With the continued guidance and support of Governor Pam Baricuatro - The People's Governor, and the leadership of 𝐇𝐨𝐧. 𝐀𝐦𝐨𝐬 𝐄𝐝𝐰𝐢𝐧 𝐂. 𝐂𝐚𝐛𝐚𝐡𝐮𝐠, 𝐌𝐮𝐧𝐢𝐜𝐢𝐩𝐚𝐥 𝐌𝐚𝐲𝐨𝐫 𝐨𝐟 𝐁𝐚𝐥𝐚𝐦𝐛𝐚𝐧, a two-day training on 𝐒𝐜𝐫𝐞𝐞𝐧𝐢𝐧𝐠, 𝐁𝐫𝐢𝐞𝐟 𝐈𝐧𝐭𝐞𝐫𝐯𝐞𝐧𝐭𝐢𝐨𝐧, 𝐚𝐧𝐝 𝐑𝐞𝐟𝐞𝐫𝐫𝐚𝐥 𝐭𝐨 𝐓𝐫𝐞𝐚𝐭𝐦𝐞𝐧𝐭 (𝐒𝐁𝐈𝐑𝐓) 𝐟𝐨𝐫 𝐏𝐞𝐫𝐬𝐨𝐧𝐬 𝐖𝐡𝐨 𝐔𝐬𝐞 𝐃𝐫𝐮𝐠𝐬 𝐰𝐢𝐭𝐡 𝐓𝐡𝐞𝐫𝐚𝐩𝐞𝐮𝐭𝐢𝐜 𝐃𝐫𝐮𝐠 𝐓𝐞𝐬𝐭𝐢𝐧𝐠 was successfully held at the 𝐌𝐮𝐧𝐢𝐜𝐢𝐩𝐚𝐥 𝐑𝐨𝐨𝐟 𝐃𝐞𝐜𝐤 in 𝐁𝐚𝐥𝐚𝐦𝐛𝐚𝐧, 𝐂𝐞𝐛𝐮 on 𝐀𝐩𝐫𝐢𝐥 𝟐𝟗–𝟑𝟎, 𝟐𝟎𝟐𝟔.

This initiative brought together local stakeholders to enhance their knowledge and skills in addressing substance use while promoting mental health and community well-being.

The Cebu Provincial Government , through Cebu Provincial Anti Drug Abuse Division in partnership of PDEA REGION 7 successfully conducted the Community-Based Anti-Illegal Drug Advocacy Training of Trainers for all C/MADAC Focal Persons on April 22-23,2026 at Azia Suites and Residences .

With valuable support from resource speakers representing the Dangerous Drugs Board Mr. Michael P. Mitiari, Dr. Jasmin T. Peralta of TRC Cebu City, Ms. Maricel Lim , Atty. Serge D. Andaya, IA III Jonar V. Cuayzon, IA III Melisa J. Montessa of Philippine Drug Enforcement Agency, Ms. Rhez Jarlyn Decena of Department of Social Welfare and Development , Dr. Glenn Glarino of Bidlisiw Foundation, PSSG Edwin Villadar of Cebu Provincial Police Office , and Mr. Michael Jickerie T. Alvarez of Department of the Interior and Local Government Cebu Province .

With the continued support of Pam Baricuatro - The People's Governor the activity strengthened the knowledge and skills of participants in delivering effective, community-based anti-drug advocacy, highlighting a multi-sectoral approach to prevention, rehabilitation, and enforcement. It also reinforced collaboration among key agencies, ensuring a more unified and responsive strategy in addressing illegal drug concerns. As a result, C/MADAC Focal Persons are now better equipped to cascade the training, implement sustainable programs, and actively contribute to building safer, drug-free communities.

The Cebu Provincial Government, through the Cebu Provincial Anti Drug Abuse Division, in partnership with Pdea Region VII, successfully conducted the Onsite Validation for the Sustainability of the Drug-Cleared Status in the City of Naga on April 20, 2026, covering 27 barangays.

The activity, held at the City of Naga Center for Recovery and Reformation (CONCRR), aimed to assess the continued compliance of barangays under the Barangay Drug Clearing Program, ensuring that anti-drug initiatives remain effective, consistent, and sustainable at the community level.

