CM Macacua leads ceremonial launch of Bangsamoro Government Center in Parang
Chief Minister Abdulraof “Sammy Gambar” Macacua led the ceremonial launch of the new Bangsamoro Government Center (BGC) in Barangay Landasan, Parang, Maguindanao del Norte today, marking a historic step toward establishing the region’s permanent seat of governance.
The development is anchored on Bangsamoro Autonomy Act No. 37, which provides for the establishment of a permanent central administrative seat of the Bangsamoro Government.
With an estimated project cost of P15 billion, the government center is being financed through the IMPACT Fund and will eventually house the central administrative functions of the Bangsamoro Government, shifting the regional seat from Cotabato City to Parang.
“Here in Barangay Landasan, Parang, Maguindanao del Norte, we officially launch the Bangsamoro Government Center, the future seat of the Bangsamoro Government,” CM Macacua said.
He described the project as an important institutional investment that will consolidate government offices, improve inter-agency coordination, and help create a more efficient system of delivering services to the Bangsamoro people.
“We need a center of governance that brings our institutions together, strengthens coordination and public service, supports long-term development, and reflects the dignity and aspirations of our people,” he said.
Beyond its function as the administrative center of the region, CM Macacua said the BGC is expected to stimulate economic activity and encourage further investments in Parang, Maguindanao del Norte, and neighboring areas.
“We want the Bangsamoro Government Center to become a catalyst for investment, infrastructure, and development, not only for Parang, but for Maguindanao del Norte and the entire Bangsamoro,” he said.
He stressed that the physical establishment of a government center must go hand in hand with accountable and principled governance.
“Walang silbi ang Bangsamoro Government Center kung wala sa atin ang mabuting pamamahala—iyong walang bahid ng corruption, inuuna ang serbisyo, at hindi inuuna ang sarili,” CM Macacua said.
The Chief Minister also pointed to the broader economic ecosystem that could emerge around the project, including improvements in transportation, utilities, communications, housing, commercial establishments, and other supporting infrastructure that could create new employment and livelihood opportunities.
“Sa pagtatayo ng sentrong ito, inaasahan natin ang pagpasok ng mas maraming investments at development opportunities, mga kalsada at transport facilities, utilities, communications, housing, businesses, at iba pang imprastrakturang magbubukas ng trabaho at kabuhayan para sa ating mga mamamayan,” he said.
The launching brought together representatives from international development partners, the national government, the Bangsamoro Government, and the private sector. Among those present were Presidential Adviser on Peace, Reconciliation and Unity Mel Senen Sarmiento, Malaysian Ambassador to the Philippines His Excellency Dato' Abdul Malik Melvin Castelino, and private-sector partner Tan Sri Azmil Khalid.
