With this key message, Ms. Aurora R. Chavez, Philippine Open Government Partnership (PH-OGP) Steering Committee Co-Chairperson, underscored the importance of building on existing channels for citizen participation and connecting them with open government processes during the Third Quarter PH-OGP Steering Committee Meeting on 1 October 2026.

In her presentation on engaging the National Anti-Poverty Commission (NAPC) basic sectors in the PH-OGP agenda, Ms. Chavez emphasized that communities and sectoral constituencies are not merely beneficiaries of government programs but active partners in shaping policies, monitoring implementation, and strengthening accountability. Through existing mechanisms for representation, dialogue, and feedback, their priorities and lived experiences can help inform reforms at the national, regional, and local levels.

She also highlighted the importance of collaboration between government and non-government partners, as demonstrated by the PH-OGP sectoral dialogues on budget, health, education, justice, and other priority areas. By extending these opportunities to the basic sectors and the communities they represent, open government can become more responsive to people's needs and grounded in their everyday experiences.

Through the PH-OGP, the government and its partners continue to advance a more inclusive and participatory approach to governance, one that builds on existing institutions, strengthens citizen engagement, and creates meaningful opportunities for communities to help shape, monitor, and improve public policies and programs.

The National Anti-Poverty Commission – Persons with Disability Sectoral Council (NAPC-PWDSC) expresses its concern over the reported mockery of individuals on the autism spectrum in the Machong Chismisan Podcast. Such remarks may perpetuate harmful stereotypes and undermine the dignity and rights of persons with disabilities.

The NAPC-PWDSC underscores that Republic Act No. 7277, as amended by Republic Act No. 9442, or the Magna Carta for Persons with Disability, addresses acts of public ridicule and vilification against persons with disabilities. We call for accountability, respectful dialogue, and appropriate corrective action, while emphasizing that any potential legal violation must be assessed by the proper authorities in accordance with applicable laws and due process.

The NAPC-PWDSC urges everyone to promote disability awareness, respect, and inclusion, recognizing that disability is not a punchline and every person deserves dignity, equal protection, and respect under the law.

𝐏𝐑𝐄𝐒𝐒 𝐒𝐓𝐀𝐓𝐄𝐌𝐄𝐍𝐓: 𝐖𝐨𝐫𝐥𝐝 𝐃𝐚𝐲 𝐟𝐨𝐫 𝐃𝐞𝐜𝐞𝐧𝐭 𝐖𝐨𝐫𝐤

On this World Day for Decent Work, the National Anti-Poverty Commission – Formal Labor and Migrant Workers Sectoral Council (NAPC-FLMWSC) stands with young workers in advancing a future where all workers enjoy fair wages, safe and dignified working conditions, social protection, security of tenure, and meaningful representation.

Under this year’s theme, “Young Workers Organising for the Future,” we recognize that young workers are not only the workforce of tomorrow. They are workers and rights-holders today, with an important role in shaping the future of work.

As digitalization, platform work, artificial intelligence, climate change, migration, and new forms of employment reshape the labor market, young workers must not be left vulnerable to precarious work, unfair compensation, unsafe workplaces, and limited access to social protection.

The NAPC-FLMWSC continues to advance the workers’ agenda on social protection, security of tenure, wage increases, labor rights, workers’ representation, local job generation, social enterprises, and the protection and reintegration of migrant workers.

We recognize that workers’ organizations are vital spaces for young workers to know their rights, raise workplace concerns, participate in social dialogue, and build collective power.

The Council therefore calls on government, employers, workers’ organizations, educational institutions, civil society, and other stakeholders to create meaningful opportunities for young workers to participate in shaping labor policies and the future of work.

We encourage young workers to know their rights, organize, participate, and speak up. The future of decent work must be built not only for young workers, but with them.

The NAPC-FLMWSC reaffirms its commitment to a world of work founded on dignity, equality, security, and justice.

Young workers are organizing today for the future they deserve.

The future of work must be a future of decent work for all.
