The awarding ceremony, integrated into the Samar Day activities, provided formal recognition to barangays that passed the SGLGB assessment for Performance Year 2024, with official markers presented to qualified barangays from the participating local government units of Catbalogan City, Basey, Daram, Jiabong, Motiong, Paranas, San Sebastian, Pinabacdao, Sta. Department of the Interior and Local Government (DILG) Samar Provincial Director Judy L. Batulan, represented by Cluster Head Carolina O. Ampong, joined Governor Sharee Ann T. Tan, Liga ng mga Barangay Provincial President Ruby R. Delector, and the respective mayors of the concerned local government units in presenting the awards to the barangay representatives.

The recognition gives awardee barangays a concrete record of their compliance with the standards assessed under the SGLGB and provides local officials and communities with a clear basis for evaluating governance performance. The awarding also enables participating local governments to formally recognize barangays that met the required assessment criteria and to use the results as a reference for sustaining and improving local administrative practices and public service delivery.

The Seal of Good Local Governance for Barangay (SGLGB) Performance Year 2024 passers in the Local Government Units (LGUs) of Sto. Niño, Calbayog City, Sta. Margarita, Gandara, Matuguinao, San Jorge, and Tarangnan received their SGLGB markers during the Adlaw Han Barangay celebration on August 9, 2026, at the Sports Complex in Calbayog City.

The awarding recognized barangays in Samar’s 1st District that passed the SGLGB assessment for Performance Year 2024, with their respective punong barangays receiving the markers on behalf of their local communities, as Department of the Interior and Local Government (DILG) Samar Provincial Director Judy L. Batulan joined Governor Sharee Ann T. Tan, Vice Governor Arnold V. Tan, 1st District Representative Stephen James Tan, Liga ng mga Barangay Provincial President Ruby R. Delector, Tourism Infrastructure and Enterprise Zone Authority Chief Operating Officer Mark Lapid, and the mayors of the the city and municipalities in presenting the awards.

The markers serve as formal recognition of the recipient barangays’ compliance with the standards assessed under the SGLGB validation. Under the program, barangays are required to pass three core governance areas, namely Financial Administration and Sustainability, Disaster Preparedness, and Safety, Peace and Order, and at least one of the essential core governance areas such as Social Protection and Sustainability, Environmental Management, or Business-Friendliness and Competitiveness. The recognition also provides barangay officials and constituents with a visible record of their local government unit’s successful completion of the assessment requirements.

By recognizing barangays that met the SGLGB standards, the activity reinforces the use of governance benchmarks at the barangay level. It encourages local officials to sustain systems and practices that support accountable administration and the delivery of public services. The recognition also gives communities a clearer basis for monitoring the performance of their barangay governments against established governance standards.

The awarding during Adlaw Han Barangay placed the accomplishments of the 2024 SGLGB passers within a broader gathering of barangay leaders and local officials that links their recognition to continuing efforts to improve local governance and public service across Samar.
