Congratulations to MASTSLLI Members Elected as NCCA Mindanao Representatives

We would like to extend our heartfelt congratulations to the esteemed members of the Mindanao Association of State Tertiary Schools Libraries and Librarians, Inc. (MASTSLLI) for their recent election to the National Commission for Culture and the Arts (NCCA) Executive Council, representing Mindanao.

Three distinguished MASTSLLI members have been selected to serve in this prestigious role, and they are a great source of pride for the organization. Dr. Ben-Hur A. Asid, elected as Head of NCLIS from Western Mindanao State University, Dr. Winda B. Cejas from the University of Southeastern Philippines (USeP), and Mr. Al-Naizar K. Andao from Mindanao State University-Sulu, were formally sworn in during a ceremony led by NCCA Executive Director Dr. Eric Zerrudo on April 20, 2026, at the Metropolitan Theater in Manila. Their election marks a significant milestone in advancing the cultural and artistic development of Mindanao and the Philippines as a whole.

The NCCA, as the central policy-making body for the preservation, development, and promotion of Philippine arts and culture, plays an essential role in shaping the nation's cultural landscape. Within its Subcommission on Cultural Heritage, the National Committee on Libraries and Information Services (NCLIS) has long been instrumental in promoting cultural heritage through various programs and initiatives.
This achievement highlights the dedication and expertise of MASTSLLI members in furthering the growth of culture and the arts in the region. Their leadership in the Executive Council will inspire greater collaboration and action toward the betterment of cultural preservation, artistic development, and heritage promotion in Mindanao and beyond.

We are confident that these newly-elected representatives will serve with distinction, advocating for the cultural interests of Mindanao while fostering the growth of the nation’s artistic and cultural endeavors. Congratulations once again to all, and we look forward to the positive impact they will bring to the NCCA and the cultural sector.

On February 19, 2026, the officers were officially sworn into office at the University Hostel, University of Southeastern Philippines, Bo. Obrero, Davao City.

MASTSLLI Officers and Board of Trustees Take Their Oath of Office

On February 19, 2026, the newly elected officers of the Mindanao Association of State Tertiary Schools Libraries and Librarians, Inc. (MASTSLLI) for the term 2026–2028 formally took their oath of office at the Training Room, University Hostel, University of Southeastern Philippines (USEP), Davao City. Dr. Maychelle Nugas was installed as President, marking a significant milestone as the first MASTSLLI President elected from USEP–Davao.

Among the newly elected officers are Mr. Mark Andrew D. Bacordo, Director for Libraries of JRMSU, as Vice President; Ms. Maida Santos, University Librarian of Davao Oriental State University, as Secretary; Ms. Chandrani Yves Estrada, Supervising Librarian of Bukidnon State University, as Treasurer; Dr. Alne Quinoveba, Director for Libraries of Sultan Kudarat State University, as Auditor; and Mr. Rodrigo Jr. Sumuob, Instructor I of Davao del Norte State College, as Public Information Officer.

The association’s Board of Trustees, representing the six regions of Mindanao, was also constituted. Dr. Remedios Janier, Director for Library Services of the University of Science and Technology of Southern Philippines, was elected Chair of the Board. The members include Ms. Maria Elena V. Baricua, Head Librarian of Basilan State College; Dr. Sandra Lyn Quiñones, Head Librarian of Samal Island City College; Ms. Susan Martinez, Director for Libraries of University of Southern Mindanao; Mr. Junel Anino, Head Librarian of Northeastern Mindanao State University; and Ms. Juvy Grace Sabello, University Librarian of Mindanao State University–Maguindanao.

The oath of office was formally administered by Dr. Jeneifer C. A Milestone for Mindanao’s Academic Community! 🏛️📖

To our valued members, partners, and the academic community:

We are proud to announce that our organization has officially transitioned from the Mindanao Association of State Tertiary Schools Library Network (MASTSLiNet) to the:

Mindanao Association of State Tertiary Schools Libraries and Librarians, Incorporated (MASTSLLI)

Why the change? As we have grown and achieved official incorporation (Inc.), our new name reflects a broader and deeper mission. We are no longer just a "Network" of systems; we are a unified body of Libraries and, most importantly, Librarians.

Our core commitment remains unchanged: One Vision. One Access. One Mindanao.

What’s Next? While our name is official, our new visual identity is currently in development. Stay tuned as we prepare to unveil a new logo that represents the future of Mindanao’s state tertiary schools libraries!

In the meantime, all official correspondence and memberships will now be recognized under the name MASTSLLI.

MASTSLiNet Officers’ Special Meeting: Reflecting on Achievements and Strategic Planning for the Future

On January 16, 2026, MASTSLiNet’s officers convened virtually to reflect on the association’s accomplishments and to discuss strategic initiatives for its continued growth.

The meeting underscored MASTSLiNet’s significant progress in enhancing library services and providing valuable support to academic institutions throughout Mindanao. Officers took the opportunity to acknowledge the collective effort that has driven the association’s success.

Looking ahead, the officers presented a comprehensive roadmap for the future, which includes key updates to the constitution, a redesigned logo, and the election of new leadership. Additionally, there is a strong focus on enhancing the network’s digital presence to better serve its members and further expand its impact.

The meeting concluded with an exciting preview of a major announcement to be unveiled at the upcoming General Assembly. Members are encouraged to stay tuned for this transformative development.

With a renewed sense of direction and purpose, MASTSLiNet is poised to continue its journey forward under the guiding principle of One Vision, One Access, One Mindanao.

The Philippine Librarians Association, Inc. (PLAI), in partnership with the National Commission for Culture and the Arts (NCCA) through the National Committee on Library and Information Services (NCLIS), the National Library of the Philippines (NLP), and the Medical and Health Association of the Philippines (MAHLAP), will hold its Annual National Congress and General Assembly from November 23 to 26, 2025, at the SMX Convention Center in Bacolod City, with the theme, “PLAI BRIDGES: Borderless. Research-based. Innovative. Developmental. Global. Equitable. Sustainable."