With the active involvement of local officials, barangay representatives and BADAC members the validation underscored strong collaboration and a shared commitment to sustaining safe and drug-free communities.

The Cebu Provincial Government also extends its sincere appreciation to all the staff of City of Naga Center for Recovery and Reformation for their invaluable support, assistance, and cooperation in the successful conduct of the activity.

As part of the continued implementation of the Drug-Free Workplace Program, personnel of the Cebu Provincial Disaster Risk Reduction and Management Office (PDRRMO) underwent random drug testing on April 20, 2026.

This initiative was carried out under the leadership of Gov. Pam Baricuatro - The People's Governor through the Cebu Provincial Anti Drug Abuse Division (𝐂𝐏𝐀𝐃𝐀𝐃), in partnership with Pdea Region VII.

A total of 53 personnel actively participated in the activity, reflecting their commitment to maintaining a safe, healthy, and accountable workplace.

This initiative highlights the Province of Cebu’s firm dedication to upholding its Drug-Free Workplace Policy—promoting a workforce that is productive, resilient, disciplined, and committed to public service.

With the continued support of the 𝗚𝗼𝘃𝗲𝗿𝗻𝗼𝗿 Pam Baricuatro - The People's Governor, 𝗻𝗶𝗻𝗲 𝗽𝗲𝗿𝘀𝗼𝗻𝗻𝗲𝗹 from the Cebu Provincial Anti Drug Abuse Division (CPADAD) successfully completed the 𝗦𝗰𝗿𝗲𝗲𝗻𝗶𝗻𝗴, 𝗕𝗿𝗶𝗲𝗳 𝗜𝗻𝘁𝗲𝗿𝘃𝗲𝗻𝘁𝗶𝗼𝗻, 𝗮𝗻𝗱 𝗥𝗲𝗳𝗲𝗿𝗿𝗮𝗹 𝘁𝗼 𝗧𝗿𝗲𝗮𝘁𝗺𝗲𝗻𝘁 (𝗦𝗕𝗜𝗥𝗧) 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 𝗼𝗳 𝗧𝗿𝗮𝗶𝗻𝗲𝗿𝘀 (𝗧𝗢𝗧) held on 𝗔𝗽𝗿𝗶𝗹 𝟭𝟯-𝟭𝟳, 𝟮𝟬𝟮𝟲 in 𝗣𝗮𝗻𝗴𝗹𝗮𝗼, 𝗕𝗼𝗵𝗼𝗹.

The training, led by the Department of Health Central Visayas Center for Health Development, brought together participants from the 𝗖𝗲𝗻𝘁𝗲𝗿 𝗳𝗼𝗿 𝗗𝗿𝘂𝗴 𝗘𝗱𝘂𝗰𝗮𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗖𝗼𝘂𝗻𝘀𝗲𝗹𝗶𝗻𝗴 (𝗖𝗲𝗗𝗘𝗖), along with representatives from the 𝗖𝗲𝗯𝘂 𝗣𝗿𝗼𝘃𝗶𝗻𝗰𝗶𝗮𝗹 𝗛𝗲𝗮𝗹𝘁𝗵 𝗢𝗳𝗳𝗶𝗰𝗲 (𝗖𝗣𝗛𝗢) and the Mandaue City 𝗦𝘂𝗯𝘀𝘁𝗮𝗻𝗰𝗲 𝗔𝗯𝘂𝘀𝗲 𝗮𝗻𝗱 𝗠𝗲𝗻𝘁𝗮𝗹 𝗛𝗲𝗮𝗹𝘁𝗵 𝗦𝗲𝗿𝘃𝗶𝗰𝗲𝘀 𝗢𝗳𝗳𝗶𝗰𝗲 (𝗦𝗔𝗠𝗛𝗦𝗢).

Over five days, participants strengthened their skills in identifying and addressing substance use concerns through proper screening, brief interventions, and referral to treatment. More than just learning the concepts, CPADAD personnel were equipped to become trainers themselves—ready to cascade their knowledge to local government units (LGUs) and community partners.

This initiative ensures that CPADAD can deliver more responsive, informed, and impactful services, helping build stronger, healthier, and drug-free communities across Cebu.

