The Land Transportation Office (LTO) adopts a 4-day on-site and 1-day work-from-home arrangement as part of government energy conservation measures amid rising global oil prices.

Under Memorandum Circular No. MVL-2026-4999, all frontline services will remain open from Monday to Friday, transactions such as driver's licensing, motor vehicle registration, adjudication, and other public facing services will continue without disruption.

For non-client-facing units, a 4-day onsite work arrangement (Monday to Thursday) and work-from-home every Friday will be implemented.

In view of the recent social media post involving an alleged employee of the Operations Division of the Land Transportation Office Region XI, who appears to be engaged in computer gaming during office hours, the Office acknowledges the matter with utmost seriousness.

An investigation is currently being conducted to ascertain the facts and circumstances surrounding the incident. The public is assured that, should the allegations be true, appropriate administrative sanctions will be imposed in accordance with existing laws, rules, and regulations.

Rest assured that this matter is being given priority attention. The Office maintains a strict policy of professionalism and does not tolerate any act that may compromise the delivery of public service. All personnel are expected to devote their full attention to serving clients and ensuring fast, efficient, and responsive service at all times.

Subject: PUBLIC WARNING – Scam Text Messages Claiming Traffic Violation under RA 10913

The Land Transportation Office – Region XI (LTO XI) hereby informs the public of the circulation of fraudulent text messages. These messages claim that the recipient has an “unsettled violation under Republic Act No. 10913 – using a mobile phone while driving,” demanding a payment of “₱1,000 within 24 hours,” and redirecting recipients to a link such as “https://ltms-portal.com” under threat of licence suspension or alarm blocking.

Please be advised of the following:

1. LTO XI has not in any way authorized or engaged in the sending of such text messages or SMS notifications demanding immediate payment. They are not legitimate.

2. The genuine process for traffic violations, fines, payment and licence matters does not involve sending unsolicited text messages with links that require immediate online payment or personal data submission.

3. If you receive a message of this nature:
• Do not click on the link.
• Do not provide any personal information (vehicle plates, driver’s licence number, bank account or e-wallet details).
• Do not make any payment in response to that message.
4. For a valid violation notice, fine payment, or licence issue you are advised to visit or contact your nearest LTO district office. LTO XI can assist you in verifying whether there is a legitimate outstanding violation.

5. Should you have been a recipient of such message, please report it immediately to your local law-enforcement or to the PNP cyber-crime unit. Forward the message, link or screenshot to help with investigation.

We urge all motorists and the public to remain vigilant and to protect their personal and financial information. LTO XI remains committed to ensuring transparent, lawful and accessible services and will continue to inform and protect the public against such fraudulent schemes.
