"NIF-EM Strengthens Philippine Navy’s Initiative to Establish Strategic Collaboration with QBITS Resource Corporation"

In line with the Philippine Navy’s continuing efforts to strengthen partnerships with key stakeholders, CAPT MELVIN U CARRO PN(GSC), Commander, Naval Installation and Facilities – Eastern Mindanao (NIF-EM) paid a courtesy call to the management of QBITS Resource Corporation (DOLE Philippines) headed by its President, Mr. Raymund Salangsang, on 05 March 2026 at Brgy. Calumpang, General Santos City.

The activity forms part of the ongoing initiative of the Philippine Navy to establish a Memorandum of Agreement (MOA) with QBITS Resource Corporation. The proposed partnership aims to foster stronger collaboration between the Philippine Navy and the private sector in support of programs that may contribute to operational support, overall capability enhancement of the Philippine Navy.

The courtesy call also served as a venue for productive discussions on areas of cooperation and mutual support between the Philippine Navy and QBITS Resource Corporation. Such engagements highlight the importance of building strategic partnerships that can further advance the Philippine Navy’s mission while promoting shared commitments toward national development.

"NIF-EM Female Personnel Take Part 116th International Women’s Month March in Davao City.”

Female personnel of Naval Installation and Facilities – Eastern Mindanao (NIF-EM) actively participated in the 116th International Women’s Month Celebration March/Parade conducted on 06 March 2026 (Friday)at Freedom Park, Roxas Street, Davao City. The activity gathered various government agencies, uniformed services, and partner stakeholders in a unified demonstration of support for women empowerment and gender equality.

The active participation of NIF-EM female personnel reflects the Philippine Navy’s steadfast commitment to promoting Gender and Development (GAD) initiatives and strengthening awareness on the vital role of women in the service and in nation-building. Activities such as this serve as an important platform to reinforce gender awareness, foster mutual respect, and highlight the invaluable contributions of women across all sectors of society, including the uniformed service.

Naval Installation and Facilities – Eastern Mindanao (NIF-EM) conducted a Blessing Ceremony of NIF-EM Fitness Gym Equipment on 041400H March 2026 with CAPT MELVIN U CARRO PN(GSC), Commander, NIF-EM.

Naval Installation and Facilities – Eastern Mindanao (NIF-EM) held a Donning of Ranks Ceremony in recognition of the exemplary service and dedication of its newly promoted Officers and Enlisted Personnel on 041000H March 2026 at NIF-EM Consolidated Messhall, Panacan, Davao City with CAPT MELVIN U CARRO PN(GSC), Commander, NIF-EM.

During the ceremony, the new ranks were formally donned to LCDR YSMAEL C BALALA O-140856 PN, LCDR MARK LUELL E CORTEZ O-15242 PN, and ASYN Kristaline Joy Rosario T Schwarzkopf 984889 PN. Their promotion stands as a testament to their unwavering commitment, professionalism, and valuable contributions to the mission and mandate of the Philippine Navy.

Naval Installation and Facilities – Eastern Mindanao (NIF-EM) formally conducted the Turnover of Office Ceremony of the AC of IFS for Operations, IF3 on 040900H March 2026 at the NIF-EM Consolidated Messhall, Panacan, Davao City with LCDR MARK LUELL E CORTEZ PN, Acting Deputy Commander, NIF-EM.

The activity marked a significant transition in leadership as LT JOHN CARLO D BELDIA PN formally relinquished his duties as AC of IFS for Operations, IF3, NIF-EM. During his tenure, LT BELDIA demonstrated dedication and professionalism in carrying out operational responsibilities that contributed to the effective functioning of the unit.

The ceremony likewise welcomed LCDR YSMAEL C BALALA PN, who officially assumed the position as the Incoming AC of IFS for Operations, IF3, NIF-EM. His assumption of office symbolizes the continuation of steadfast leadership and commitment to the mission and operational excellence of NIF-EM.

"NIF-EM Joins the Nation in Celebrating National Women’s Month 2026"

In a strong show of solidarity and commitment to gender equality, Naval Installation and Facilities – Eastern Mindanao (NIF-EM) participated in the conduct of Simultaneous Flag Raising and Kick-Off Ceremony of the National Women’s Month Celebration (NWMC) CY2026 on 02 March 2026 at NIF-EM Grandstand, Naval Station Felix Apolinario, Panacan, Davao City.

With the theme “We for Gender Equality and Inclusive Society,” Officers, Enlisted Personnel, and civilian Human Resources (CHRs) of this unit assembled in formation as the colors were raised, symbolizing unity, respect, and the continuing voyage toward an inclusive naval organization. The activity formally marked the NIF-EM's participation in the nationwide observance of National Women’s Month from 01–31 March 2026, reaffirming the unit’s steadfast support to programs that recognize the invaluable role and historical contributions of Filipino women in nation-building and public service.

NIF-EM Receives Plaque of Merit for “Outstanding” Management Audit CY2025

The Naval Installation and Facilities–Eastern Mindanao (NIF-EM) was awarded with a Plaque of Merit after earning an “Outstanding” audit adjectival rating during the Calendar Year 2025 Management Audit conducted by the Office of The Internal Auditor (OTIA). The recognition affirms the unit’s strong adherence to transparency, accountability, and effective management systems.

The Plaque of Merit was formally received by CAPT MELVIN U CARRO PN(GSC), Commander, Naval Installation and Facilities–Eastern Mindanao during the NFEM and NIF-EM TNIA Audit Exit Briefing for CY2025 held on 300900H January 2026 with COMMO LEMUEL E ESPARTINEZ PN, The Naval Internal Auditor along with key officers and personnel of NFEM and NIF-EM.

The “Outstanding” rating reflects NIF-EM’s consistent compliance with audit standards, sound internal control mechanisms, and efficient utilization of resources. "NIF-EM Conducts Traditional New Year’s Call 2026"

The Naval Installation and Facilities – Eastern Mindanao (NIF-EM) conducted the Traditional New Year’s Call to CAPT MELVIN U CARRO PN(GSC), Commander, NIF-EM on 23 January 2026 at the Multi-Purpose Covered Court, Naval Station Felix Apolinario, Panacan, Davao City. Rendered in accordance with time-honored naval customs and courtesies, the activity marked the formal opening of the new year and provided an avenue for Officers and Enlisted Personnel to collectively pay their respect to Commander, NIF-EM.

The Traditional New Year’s Call 2026 is a longstanding naval tradition that signifies unity, mutual respect, and the reaffirmation of trust between the Commander and the men and women under his leadership.