ONSITE VALIDATION AND CBDRP ACCREDITATION – Municipality of Oslob

With the steadfast support of Governor Pam Baricuatro - The People's Governor, whose leadership continues to inspire inclusive and responsive healthcare initiatives, the Onsite Validation and Awarding of the Community-Based Drug Rehabilitation Program (CBDRP) Certificate in the Municipality of Oslob was successfully conducted on March 24, 2026. This marks a significant milestone in the municipality’s efforts to strengthen its anti-drug programs.

The onsite validation allowed the Certification Team to objectively assess the implementation, documentation, and functionality of CBDRP in LGU Oslob, providing constructive feedback for continued improvement.

Following the validation, the Certification Team was officially awarded the CBDRP Accreditation Certificate to Municipality of Oslob recognizing the municipality’s dedication to providing effective, community-based rehabilitation services for persons who use drugs (PWUDs). This accomplishment reflects the strong collaboration among LGU officials, health workers, and partner agencies in promoting a drug-free and healthy community.

CBDRP Accreditation is an official recognition of a local government unit’s compliance with national standards in implementing community-based drug rehabilitation programs. It ensures that services are structured, evidence-based, and aligned with the Department of Health’s guidelines.

have been officially Declared Drug-Cleared after passing the evaluation and validation of the Regional Oversight Committee on Barangay Drug Clearing (ROCBDC) on April 08, 2026 at 2nd floor Social Hall of Cebu Provincial Government Capitol Compound Cebu City.

The deliberation process was presided over by PDEA 7 Regional Director and ROCBDC Chairperson Dir. III Joel B. Plaza and was hosted by the Cebu Provincial Government Pam Baricuatro - The People's Governor.

Other members of the committee present were Mr. Celerino S. Magto Jr., Chief of the Local Government Monitoring and Evaluation Division of DILG 7 and ROCBDC Vice Chairperson; Represented by Mr. Rhian Jess Canillas , Sunstance Use and Prevention Program of DOH 7; Ms. Noelie Mae I. Yañez , Health Education and Promotion Officer III of Cebu Provincial Anti Drug Abuse Division and PCAPT. Jasmin D. Sario, Chief, CAS, RCADD of Police Regional Office 7 and PMAJ Sam G. To date, 804 of the 1,066 barangays in Cebu Province have achieved drug-cleared status, while 18 have been classified as drug-free. Drug-cleared and drug-free barangays undergo annual validation to ensure the continued implementation of anti-illegal drug programs.

The onsite validation allowed the Certification Team to objectively assess the implementation, documentation, and functionality of CBDRP in LGU Badian, providing constructive feedback for continued improvement.

Following the validation, the Certification Team was officially awarded the CBDRP Accreditation Certificate in the presence of their Municipal Mayor, Hon. Jerome Christian V. Librando, recognizing the municipality’s dedication to providing effective, community-based rehabilitation services for persons who use drugs (PWUDs). This accomplishment reflects the strong collaboration among LGU officials, health workers, and partner agencies in promoting a drug-free and healthy community.

CBDRP Accreditation is an official recognition of a local government unit’s compliance with national standards in implementing community-based drug rehabilitation programs. It ensures that services are structured, evidence-based, and aligned with the Department of Health’s guidelines.

The 2-day 𝙎𝙘𝙧𝙚𝙚𝙣𝙞𝙣𝙜, 𝘽𝙧𝙞𝙚𝙛 𝙄𝙣𝙩𝙚𝙧𝙫𝙚𝙣𝙩𝙞𝙤𝙣, 𝙖𝙣𝙙 𝙍𝙚𝙛𝙚𝙧𝙧𝙖𝙡 𝙩𝙤 𝙏𝙧𝙚𝙖𝙩𝙢𝙚𝙣𝙩 (𝙎𝘽𝙄𝙍𝙏) training was successfully conducted at 𝙈𝙚𝙡𝙖𝙣𝙞𝙖’𝙨 𝙂𝙖𝙧𝙙𝙚𝙣, 𝘽𝙖𝙧𝙖𝙣𝙜𝙖𝙮 𝙋𝙤𝙗𝙡𝙖𝙘𝙞𝙤𝙣 𝙑𝙄𝙄, 𝙏𝙖𝙣𝙟𝙖𝙮 𝘾𝙞𝙩𝙮, 𝙉𝙚𝙜𝙧𝙤𝙨 𝙊𝙧𝙞𝙚𝙣𝙩𝙖𝙡, on 𝙈𝙖𝙧𝙘𝙝 𝟑𝟎–𝟑𝟏, 𝟐𝟎𝟐𝟔.

