Two (2) officers of the Naval Ammunition and Explosives Center (NAEC) received their well-deserved promotions during a Donning of Ranks Ceremony held at the AMD Classroom, Headquarters NAEC, Naval Base Heracleo Alano, Sangley Point, Cavite City, on 13 March 2026.
Among the newly promoted officers are the Chief of Staff of the Center, CDR Jeyson F Fulgar PN, and the Staff for Administration and Personnel, LT Prince Joereine N Caballero PN.
The ceremony symbolized not only the recognition of their dedication, competence, and exemplary service, but also the greater responsibilities entrusted to them as leaders of the Philippine Navy.
Their promotion marks another milestone in their naval careers and reflects the Philippine Navy’s continued commitment to developing capable leaders who uphold honor, duty, and professionalism in the service of the nation.

Women’s month at Naval Ammunition and Explosives Center (NAEC)
Sangley Point, Cavite City − NAEC joins the nation in celebrating National Women’s Month 2026 with the theme “WE for Gender Equality and Inclusive Society,” in solidarity with the global call “Rights. Justice. Action. For All Women and Girls.”
The message of General Romeo S. Brawner Jr., Chief of Staff, Armed Forces of the Philippines, was delivered by our Commander, CAPT JIRREH C CASTILLON PN (GSC) highlighting the vital role of women in strengthening the AFP and the shared responsibility of promoting gender equality.
At NAEC, we proudly recognize the women of our unit for their dedication, resilience, and hard work. We also honor all women in the Armed Forces of the Philippines whose service and commitment continue to strengthen our institution.

LOOK | Commander, Western Command Pays Farewell Visit to NAEC.
Sangley Point, Cavite City — Vice Admiral Alfonso F Torres Jr PN, Commander of the Western Command (WESCOM), paid his farewell visit to the Headquarters Naval Ammunition and Explosives Center (NAEC) on Wednesday, 28 January 2026, at Naval Base Heracleo Alano.
Led by Capt Jirreh C Castillon PN (GSC), the unit rendered Sidebouys Honors to VAdm Alfonso F Torres Jr. PN, in gratitude for his more than 38 years of dedicated service and for inspiring excellence, discipline, and professionalism across all ranks.
During his visit, VAdm Torres Jr personally met with NAEC personnel where he spoke about the importance of commitment, integrity, and selfless service in military life. He also shared meaningful and inspiring experiences from his naval career, encouraging personnel to stay focused and resilient despite the challenges that come with their demanding and high-risk duties.
In his message, VAdm Torres Jr expressed his heartfelt appreciation to the officers and enlisted personnel of NAEC. He also acknowledged the risks they face every day in handling ammunition and explosives, and commended the unit’s continued commitment to safety, readiness, and mission accomplishment.
NAEC pays its highest respect in recognition of his leadership and exemplary service, which have left a meaningful mark on the Philippine Navy and the AFP.

LOOK! | Farewell Visit of COMMO DAVID PN
On 26 January 2026, the Naval Ammunition and Explosives Center warmly welcomed the visit of Commodore Richard M David PN, Deputy Commander, NETC, together with his wife and daughter. He was received with a warm welcome by Commander NAEC, Capt Jirreh C Castillon, PN (GSC), together with all of the officers aboard, as part of his series of exit engagements in connection with his upcoming retirement.
During the visit, Commo David PN expressed his heartfelt appreciation to the officers and enlisted personnel of NAEC for their unwavering commitment to the Philippine Navy’s mission. He also acknowledged the significant improvements at NAEC and emphasized the notable differences observed since his previous visit.
The visit concluded with a heartfelt farewell and sincere expression of gratitude to the officers and personnel of NAEC for their unwavering dedication, professionalism, and commitment to the mission of the Philippine Navy.

DONNING OF RANKS and RETIREMENT CEREMONY | NAEC dons rank to newly promoted officer and honors a retiring CPO.
The Naval Ammunition and Explosives Center held a Donning of Ranks Ceremony for one (1) newly promoted officer namely, Lt Raul M Patingo PN and proudly rendered a Retirement Ceremony to honor the exceptional 24 years of dedicated and faithful naval service of CPO Micheal Angelo T Raiz PN, presided over by Capt Jirreh C Castillon PN (GSC), Commander, NAEC on 26 January 2026, at Headquarters NAEC, Naval Base Heracleo Alano, Sangley Point, Cavite City.
Commander NAEC reminded the newly promoted officer that rank is a weight of responsibility rather than a mere title, defined by how one navigates challenges and supports their subordinates. He emphasized that true leadership is reflected in the respect and care shown to junior officers and enlisted personnel, serving as the ultimate measure of character. This promotion stands as a testament to their steadfast dedication, exemplary leadership, and invaluable contributions to the Philippine Navy.
Moreover, the NAEC community gathered to honor CPO Raiz PN for his distinguished 24-year career, presenting him with a Plaque of Honorable Service and a memento of the enduring bonds shared with his naval family. The ceremony also recognized his family, whose constant support served as the anchor throughout his journey of sacrifice and duty. The Naval Ammunition and Explosives Center (NAEC) successfully carried out a two-day Gift Giving Program on 11–12 December 2025, bringing Christmas cheer, hope, and compassion to various communities and partner institutions in Zambales and Baguio City.

