Legislative Awards, where the Sangguniang Bayan of Gamay, Northern Samar was proudly recognized as the National Winner for the 4th–6th Class Municipalities Category, a remarkable achievement that brings honor and pride to the province. 👏