The activity was led by 𝙈𝙧. 𝙍𝙝𝙞𝙖𝙣 𝙅𝙚𝙨𝙨 𝙀. 𝘾𝙖𝙣𝙞𝙡𝙡𝙖𝙨 and 𝙈𝙧. 𝙅𝙚𝙯𝙚𝙧-𝘽𝙤𝙣 𝙇𝙪𝙮 from Department of Health Central Visayas Center for Health Development, in collaboration with 𝙈𝙧. 𝙅𝙖𝙧𝙤𝙢𝙚 𝙍𝙚𝙮 𝙏. 𝙎𝙞𝙢𝙤𝙣 and 𝙈𝙨. 𝘼𝙣𝙖 𝙈𝙖𝙧𝙞𝙚 𝙕. 𝙎𝙖𝙮𝙘𝙤𝙣 from Department of Health Negros Island Region Center for Health Development, together with CPADAD personnel.

This training aimed to enhance the knowledge, skills, and competencies of healthcare providers in the application of SBIRT as an evidence-based approach in addressing substance use and promoting early intervention at the community level. The training focused on equipping participants with practical skills in screening individuals for substance use, conducting brief interventions, and facilitating appropriate referrals for treatment and rehabilitation services.

The training served as a significant step toward reinforcing the implementation of community-based drug rehabilitation programs and promoting a more responsive and holistic healthcare system in the Negros Island Region.

With the continued support and commitment of Governor Pam Baricuatro - The People's Governor in strengthening anti-drug initiatives and community-based programs, the 1𝑠𝑡 𝑄𝑢𝑎𝑟𝑡𝑒𝑟 𝐶/𝑀𝐴𝐷𝐴𝐶 𝐹𝑜𝑐𝑎𝑙 𝑃𝑒𝑟𝑠𝑜𝑛𝑠’ 𝑀𝑒𝑒𝑡𝑖𝑛𝑔 was successfully conducted on 𝑀𝑎𝑟𝑐ℎ 27, 2026.

The meeting gathered dedicated focal persons and key stakeholders to align efforts and enhance the implementation of drug prevention and rehabilitation programs across Local Government Units (LGUs) in Cebu Province. We were honored by the presence of our invited guest speakers who shared valuable insights and updates:
• 𝐼𝐴 𝐼 𝑅𝑜𝑚𝑚𝑦 𝐴𝑙𝑐𝑎𝑛𝑡𝑎𝑟𝑎 and 𝐼𝐴 𝐼𝐼𝐼 𝐼𝑣𝑦 𝐶𝑙𝑎𝑖𝑟𝑒 𝑂𝑙𝑒𝑑𝑎𝑛 from Pdea Region VII discussed the Barangay Drug Clearing Program (BDCP), focusing on the sustainability of drug-cleared and drug-free barangays.
• 𝑀𝑠. 𝐿𝑖𝑔𝑎𝑦𝑎 𝐶. 𝐷𝑎𝑒𝑙, Social Welfare Officer IV and STU Head/Children Sector Focal of DSWD Field Office 7 - Central Visayas, presented the Special Drug Education Center (SDEC) and the Family Drug Abuse Prevention Program (FDAPP).
• 𝑀𝑟. 𝑅ℎ𝑖𝑎𝑛 𝐽𝑒𝑠𝑠 𝐶𝑎𝑛𝑖𝑙𝑙𝑎𝑠, Substance Abuse Program Coordinator of Department of Health Central Visayas Center for Health Development, discussed the accreditation process for the Community-Based Drug Rehabilitation Program (CBDRP).

Additionally, Cebu Provincial Anti Drug Abuse Division (CPADAD) personnel presented the 2026 schedule of programs and activities, along with updates on Local Government Unit (LGU) data concerning Screening, Brief Intervention and Referral to Treatment (SBIRT), Community Based Drug Rehabilitation Program (CBDRP), Barangay Drug Clearing Program (BDCP), and Drug Free Workplace (DFW) initiatives.