The outreach activities commenced in Zambales, where the NAEC team reached out to the Aeta Community at Aeta Village, San Antonio, Zambales. During the activity, The Benjamin Canlas Courage to Be Kind Foundation generously donated groceries and sacks of rice to Aeta families, while school bags with supplies were distributed to Aeta children, helping support both their immediate needs and education.
This activity was made possible through close coordination with Naval Installation Facility (NIF), Naval Station Leovigildo Gantioqui, under the leadership of CDR Rony Keith G Marquez PN (GSC) together with the Combat Support Brigade, Philippine Marine Corps, Medical Dispensary HPN HSG, the Office of the Chief Nurse, Philippine Navy, and with the support of a United States counterpart. Additional assistance was also extended by donors from the Armed Forces of the Philippines, Philippine Coast Guard, Bureau of Jail Management and Penology, Philippine National Police, Quezon City, Local Government Unit of Valenzuela, as well as commanders and officers of the Philippine Navy.

Following the successful outreach activities in Zambales, the NAEC delegation proceeded to Baguio City for the second day of the Gift Giving Program with visits to the Children’s Recovery Unit– Baguio and Child and Family Service Philippines Incorporated. These institutions, dedicated to the care, rehabilitation, and protection of children, were beneficiaries of the program, underscoring NAEC’s commitment to supporting vulnerable sectors of society especially the youth.
This meaningful initiative was made possible through the strong partnership between the Naval Ammunition and Explosives Center and BreadTalk, with the generous support of Ms. Grace C. Torres, Officer-in-Charge of BreadTalk. The collective efforts and shared spirit of service among all partners and donors played a vital role in the success of the activity.

LOOK | NAEC Spreads Christmas Joy Through Gift Giving Activity
In the spirit of Christmas and unity, the Naval Ammunition and Explosives Center (NAEC), led by Commander, NAEC Cdr Jirreh C Castillon PN (GSC), in coordination with Breadtalk, Philippine Air Force, and Philippine Army, conducted a Gift Giving Activity at San Lorenzo Ruiz Elementary School in Noveleta, Cavite, on 15 December 2025, bringing smiles, joy, and holiday cheer to the school community.
Personnel from the Armed Forces of the Philippines distributed Christmas gifts to the students as a heartfelt gesture of compassion and goodwill, reflecting the AFP’s commitment to community service and nation-building.
This meaningful activity highlights the strong cooperation among the major services of the AFP, demonstrating a shared mission of service beyond duty while fostering goodwill and strengthening ties with the community.

LOOK | NAEC Gift-Giving Team Pays Courtesy Call to PMA Superintendent
As part of its Christmas outreach activities, the Naval Ammunition and Explosives Center (NAEC) Gift-Giving Team paid a courtesy call to the Superintendent of the Philippine Military Academy (PMA), Vice Admiral Caesar Bernard N Valencia PN on December 2025 at Fort Del Pilar, Baguio City.
The courtesy call was led by LCDR Franklin C Muring PN, together with PO3 Grace C Torres PN (Res), Officer-in-Charge of BreadTalk Charity. The visit served as an opportunity to formally convey goodwill and gratitude, as well as to strengthen ties between NAEC and PMA.
This engagement further reinforced coordination, cooperation, and mutual support between the two institutions, highlighting their shared commitment to service, leadership, and unity – especially during the season of giving. It also underscored the importance of collaboration among Armed Forces units in advancing both community outreach initiatives and institutional partnerships.

LOOK: The Naval Ammunition and Explosives Center (NAEC) proudly spearheaded the Graduation Ceremony of the Basic Ammunition and Explosives Management Course Class 01-25 held at the Arms Management and Destruction (AMD) Classroom, Headquarters NAEC.
The ceremony was graced by the presence of the Commander, Naval Sea Systems Command Radm Juario C Marayag PN, who served as the Guest of Honor and Speaker. His message encouraged the graduates to uphold the highest standards of professionalism, safety, and service as they take on responsibilities in ammunition and explosives management.
The course is designed to equip students with the essential skills in proper handling, storekeeping, management, and other ammunition-related functions vital to Fleet and Marine operations. By strengthening their technical competencies, the program ensures that graduates are fully prepared to support the Philippine Navy’s mission of maintaining safe, secure, and effective ammunition and explosives logistics.
Through initiatives like this, NAEC reaffirms its commitment to delivering safe, responsive, and resilient logistics support to the Fleet and Marine Operating Forces.
